City of Macomb City Council met Feb. 16

The Macomb City Council met in a regular session at 5:15 p.m., in the Council Chambers in City Hall, 232 E. Jackson Street, Macomb, IL

PLEDGE Mayor Inman called the meeting to order and led the Pledge of Allegiance.

ROLL CALL City Clerk Melanie Falk called the roll and the following Aldermen answered present: Mike Wayland, John Vigezzi, Don Wynn, Tom Koch, Gayle Carper, Tammie Leigh Brown-Edwards and Dennis Moon. Seven Aldermen being present, Mayor Inman declared a quorum for transaction of business. In addition to the Mayor, City Clerk and Aldermen, City Attorney Lisa Scalf, City Administrator Scott Coker were present. Also in attendance were Public Works Director Alice Ohrtmann, Fire Chief Rick Driskell, Police Chief Curt Barker and CDC John Bannon. Treasurer, Ronald Ward was absent.

Items on the Consent Agenda:

1. Minutes of the Macomb City Council meeting held on Monday, February 1, 2021 and Committee of the Whole meeting held on Monday, February 8, 2021.

5. Consideration to award the bid for the City of Macomb sewer lining project to Hoerr Construction Inc. in the amount of $126,942.50.

CONSENT AGENDA ADOPTED Alderman Moon moved, seconded by Alderman Koch to dispense with the reading of the consent agenda and adopt as published, on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch Carper, Brown-Edwards, and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

PUBLIC COMMENT None.

QUARTERLY REPORTS: 

FIRE Fire Chief Rick Driskell reported a total of 601 calls. 554 EMS calls of which 408 we were responding as the EMT on the Lifeguard Ambulance. 3 Structure fires, 4 vehicle fires. Basic and advanced training was completed for fire fighting techniques. Some completed fire officer training, all completed the sexual harassment training, various other training courses were completed for certifications. He reported that COVID did come to the department and they were down 9 personnel from December 12th to January 3rd. He stated there would be some turnover in the next 6-8 months in his department. Lt. Steve Teslicka retired January 25th, Nate Livermore was promoted to Lieutenant, Rich Westen retired a few days ago, Jake Lucas was promoted to Captain, Curtis Walters to Lieutenant; and Dan Meyer promoted to Transitional Chief. There are two new hires presently at academy; and looking to hire two more and send to academy in April. In May when we have another retirement, everything will be filled. They have also responded to C02 calls. Three new fire fighters attended a 3- day training course “Light and Fight” in Champagne, IL. The Department hosted a vaccination clinic along with Lifeguard Ambulance at the station for First Responders in the county, they have one clinic left to do.

POLICE Police Chief Curt Barker reported November through January information. Staffing level report; he has made a conditional offer to Cody Parker to replace Matt Marass. Deputy Chief Dave Burnham retired after 24 years. New hire Kenny Bergman graduates April 29th. Awards were given to: Nick Severs, Stan Huffman were recognized by WIU and the City for outstanding service. Deputy Chief Burnham received a Maritime Service award for his time as Deputy. Letters of Accommodation to officers assisting WIU.

Sgt. Chris Butcher received Community Policing Award for his efforts with the schools concerning the intersection of Randolph/Grant. Events were Shop with a Cop, and WIU ROTC fund raiser proceeds going to Big Brothers Big Sisters. Various training courses were completed. Activity report; 3240 calls for service, Adult/Juvenile arrests 246, Traffic/Non-Traffic arrests 246, City/State charges 246. Notable Cases; armed robbery, stolen vehicle, missing person/stolen vehicle, missing person endangered, stolen vehicle/aggravated car-jacking.

Alderman Vigezzi asked about the Explorer’s program.

Chief Barker explained it consisted of kids ages 14 to 20, encompassing high school and WIU students. Goal, to build a bond between Police and students, it also is used as a recruitment tool. There’s currently a group of 25.

Alderman Brown-Edwards asked about Shop with a Cop program.

