Hancock County Building, Grounds and Insurance Committee met May 11.

The Building, Grounds and Insurance Committee met in the County Board Room at 6:30 pm. Members present were Tom Scheetz, Chairman, Dennis Castlebury, Patsy Davis, Bryan Stevens, Stephen Finney, Tom Rodgers, and Gary Dittmer. Absent was Delbert Kreps, Chairman of the Board.
Thirty-six claims were reviewed for payment. After reviewing a motion was made by Patsy Davis to present the claims to the full board for payment. Dennis Castlebury seconded the motion. All voted aye. Motion Carried.
Scott Bentzinger, County Sheriff gave his report, he has 20 prisoners' and 2 are these are females. Scott also stated that they did have some vehicles that have deer damage and the are getting them fixed.
Tom discussed the County Real Estate tax payments being delayed to help out the County People, and he has some sample from different counties. Was discussed having the regular due dates but no penalty applied till after a certain date. Tom read the one from Sangamon county and everyone like the way it was stated, but said some things could be left out. After discussing a motion was made by Tom Scheetz to have a Resolution to postpone delinquency date and waive interest and penalties on the 1st installment of property tax in Hancock County until August 3, 2020, to be presented to the full board for approval. Patsy Davis seconded the motion. All voted aye. Motion carried.
Tom Rodger gave a report on the Downstate loans for small business and stated that anyone interested had to email Belynda and then she would send them an application and then it has to go back to her and then to the Mayor for approval and then the County for approval. Several stated it was going to be a lot of work and someone needs to be in care of the whole distribution and keep tract of it, and follow up after they have the money. After much discuss it was decided that first needed to put something in the paper and then just go from there and see what happens.
New Business:
Patsy Davis discussed that she had three resolutions from different counties on letting the small business reopen in the county. Scott sated he was all for this and his office isn't going to arrest anyone or enforce any of the rules for opening. Scott also stated the Health Department isn't happy with him because they think he should enforce it. Scott also stated the State Police won't do anything if he can stop it and most in this area are not going to do anything it would be someone from out of our area try to push it. Scott stated that the Attorney General said it was not enforceable. Bryan Stevens stated he backed Scott all way. After much discussion Patsy Davis made the motion to have a Resolution to the full board to allow the business in Hancock County reopen for business with out any repercussions from the law enforcement on May 29, 2020. Dennis Castlebury seconded the motion. All voted aye except Gary Dittmer voting nay. Motion carried.
Old Business:
Tom stated is has a real concern with the GIS Fund money being only used for aerial photos. He stated he ask the Auditor and one it could be used for anything and another said didn't think so would have to check into it. Tom stated he went in and looked at Adams Counties and he stated he couldn't see hardly anything it was so small. Then he talked to Warren County and they said they got theirs done for $5000. Because they didn't have the money for it. Tom just stated he wanted everyone to know how he felt about it.
Tom did inform everyone that Delbert wasn't very good his heart flared up again and he has to go to hospital tomorrow and have it "jump started" and if that doesn't work he will have to go to lowa City or some where else. Everyone needs to keep Delbert in your thoughts and prayers.
Having nothing further to discuss a motion was made by Tom Rodgers to recess until June 8, 2020 at 6:30pm. Dennis Castlebury seconded the motion. All voted aye. Motion carried.
