City of Macomb City Council met Sept. 20.

The Macomb City Council met in a regular session at 5:15 p.m. in the Council Chambers in City Hall, 232 East Jackson Street, Macomb, IL.
PLEDGE Mayor Inman called the meeting to order and led the Pledge of Allegiance.
ROLL CALL City Clerk Melanie Falk called the roll and the following Aldermen answered present: Mike Wayland, John Vigezzi, Don Wynn, Tom Koch, Ashley Katz, Tammie Leigh Brown-Edwards and Dennis Moon. Seven Aldermen being present, Mayor Inman declared a quorum for transaction of business. In addition to the Mayor, City Clerk and Aldermen, City Administrator Scott Coker and City Attorney Lisa Scalf were present. City Treasurer Ronald Ward was absent.
PUBLIC HEARING Mayor Inman opened a public hearing to consider a liquor license application submitted by Johnnie J. McKee d/b/a Sports Corner 61455 Inc. for a Class “R” liquor license located at 124 N. Randolph St. The hearing was opened at 5:15 p.m. Mr. McKee was present. He stated there would be no changes in business for now. His manager is Brian Kerr; both are life long residence of Macomb. There was no one who spoke for or in opposition of the license. Mayor Inman closed the hearing at 5:18 p.m.

CONSENT AGENDA ADOPTED Alderman Moon moved, seconded by Alderman Koch to accept the consent agenda as published, on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Katz, Brown-Edwards and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.

