City of Pittsfield City Council met May 5.

Here is the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street via teleconference. The following officers were present: Mayor John Hayden and City Clerk Ann Moffit at City Hall, Aldermen Bill Grimsley, Kevin Ketchum, Paul Lennon, Robert Ritchart, Beth White, Robert Wilson, Kevin Wombles, and Robert Wood present via telephone. Mayor Hayden presided.

Alderman Lennon moved to approve the minutes of the April 21, 2020 Council meeting. Alderman Wood seconded the motion. Roll Call: Yea: Grimsley, Ketchum, Lennon, Ritchart, White, Wilson, Wombles, Wood (8) Nay: None (0)

The motion carried.

Alderman Lennon stated that the Lake road has not opened yet due to concerns about primitive camping. Alderman Wilson moved to approve the Lake Road opening with signs posed stating no camping. Alderman Wombles seconded the motion. Roll Call: Yea: Grimsley, Ketchum, Lennon, White, Wilson, Wombles, Wood (7) Nay: Ritchart(1)

Alderman Wilson moved to accept the Finance Committee’s recommendation to approve the IDOT street project at a cost to the City of $264,680 with a payment plan over a five year period as approved by IDOT. Alderman Wood seconded the motion. Roll Call: Yea: Grimsley, Ketchum, Lennon, Ritchart, White, Wilson, Wombles, Wood (8) Nay: None(0)

The motion carried.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon. Alderman Grimsley seconded the motion. Roll Call: Yea: Grimsley, Ketchum, Lennon, Ritchart, White, Wilson, Wombles, Wood (8) Nay: None(0)

The motion Carried.

Mayor Hayden announced that we have received notice that we will receive approximately $300,000.00 MFT from Rebuild IL. We are scheduled to receive two payments per year for six years.

Max Middendorf indicated that the King Pool project is progressing nicely. The contractor has identified a soft area and has a patch supply that is acceptable for repair. Mr. Middendorf also stated that the Watertower project should begin in the next few weeks.

Economic Development Director, Ed Knight stated that he has found that Rebuild IL has a potential grant available for the Honey Creek Project. The grant is for projects with a cost range of $250,000 to $500,000,000. Attorney Hollahan is working on easements and Mr. Middendorf stated would will need an EPA permit. PCEDC Director Brenda Middendorf is going to take the lead on this since she previously worked on this project.

Mayor Hayden stated that he would like to schedule an Airport Committee Meeting for May 12 at 3:45 to review the applications for the airport position.

Alderman Grimsley noted that water was standing on the East Side of the former Ideal Hardware building.

Alderman Lennon would like to discuss updating the computer at the Airport. Mayor Hayden recommended we discuss that after the part-time employee starts and we determine what is needed.

Alderman Lennon stated that fishing equipment was set up by one of the disc golf baskets. Ed Knight stated that the Lake Board will look into it.

Alderman Wood noted that a Finance Committee Meeting is scheduled for Thursday, May 7 at 4 p.m.

Gas Superintendent Steve Watkins found that we are no longer member of GUA. Ed Knight has placed documents in each Gas Committee members box about becoming members again.

Alderwoman White moved to adjourn this meeting at 6:30 p.m.