Chief Barker stated the usual number of kids helped was 80 to 100 and this year it was over 100.

PUBLIC WORKS Public Works Director Alice Ohrtmann reported work done at the lift station was done mostly in house. She gave credit to skilled crew members at the waste water plant. She reported main breaks and maintenance on the towers this fall. Water department in conjunction with the fire department, set up a second connection to the West Prairie water system when they experienced a break on the west side of town giving them a second source of water. Operations has been busy with snow and main breaks, and doing annual vehicle maintenance. They’ve also started many safety trainings programs during the winter. She reported COVID hit the street department and were down 4-5 operators, from there they implemented emergency staffing, alternating crews every two weeks.

Alderman Moon asked for status on salt supply.

PW Director Ohrtmann stated they have just arrived at their minimum amount with 150 ton in storage and 150 ton on order. There was plenty on hand and there’s no shortage.

Alderman Carper passed on good comments from the public concerning the snow removal and an employee of the operations division.

Alderman Brown-Edwards asked about lighting lift stations.

PW Director Ohrtmann explained that stations that have human occupation; they’re changing over to LED lighting at all facilities.

ATTORNEY City Attorney Lisa Scalf reported an 81% collection rate on new citations for October, November and December a total of 123. Total collections were $16,503.72 including old cases. Cases working towards resolutions with the Community Development Department. Trainings completed, ordinances, resolutions and other matters worked on during the quarter were all in her report.

APPROVE EXECUTIVE MINUTES REMAIN CLOSED Alderman Vigezzi moved, seconded by Alderman Carper to approve the executive session minutes to remain closed, on question being put, Aldermen Vigezzi, Wynn, Koch, Carper, Brown-Edwards, Moon and Wayland being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

AWARD BID SLIDE INSTALL GLENWOOD POOL AUPPERLE CONTR 19,953.00 Alderman Carper moved, seconded by Alderman Wynn to award the bid for the slide installation at Glenwood Pool to Aupperle Contractors in the amount of $19,953.00, on question being put, Aldermen Wynn, Koch, Carper, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call, no “Nay” votes andAlderman Brown-Edwards voting “Abstain”, Mayor Inman declared the motion carried. $

City Attorney Lisa Scalf read the following resolution:

RESOLUTION

WHEREAS, the Macomb Airport Authority, a taxing municipality of the County of McDonough, in the State of Illinois, lies wholly within the boundaries of the said County of McDonough, and;

WHEREAS, the territory of the Authority includes all of the City of Macomb, Illinois and a part of the County of McDonough located outside of the city limits of the City of Macomb and;

WHEREAS, the Statutes of the State of Illinois provide for a Five (5) member governing body for said Airport Authority, entitled a Board of Commissioners and;

WHEREAS, the Statutes of the State of Illinois (70 ILCS 5/3.1 et. seq.) provide for the appointment of two (2) of the Airport Commissioners by the Presiding Officer of the McDonough County Board and the appointment of three (3) of the Airport Commissioners by the Mayor of the City of Macomb and;

WHEREAS, all Commissioners are by Statute appointed to serve a five-year term (70 ILCS 5/3.4), with one Commissioner appointed or reappointed each year and;

WHEREAS, the current Commissioners of the Macomb Airport Authority and their terms are as follows:

Mick Wisslead, Jr. 626 E. Jefferson Term 1/1/2017 thru 1/1/2022

Matthew McClure 10 Marty Lane Term 1/1/2018 thru 1/1/2023

Jon Dively, Jr. 129 N. Randolph Term 12/7/2020 thru 1/1/2024

Tom Claudon 1356 Woodland Trail Term 1/1/2020 thru 1/1/2025

and; WHEREAS, Commissioner Alison Vawter, Tom Claudon and Jon Dively, Jr. were appointed by the Mayor of the City of Macomb and Commissioner Matthew McClure and Mick Wisslead, Jr. were appointed by the Chairman of the McDonough County Board and;

