Hancock County Miscellaneous and County Health Committee met Sept. 15.

Here is the minutes provided by the committee:

The Miscellaneous and County Health Meeting was held in the County Board Room at 6:30pm. Members present were Janet Fleming, Chairwoman, Mark Hanson, Tom Rodgers, Pat Cramer, Gary Dittmer, Stephen Finney, and Delbert Kreps, Chairman of the Board. Absent was Dennis Castlebury.

Amy Hall and Melita Finney from the County Health Department entered the meeting and Stated that at this time Hancock County has had 178 COVID-19 cases, with 155 recovered, three in hospital and 20 in isolation and three deaths. They also presented the Food Ordinance to the members to be approved in order to be in line with the State Law. There have been no fee changes at all. A motion was made by Mark Hanson to present this Food Service Ordinance to the full board for approval. Tom Rodgers seconded the motion. All voted aye. Motion carried,

They also passed out flu and Pneumonia clinics in the area and ask everyone to post them in their towns, as people need to get these with the flu season coming on and the COVID-19 and flu systems are close to the same.

Janet did review that their tax levy was A$321,000.00 and for the T.B. it was $10,000.00 and they stated that was correct. A motion was made by Tom Rodgers to pass this levy to the Finance Committee, and was seconded by Pat Cramer, RS was Tom Rodgers ask if he could take food to people that was quarantine with COVID, and they stated that they would do that if the people didn't have any one to get it for them, also medicines they will get and take to house and leave outside for the people to get after they leave.

Rachel Mast, States Attorney entered the meeting and discussed the EMS Bid and she stated that she hasn't heard anything from them, and she feels at this time we to go with what we have. We can look at the bid, if they send one for maybe future use but with the Union Contract coming due and other things we nee to go forward. She is also going to contact Mike Wright about the bids for the refurbishing of the dog pound. Rachel stated that Dallas City does of coverage from Nauvoo with a mutual aide agreement.

Jenny Meeks, EMS Director gave her report on the number of calls this month, and also, she has received three distributions of taxes, not quite what she thought she would get, but will get another small one after the Tax sale.

Jenny stated the Contract write off for this month is $53,737.84, and three people did pay in full using the 5% discount.

A motion was made by Tom Rodger that we approve the Contractual Write off of $53,737.84. Mark Hanson seconded the motion. All voted aye. Motion carried.

The Bad Debt Write off for this month was 20,547.07 but we did receive some money so the amount will be $18,145.31.

A motion was made by Mark Hanson to approve the Bad Debt write off amount of $18,145.31. Pat Cramer seconded the motion. All voted aye. Motion Carried.

Jenny stated that one grant she is working on is still in limbo, due to the COVID-19, but we still will get it. The second grant from USDA she is working on. The amount we need for the E350 Chassis and the allation of an auto-loader will be in the amount of $131,529.42 and the grant will pay 35% of this which will be $46,035.30 and she has a loan set up at First Bankers Trust for the balance of $85,494.12 at a rate of 2.2999% for three years.

Pat Cramer made the motion for Jenny to move forward with the loan from the First Bankers Trust the sum of the loan $85,494,12 at the interest rate of 2.299% for a 3-year term. Stephen Finney seconded the motion. All voted aye. Motion carried.

After much discussion on the Nauvoo Fire District, Dallas City Fire District response call from 911 it was recommended that the Board consider removing them from the Hancock County Ambulance System 911 calls, unless that area would call them personally and they would then go.

A motion was made by Mark Hanson to remove Nauvoo Fire and Dallas City Fire Districts from the Hancock Count Ambulance getting called out, unless they call them to come their selves. Stephen Finney seconded the motion. All voted aye. Motion Carried.

Jenny did stated that we dis get $1,000.00 donation from Raigan and Ben Brown with a request it be used to purchase equipment the crew members need or to be used for equipment to save lives in the community. They also had another fund raiser and made $1,400.00 in which they split between the Sheriffs Department and the Ambulance, so they will be getting another $700.00.

Jenny has reached out to Lisa Weeks in Warsaw and they are getting some things worked out so we can all work together She would also like to do some good deeds in the County and is working on this. She also has a new Paramedic that is Nationally Certified and just has to get papers filled out to be State Certified and then he can start working.

The members discussed the Ambulance Budget for 2021 and a motion was made by Tom Rodgers to present this to the Finance Committee, Pat Cramer seconded the motion. All voted aye. Motion carried.

The member discussed the Animal Control Budget and a motion was made by Stephen Finney to present this to the Finance Committee. Tom Rodgers seconded the motion. All voted aye. Motion carried.

The members discussed the ESDA Budget and the Flood Plain and a motion was made by Stephen Finney to pass this on to the Finance Committee. Pat Cramer seconded the motion. All voted aye. Motion carried.

Forty-six claims were reviewed for payment by the members for payment. After reviewing a motion was made by Stephen Finney to present these claims to the full board for payment. Tom Rodgers seconded the motion. All voted aye. Motion carried.

Having nothing further to discuss a motion was made by Mark Hanson to recess until October 13, 2020 at 6:30pm. Tom Rodger seconded the motion. All voted aye. Motion carried.
