McDonough County Board met April 21.

Here is the minutes provided by the board:

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse at 7:00 p.m. roll call resulted in 20 present, and 1 absent. Sheriff Nick Petitgout made the opening declaration. Chair Schwerer led the Pledge of Allegiance.

EXHIBIT 1

Board Member McGrew moved with a second by Board Member Twaddle to approve the minutes of March 17, 2021. Motion carried with a voice vote.

EXHIBIT 2

The report from Public Defender, Stephanie Hilton for the month of March 2021 was received and filed.

EXHIBIT 3

The report of Sales Tax collected in January 2021 was received and filed. County Sales Tax, Public Safety tax, and Transportation Tax were all down from the previous month.

EXHIBIT 4

The report of Balances and Investments from County Treasurer Graves for the month of March, 2021 was received and filed.

EXHIBIT 5

The report of Circuit Clerk Wilson for the month of March, 2021 was received and filed.

EXHIBIT 6

The report from County Clerk DeJaynes on Warrants Issued in Vacation for the month of March, 2021 was received and filed.

EXHIBIT 7

The Transfer of Appropriations of Monies was referred to the Finance Committee. County Clerk Gretchen DeJaynes reported the finance committee did not transfer any funds as Exhibit 7A

EXHIBIT 8

Board Member Aurelio moved with a second by Board Member Clark to approve the report of the Finance Committee as read. Motion carried with a roll call vote of 20 yeas, 0 nays, 0 pass, and 1 absent as Exhibit 8A.

EXHIBIT 9

Board Member Nissen moved with a second by Board Member Marcott to dispense with the reading of the claims report and to approve it as approved by the Claims Committee. Motion carried with a roll call vote of 20 yeas, 0 nays, 0 pass, and 1 absent as Exhibit 9A.

EXHIBIT 11

Member Chapman moved with a second by Member Marcott to approve the Intergovernmental Agreement for Seal Coating South Townships. Motion carried with a roll call vote of 20 yeas, 0 nays, 0 pass, and 1 absent as Exhibit 11A.

EXHIBIT 12

Appoint Earl Bracey to fill a vacated and unexpired term of three years on the Board of Commissioners for the Housing Authority of McDonough County to expire September 30, 2024. Motion carried on a voice vote. Exhibit 12A.

EXHIBIT 13

Reappoint Randy Hollenback as a Trustee of the Bushnell Fire Protection District for a three-year term ending April 30, 2024. Motion carried on a voice vote. EXHIBIT 13A.

EXHIBIT 14

Law & Legal Chair Joe Erlandson discussed changes to The Wind Farm Ordinance.

EXHIBIT 15

Member McLean moved with a second by Member Nissen to approve the Resolution Reapportioning McDonough County for the Election of County Board. Motion carried on a voice vote. EXHIBIT 15A

EXHIBIT 16

Member McLean moved with a second by Member McGrew to Approve Extension of the Proclamation to Declare McDonough County a Disaster until May 22, 2021. Motion carried on a voice vote. EXHIBIT 16A

Melanie Monroe from Warren County discussed SB-1602 and HB-804.

County Chair Comments

County Chair Schwerer informed the Committee that RWE has donated $4,000.00 to McDonough County Humane Society.

County Chair Schwerer thanked ESDA Director Edgar Rodriguez for giving away 25 pallets of dog food.

Chair Schwerer also thanked Macomb Beautiful for the new Landscaping around the McDonough County Courthouse.

County Chair Schwerer thanked Board Member Terra Litchfield for volunteering to help with the Mass Vaccinations, and the Sever Family For allowing the use of the Old Farm King Building.

Chair Schwerer entertained a motion that Days and Miles are checked, Roll be called and the Board adjourn until Wednesday, November 18, 2021 at 7:00 p.m. Board Member Durkin made the motion which was seconded by Board Member Cox. Motion carried with a roll call vote of 20 yeas, and 1 absent. With no further business to discuss the meeting adjourned at 7:46 p.m. Sheriff Petitgout gave the closing declaration.