APPROVE AMENDMENT #2 DURHAM SCHOOL SERVICES L.P. GO-WEST OCT 31, 2021 Alderman Vigezzi moved, seconded by Alderman Wynn to approve Amendment Number Two (2) for the City of Macomb Transportation agreement with Durham School Services L.P. to extend the terms for an additional thirty (30) days ending October 31, 2021, to provide Go West System services, on question being put, Aldermen Vigezzi, Wynn, Koch, Katz, Brown-Edwards, Moon and Wayland being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.
APPROVE AMENDMENT #2 DURHAM SCHOOL SERVICES L.P. MCDONOUGH HANCOCK OCT 31, 2021 Alderman Vigezzi moved, seconded by Alderman Moon to approve Amendment Number Two (2) for the McDonough County (City of Macomb) and Hancock County Transportation Agreement with Durham School Services L.P. to extend the terms for an additional (30) days ending on October 31, 2021, on question being put, Aldermen Wynn, Koch, Katz, Brown-Edwards, Moon, Wayland, and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.
AUTHORIZE COMMITTEE POWER TO ACT GO-WEST & DEMAND RESPONSE CONTRACTS Alderman Wynn moved, seconded by Alderman Koch to authorize the Committee of the Whole Power to Act to approve the McDonough County Transportation Program contract with Durham School Services L.P. for Go West Fixed Route Transit System and Demand Response System at their meeting on Monday, September 27, 2021, on question being put, Aldermen Koch, Katz, Brown-Edwards, Moon, Wayland, Vigezzi and Wynn being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.
City Attorney Lisa Scalf presented the following ordinance for first reading:
AN ORDINACE TO CREATE A CLASS “R” LIQUOR LICENSE FOR SPORTS CORNER 61455 INC.
AUTHORIZE SOLICIT BIDS SERVICE TRUCK WITH CRANE WASTE WATER Alderman Vigezzi moved, seconded by Alderman Koch to authorize the solicitation of bids for the purchase of a replacement Service Truck with crane for the Waste Water Department, on question being put, Aldermen Katz, Brown-Edwards, Moon, Wayland, Vigezzi, Wynn and Koch being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.
AUTHORIZE SOLICIT BIDS ½ TON TRUCK WASTE WATER Alderman Moon moved, seconded by Alderman Vigezzi to authorize the solicitation of bids for the purchase of a 2021 ½ ton extended cab pickup truck for the Waste Water Department, on question being put, Aldermen Brown-Edwards, Moon, Wayland, Vigezzi, Wynn, Koch, and Katz being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.
APPROVE AGREEMENT HOLIDAY LIGHTS MONTE COLLEY Alderman Moon moved, seconded by Alderman Vigezzi to approve the agreement between the City of Macomb and Monte Colley for a Holiday Lights Display in Chandler Park Gazebo, on question being put, Aldermen Moon, Wayland, Vigezzi, Wynn, Koch, Katz and Brown-Edwards being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.
City Attorney Lisa Scalf read into the records the following resolution for adoption:
RESOLUTION
Authorizing submittal of the application dated August 31, 2021 for a Public Transportation Capital Assistance Grant under the Illinois Department of Transportation’s general authority to make such Grants.
WHEREAS, the provision and improvement of public transportation facilities, rolling stock, equipment and services is essential to the development of safe, efficient, functional public transportation; and
WHEREAS, the Illinois Department of Transportation has the authority to make such Grants and makes funds available to offset eligible capital costs required for providing and improving public transportation facilities, rolling stock, equipment and services; and
WHEREAS, Grants for said funds will impose certain obligations upon the recipient.
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF THE CITY OF MACOMB:
Section 1. That an application be made to the Division of Public & Intermodal Transportation, Department of Transportation, State of Illinois (The Department), for a financial assistance grant under the Illinois Department of Transportation’s general authority to make such Grants, for the purpose of off setting eligible public transportation capital costs of the City of Macomb for the following projects:
1. City of Macomb-Facility Project
2. City of Macomb-Rolling Stock Buses Project
3. City of Macomb-Rolling Stock Vans Project
4. City of Macomb-Technology Project
5. City of Macomb-Bus Pads Project
Section 2. That Michael J. Inman of the City of Macomb is hereby authorized and directed to sign and submit such application on behalf of the City of Macomb.
Section 3. That Michael J. Inman of the City of Macomb is authorized to furnish such additional information as may be required by the Department in connection with the aforesaid application for said Grant.
Section 4. That Michael J. Inman of the City of Macomb is hereby authorized and directed to execute on behalf of the City of Macomb the Grant Agreement or subsequent Grant Agreement Amendments resulting from aforesaid application.
Section 5. That Michael J. Inman of the City of Macomb is hereby authorized and directed to sign such documents as may be required by the Department to request payment for the project funding authorized under aforesaid Grant Agreement.
ADOPT RESOLUTION NO. 2021-15 Alderman Moon moved, seconded by Alderman Koch to adopt the resolution authorizing submittal of the application dated August 31, 2021, for a Public Transportation Capital Assistance Grant, on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Katz, Brown-Edwards and Moon being all
Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried and the resolution was adopted and became Resolution No. 2021-15.
APPROVE INTERAGENCY AGREEMENT MCDONOUGH HANCOCK Alderman Vigezzi moved, seconded by Alderman Koch to approve the Interagency Agreement between the City of Macomb for the McDonough County Public Transportation Program and Hancock County for the Hancock County Public Transportation Program, on question being put, Aldermen Vigezzi, Wynn, Koch, Katz, Brown-Edwards, Moon and Wayland being all Aldermen voting “Aye” on roll call, and no “Nay” votes, Mayor Inman declared the motion carried.
AUTHORIZE SOLICIT BIDS FORKLIFT BATTERY MCPT Alderman Moon moved, seconded by Alderman Koch to authorize the solicitation of bids for a forklift replacement battery for McDonough County Public Transportation, on question being put, Aldermen Wynn, Koch, Katz, Brown-Edwards, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.
AUTHORIZE SOLICIT BIDS TIRE LEASE GO WEST Alderman Vigezzi moved, seconded by Alderman Katz to authorize the solicitation of bids for the tire lease agreement for the Go West Transit System, on question being put, Aldermen Koch, Katz, Brown-Edwards, Moon, Wayland, Vigezzi and Wynn being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.
COUNCIL ADJOURNMENT There being no further business to come before the Council, Alderman Vigezzi moved, seconded by Alderman Koch to adjourn the meeting, all Aldermen voting “Aye” by voice vote, Mayor Inman declared the motion carried and they adjourned the meeting at 5:46 p.m.
