Hancock County Highway, Road and Bridge Committee met April 28.

Here is the minutes provided by the committee:

The Hancock County Highway, Road and Bridge Committee meeting was called to order by Mr. Bolton at 8:30 A.M. Committee members present were Steve Bolton, Patsy Davis, Wayne Bollin, Mark Menn, Harry Douglas, and Tom Scheetz. Also present Was County Engineer Elgin Berry. Absent was Pat Cramer.

Claims and expenditures for the month of March were presented to the committee for approval. Amotion was made by Mr. Douglas and seconded by Ms. Davis to pay all bills as presented for March. All committee members present voted 'Aye'.

Claims and expenditures for the month of April were presented to the committee for approval. A notion was made by Mr. Scheetz and seconded by Mr. Bollin to pay all bills as presented for April. All committee members present voted 'Aye'.

The County Engineer presented the following report: 

1) A material letting for furnishing culvert pipes to Hancock County was held on April 23, 2020 in the conference room at the Hancock County Highway Department. The following bids were received: 

a) Section 20-00000-00-GM, Group I: Up to 48" Diameter Precoated Galvanized Riveted Steel Culvert Pipes, F.O.B. Hancock County 

i) Low Bid: $31,938.16 by Metal Culverts Inc. of Jefferson City, MO 65102

ii) Alternate Bid: (No other bids were received at this letting) 

Mr. Bollin made a motion to recommend final action by the full County Board to accept the low bid from Metal Culverts Inc. to furnish culverts to the county per their bid. Mr. Douglas seconded the motion. All committee members present voted 'Aye'.

2) The county's old dump truck, Unit #T-28, was sold for $20,000 at Sullivan's Consignment Auction in March. The auctioneers did not charge the county any commission or fee to conduct the sale.

No Old Business was discussed.

The following New Business was discussed:

1. Mr. Menn asked if the county had seen any reduction in Motor Fuel Tax receipts. Mr. Berry stated that the March revenue, received in April, was very close to normal. Mr. Berry said that the April revenue, which the county will receive in May, will likely be lower than usual.

2. Mr. Scheetz said that he had spoken to the County Clerk about a possible deference or waiver of the late fees that are normally charged on delinquent property tax bills, as a way to help families and businesses that are facing hardship due to the Corona Virus. The clerk said that would not be possible because those fees are mandated by the state statutes.

As no further business was brought before the Committee at this time, a motion was made by Mr. Scheetz and seconded by Mr. Menn to recess until Thursday, May 28, 2020 at 8:30 A.M. All committee members present voted 'Aye'. The meeting adjourned at 9:05 A.M.
