City of Pittsfield City Council met  April 21.

Here is the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street via teleconference. The following officers were present: Mayor John Hayden and City Clerk Ann Moffit at City Hall, Aldermen Bill Grimsley, Kevin Ketchum, Paul Lennon, Robert Ritchart, Beth White, Robert Wilson, Kevin Wombles, and Robert Wood present via telephone. Mayor Hayden presided.

Mayor Hayden started by welcoming Alderwoman Beth White and thanked her for her willingness to serve on City Council.

Alderman Lennon moved to approve the minutes of the April 7, 2020 Council meeting. Alderman Wood seconded the motion. Roll Call: Yea: Grimsley, Ketchum, Lennon, Ritchart, White, Wilson, Wombles, Wood (8) Nay: None (0)

The motion carried.

Alderman Wood moved to approve the March 2020 Treasurer’s Report as amended. Alderman Wilson seconded the motion. Roll Call: Yea: Grimsley, Ketchum, Lennon, Ritchart, White, Wilson, Wombles, Wood (8) Nay: None(0)

Alderman Ritchart moved to accept the Zoning Committee’s recommendation to approve the variance request of Daniel Thiele, owner of 406 E Benson Street to place a carport, which will have a two foot (2’) side yard instead of the required six foot (6’) from the interior line. Alderman Lennon seconded the motion. Roll Call: Yea: Grimsley, Ketchum, Lennon, Ritchart, White, Wilson, Wombles, Wood (8) Nay: None(0)

The motion carried.

Mayor Hayden advised the Council that the airport committee met in reference to the Carnes / Galle aircraft that is housed at the Airport. Carnes and Galle have a plane that is inoperable and unregistered. Mr. Galle informed the council that they are in the process of registering the aircraft and a mechanic has started looking the plane over. The plan is to have them look over the engines to ensure they are in proper working order. The Prop will need to be repaired or replaced and this will need to be done by the original manufacture, who has been shut down due to COVID 19. Carnes and Galle have requested an extension of time to register and make the aircraft operable. Mr. Lennon requested that City Hall be kept abreast of the progress. Alderman Lennon moved to allow Carnes and Galle an extension of the original deadline of May 1 to July 1, 2020 to have their aircraft operable and registered. Alderman Wilson seconded the motion. Roll Call: Yea: Grimsley, Ketchum, Lennon, Ritchart, Wilson, Wombles, Wood (7) Nay: None(0) Abstain: White (1)

The motion carried.

Alderman Ritchart moved to approve obtaining a line of credit from United Community Bank in the amount of $400,000.00 and authorizing Mayor Hayden to sign for said line of credit. Alderman Grimsley seconded the motion. Roll Call: Yea: Grimsley, Ketchum, Lennon, Ritchart, White, Wilson, Wombles, Wood (8) Nay: None(0)

The motion carried.

Ed Knight spoke to the Council on behalf of the Lake Committee and requested that fishing tournaments have an all-inclusive lunch fee of $30.00 per tournament instead of a per boat launch fee. Alderman Wood moved to impose a flat rate Tournament Permit fee of $30.00 instead of individual boat launch fees for each tournament participant.

The motion carried.

Alderman Ketchum moved to allow the Airport Committee authority to move forward with advertising for Airport position as they deem appropriate. Alderman Wombles seconded the motion. Roll Call: Yea: Grimsley, Ketchum, Lennon, Ritchart, White, Wilson, Wombles, Wood (8) Nay: None(0)

The motion carried.

Alderman Lennon moved to approve camping to remain closed through the duration of the Shelter in Place Order with the lake road opening from the Boy Scout Camp area to the North Boat Dock after the necessary road repair has been made. Alderwoman White seconded the motion. Roll Call: Yea: Grimsley, Ketchum, Lennon, Ritchart, White, Wilson, Wombles, Wood (8) Nay: None(0)

The motion carried.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon. Alderman Grimsley seconded the motion. Roll Call: Yea: Grimsley, Ketchum, Lennon, Ritchart, White, Wilson, Wombles, Wood (8) Nay: None(0)

The motion Carried.

Mayor Hayden stated that he has had many questions about upcoming events. He has spoken with Sheriff Greenwood about Pig Days and Fall Festival as both events are held on County property. Sheriff indicated that as of now no decision has been made. Mayor has been in contact with the event organizers of the Civil War Reenactment that has been rescheduled for late July/ early August and explained that it is too early to tell.

Mayor Hayden advised that he has been working on the Committee members for the new year and they should be completed by the May 2 Council meeting.

The King Park Pool resurfacing job is set to start April 27 with a site meeting scheduled for April 20. Max Middendorf advised that everything is in place and the contractor has local employees therefore there will be no need for lodging to be in violation of the shelter in place order.

Max Middendorf also advised that SCATA stared is mounted and just needs to be hardwired and should be ready to start in the next few weeks. He has been in contact with the contractor for the West Watertower and they would like to mobilize May 3. Antennas currently in place will need to be removed, therefore we will need to determine who owns the antennas. Max also noted that there will be an antenna coral once the painting is complete.

All alderman welcomed Beth White as the new Alderwoman and Ms. White expressed her gratitude.

Attorney Hollahan noted that he just received notice that Mayor Lightfoot of Chicago just announced that the City of Chicago should expect a Shelter in Place through June.

Economic Development Director Ed Knight stated that we have all of the information for small business and sole proprietors for financial assistance.

Chief Starman informed the council that as his department is adhering to limited contact they have been concentrating on ordinance violations and advised all alderman to contact him with any complaints for their respective wards.

Alderwoman White moved to adjourn this meeting at 6:47 p.m.
