City of Barry City Council Met Nov. 2.
Here is the minutes provided by the council:
Mayor Rennecker opened the meeting of the Barry City Council at the Virginia Redman Community Center at 7 pm. All elected officials were present except Sandra Brown and Bridgett Cramsey. Mayor Rennecker led everyone present in the Pledge of Allegiance.
Steve Schultz made a motion to approve the minutes from the October meeting and Bruce Kendall seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.
Steve Schultz made a motion to approve payment of the bills and Bob Dieker seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.
Mayor Rennecker said the finances are still looking good.
There was no officer present to present the police report. Mayor Rennecker said Morrow Bros thinks they may have squad car in for us.
Jeff Hogge reported on Code enforcements. He attended code court for two unpaid unlicensed vehicle tickets. He said that neither individual showed up for their court date and they would be ticketed again and also stated that Barry’s ordinance violation fees were lower than any neighboring municipalities, and the Council should consider raising fees for next fiscal year. Our fines are $75 in Barry and the next closest is $150.
Jeff Hogge gave the City administrator report. He said we did not win the bid for dump truck at the truck auction. It was too expensive. He attended the bid opening for sewer lining and Barry accepted the bid from Visu-Sewer of East St Louis in the amount of $81,797.75. The project will line 1500 linear feet of aging sewer lines as well as 10 feet of each service lateral in the project area. The goal is to have the project completed by the end of the year. He also attended PCEDC meeting in Pittsfield. He picked up a Red Pointe Maple tree for Arbor Day from Frese Nursery in Quincy and participated in the Arbor Day ceremony. Jeff also conducted the TIF Joint Review board meeting which is a requirement for the year-end TIF report.
Robert Snyder gave the Public Works report. He said there have been a lot of Julies and a couple of small water leaks. This past month we have had a couple of near misses with COVID – 19 and we’ve had couple people quarantined and out for 14 days. Robert said it is hard to get anything done when you don’t know who is going to be at work. We are still looking for a dump truck to purchase.
Boy Scout Stephen Reis appeared before the Council to request permission to construct a Gaga Ball Pit at the YMCA grounds north of the shelter house for his Eagle Scout project. Stephen Reis said it is similar to dodge ball only it is played in a fenced in court. He stated he needs to have the project finished by the first of January. The estimated cost is $845 for lumber and supplies. He said he has played since he was a Cub Scout and it is a lot of fun. The Council liked his proposal but said they would contact him with answer after they talked to YMCA Director Andrea Copenhaver and the City’s insurance provider.

Steve Schultz made a motion to approve vacation/comp time buy back and Bob Dieker seconded the motion. Motion carried with 5 ayes, 0 nays and 1 absent.
Mayor Rennecker and Council discussed Ascend Expansion about water agreement. Mayor Rennecker asked Council if they were comfortable with him approaching Ascend about them paying for the expansion and then we will credit water back to them. Ascend will pay for engineering. Steve Schultz made a motion to approve and roll call taken:

Mayor Rennecker thanked Attorney Tad Brenner for all his hard work he had done for the City. Tad won election as Judge to the Eighth Judicial Circuit and will be sworn in on December 2, 2020.
Jeff Hogge commented on Tiny’s Place request to be open until 1 p.m. on New Year’sEve and said it is okay by ordinance.
Bruce Kendall made a motion to go into executive session to discuss personnel at 7:34 p.m. and Bob Dieker seconded the motion.
Council returned to regular session at 8:10 p. m. and adjourned.
