Brown County Community Unit School District 1 Board Met Dec. 16.

The regular meeting of the Board of Education was held at 5:30 p.m. in the Brown County High School band room and via Zoom video conference. The meeting was called to order by Philip Krupps. The minutes were recorded by McKenzie Taute.

Krupps reminded everyone that the district will hold a Truth in Taxation Hearing on December 28 at 5:45 p.m. in the Brown County High School Band Room.

Correspondence: Dr Simonson discussed a recent FOIA request submitted from Nicholas Hoover. Mr. Hoover requested and received the names and email addresses of all staff under the Freedom of Information Act.
Discussion Items: Stephen Adams from PMA presented a couple different bond refinancing scenarios to the board. The purpose of the bond refinance is to save the district a considerable amount of money in interest due to the current low interest rates. The Board ultimately decided to move forward with a parameter resolution to be reviewed at the December 28, 2020 special meeting.
Diane Robertson and Todd Foxx from School Exec Connect spoke with the Board regarding the results from the online survey conducted for the Superintendent search. There were 141 online surveys completed. Diane and Todd also discussed feedback the firm collected in the December 3 focus groups. School Exec Connect spoke to 67 individuals from 10 different stakeholder groups. Results from both the survey and the focus groups can be found at www.bchornets.com under the Superintendent search tab.
Athletic Director, Dave Phelps, explained to the Board that IHSA met on December 14, and they are currently waiting on guidance from the state to make plans on how to proceed with winter/spring sports. Dave also mentioned that per district approval, one on one practices have been taking place and have had good student athlete attendance.
School for remote learners in the seconded semester. He went on to say that he hopes to have some new items to discuss at the December 28, special board meeting.

Fris Report: Dr Simonson explained to the board that the district is seeing delays in funding from the State of Illinois. The district should have received approximately 50% of it’s funding from the state at this point in the year and instead only 33% has been received.
Motion by McCaskill, seconded by Blaesing, to enter closed session to approve any matter discussed in closed session as necessary including the approval of personnel employment, release, and other personnel items that may require action, and limited to those matters authorized for discussion in executive session by motion of the Board. Closed Session on the following subjects: a) the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the School District; or other matters appropriate for a closed meeting pursuant to the Open Meetings Act; l) pending, probable, or imminent litigation; at 6:57 p.m.