WHEREAS, Alison Vawter did not seek reappointment, her term has expired and Christopher Stortzum, is hereby appointed to the vacant Board seat with a term ending January 1, 2026 and;

WHEREAS, the terms the remaining Commissioners should be confirmed;

NOW, THEREFORE, the terms of the following Commissioners are hereby confirmed:

Matthew McClure 10 Marty Lane Term 1/1/2018 thru 1/1/2023

ADOPT RESOLUTION NO. 2021-04 Alderman Moon moved, seconded by Alderman Vigezzi to adopt the resolution to appoint Christopher Stortzum to the Macomb Airport Authority, on question being put, Aldermen Koch, Carper, Moon, Wayland, Vigezzi, and Wynn being all Aldermen voting “Aye” on roll call, no “Nay” votes and Alderman Brown-Edward voting “Abstain”, Mayor Inman declared the motion carried and the resolution was adopted and became Resolution No. 2021-04.

APPROVE REVISIONS PERSONNEL MANUAL Alderman Moon moved, seconded by Alderman Carper to approve the revisions to the Personnel Manual policies to Code 102 ADA Policy; Code 105 Employee Expectations; Code 201 Equal Employment Opportunity; Code 208 Personal Information and Records; Code 305 Personal Appearance; Code 601 Bereavement Leave; Code 603 Jury/Court Leave; Code 605 Family or Medical Leave; Code 607 Sick Leave, on question being put, Aldermen Carper, Brown-Edwards, Moon, Wayland, Vigezzi, Wynn and Koch being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

APPROVE ZONING MAPS A & B Alderman Vigezzi moved, seconded by Alderman Wynn to approve Zoning Maps A & B for the City of Macomb, on question being put, Aldermen Brown-Edwards, Moon, Wayland, Vigezzi, Wynn, Koch and Carper being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

APPROVE PURCHASE LEGAL FILES SOFTWARE $10,650.00 Alderman Moon moved, seconded by Alderman Carper to approve the purchase and implementation of legal software for the City Attorney’s office from LegalFiles in the amount of $10,650.00, on question being put, Aldermen Moon, Wayland, Vigezzi, Wynn, Koch, Carper and Brown-Edwards being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

APPROVE VEHICLE PURCHASE POLICE DEPT $26,952.00 Alderman Koch moved, seconded by Alderman Moon to approve the purchase of a new vehicle for the Macomb Police Department in the amount of $26,952.00, on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Carper, Brown-Edwards and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

APPROVE APPOINTMENT JEREL JONES TRANSITIONAL POLICE CHIEF 3/1/2021 Alderman Vigezzi moved, seconded by Alderman Koch to approve appointing Jerel Jones to the position of Transitional Police Chief at Grade 34, Step 4, with the salary of $85,439.39 effective March 1, 2021, on question being put, Aldermen Vigezzi, Wynn, Koch, Carper, Brown-Edwards, Moon and Wayland being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

APPROVE EMPLOYMENT AGREEMENT JEREL JONES POLICE CHIEF 5/3/2021 Alderman Koch moved, seconded by Alderman Carper to approve the employment agreement with Jerel Jones for the position of Police Chief effective May 3, 2021, on question being put, Aldermen Wynn, Koch, Carper, Brown-Edwards, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried. 

APPROVE HIRE TRANSITIONAL PAYROLL CLERK GRADE 18 Alderman Carper moved, seconded by Alderman Wynn to approve the hiring for a Transitional Payroll Clerk in the Business office at Grade 18, on question being put, Aldermen Koch, Carper, Brown-Edwards, Moon, Wayland, Vigezzi and Wynn being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

COUNCIL ADJOURNMENT There being no further business to come before the council, Alderman Vigezzi moved, seconded by Alderman Wynn to adjourn the meeting, all Aldermen voting “Aye” by voice vote and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned the meeting at 6:16 p.m.
