McDonough County Board met May 20.

Here is the minutes provided by the board:

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse at 7:00 p.m. roll call resulted in 20 present, 1 absent, 0 vacant. Member Aurelio was absent. Chair Schwerer led the Pledge of Allegiance.

EXHIBIT 1

MDH Update given by CEO Brian Dietz. All elective surgeries on March 20, 2020 were cancelled and had a $1.7 million loss, April was $3.1 million loss, but used the CARE Act Grant to record the loss as $1.6 million, $4.8 million remain in that grant. MDH lost $5 million in the two months of the pandemic. Dietz also told the Board, that the new crisis the hospital is facing is people are avoiding other health issues now because of Covid-19. Testing for McDonough County is continuing to increase.

Member Durkin motioned to Approve the report of the Finance Committee as read, Member Clark seconded. Motion carried on a roll call vote of 20 yeas, 0 nays, 0 vacant and 1 absent.

Member Nissen motioned to dispense the reading of the claims report and approve it as approved and signed by the Committee Chairs, second by Member Marcott. Motion carried on a roll call vote of 20 yeas, 0 nays, 1 absent and 0 vacant as Exhibit 9A.

Member McGrew motioned to reappoint Lee Worthington to Bushnell Fire Protection District, Member Mahr seconded. Motion carried on a voice vote.

Member McGrew motioned to Approve Resolution to Award Contract on Local Road Improvement Section 20- 060000-01-GM, Member Kirby seconded. Motion carried on a roll call vote of 20 yeas, 0 nays, 1 absent and 0 vacant as Exhibit 16A.

Member Toland motioned to Approve Resolution 20-00000-00-PV Material Bids, Member Mahr seconded. Motion carried on a roll call vote of 20 yeas, 0 nays, 1 absent and 0 vacant as Exhibit 17A.

Member Marcott motioned to Approve Resolution to Spend Federal Aid Matching Monies on Section 19- 00111-00-RS, Member McLean seconded. Motion carried on a roll call vote of 20 yeas, 0 nays, 1 absent and 0 vacant as Exhibit 18A.

Member Marcott motioned to Approve Resolution Request for County Aid to Bridge Funds Project 1745-10, Member Trimmer seconded. Motion carried on a roll call vote of 20 yeas, 0 nays, 1 absent and 0 vacant as Exhibit 20A.

Member McLean motioned to Approve Resolution to Amend FY 2020 Bond Payment Interest Fund, Member Cox seconded. Motion carried on a roll call vote of 20 yeas, 0 nays, 1 absent and 0 vacant as Exhibit 22A.

EXHIBIT 23

Member Trimmer motioned to Approve Extension of McDonough County Emergency Declaration through June, 19 2020, Member McLean seconded. Member Litchfield asked what this would do, Chair Schwerer explained that it was about FEMA money and at the request of Lynette and Edgar to do this in the first place. Member Hiel said, Lynette also explained that it would allow for them to continue with things like a Zoom call for Open Meetings. Vice Chair Cox asked about the residents of the County in this, Member Trimmer stated that this just allows us to gets grants, not to continue locked down if the state reopens. Member Toland said he understands Vice Chair Cox’s concerns. Vice Chair Cox just doesn’t want anyone to think they will continue to keep it locked down. Member Kirby then said, lockdown or no lockdown, if our cases are increasing in the County it makes every sense that we would extend the Emergency Declaration. Member Toland agreed. Member Marcott asked, will the progression of the virus will be the determining factor correct? Chair Schwerer stated, this declaration has nothing to do with the reopening in his opinion. Member Litchfield said this would allow us to get the grant money. Vice Chair Cox asked if any other counties in the state have done this, Chair Schwerer said he doesn’t know of any other counties. Motion carried on a voice vote.

EXECUTIVE SESSION

None.

PUBLIC COMMENT

Joe Bright addressed the Board, asking for the reopening of McDonough County as a concerned, voting citizen. Member Hiel did say he wanted to address Mr. Bright’s comments, he firmly believes a lot of what was said there, the Covid is not having the impact on our economy, the decisions the state government is forcing are and it’s very frustrating for those that can’t be in business. Member Hiel said he wished there was something we could do, what Adams County is doing is just on board with opening, but if they hold a state license they still cannot open. Member Nissen was in contact with the Adams County Board Chair, and received a copy of the resolution, that Adams and the City of Quincy have adopted. Also, that Pike County has passed on the very same resolution. Nissen’s concern is for the employees as well as the business owners

COMMITTEE REPORTS

Member Toland said the Sugar Creek Bridge is well under way. Cardinal Point wind farm project is proceeding and they hope by the end of June that will all be complete, and the townships seem pleased with how that’s going so far. Rebuild IL Fund, which was passed by the State this last year, we will receive two checks each year for three years, in the amount of $157,491.70. Total would be $944,950 over the three years. Limits to probably Bridge building only.
