City of Pittsfield City Council met Nov. 2.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, November 02, 2021, at 6:00 p.m. The meeting was held at the City Hall Council Room at 215 North Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, Aldermen Bill Grimsley, Kevin Ketchum, Paul Lennon, Chris Little, Robert Ritchart, Beth White, Robert Wilson and Kevin Wombles.

Mayor Mendenhall presided.

Alderwoman White moved to approve the minutes of the October 19, 2021 Council meeting. Alderman Wombles seconded the motion.

The motion carried.

Alderman Ritchart moved to accept the Zoning Committee to approve the variance request of Nathan Davis, on behalf of Double Creek Farms, owners of 411 E Clare Street, to construct an addition to a garage, which will leave a rear yard of zero feet (0’), along an alley, instead of the required five feet (5’). Alderman Lennon seconded the motion.

The motion carried.

Alderman Ritchart moved to accept the Zoning Committee to approve the variance request of Amber Lindsey, owner of 327 W Jefferson Street, to construct an addition to a garage, which will leave a rear yard of nineteen feet (19’), instead of the required twenty-five feet (25’).

Alderman Grimsley seconded the motion.

Alderman Ritchart advised that the Ordinance Committee met to discuss a Food Truck Ordinance and a Propane Tank Ordinance. Changes were made and the ordinances will be reviewed again at an Ordinance Committee meeting on November 16.

Alderwoman White advised that the Finance Committee met to discuss funding for a possible City Hall Expansion. Mayor Mendenhall updated the committee that we have not received data from the Architect that was contracted to complete the inspection. A Finance Committee meeting will be called to discuss the issue once information is received from the architect.

Alderwoman White moved to approve the closure of the campgrounds at the Pittsfield Lake on November 22, 2021, with the lake road closure being addressed at a future date.

Alderman Ritchart seconded the motion.

Alderman Wombles moved to approve Ordinance No. 1687, An Ordinance Providing for the Annual Tax Levy of the City of Pittsfield, Pike County, Illinois, commencing on the first day of May, 2021 and ending on the thirtieth day of April, 2022.

Alderman Ketchum seconded the motion.

Alderman Wombles moved to suspend the rules and have the second reading of Ordinance No. 1687, by title only.

Alderman Grimsley seconded the motion.

Alderman Wombles moved to approve Ordinance No. 1687 on its second reading by title only. Alderman Grimsley seconded the motion.

Alderman Little moved to remove all stipulations and restrictions of the Warranty Deed for the north half (Tract 1) of the property formally known as the Higbee Property.

Alderman Ketchum seconded the motion.

Alderman Ritchart moved to pay bills as stated by City Clerk.

New Business:

Girls Night Out on the square will be held Thursday, November 4, from 4pm to 8pm. The King Park Lagoon draining has started today. IDNR will check, tomorrow, for any salvageable fish. AEDs that were purchased with the IPMG Grant have been delivered and will be installed soon. The City of Pittsfield has partnered with Simplicity and now has a mobile app available. The quarterly Business meeting was held last Tuesday and was very well attended. CDS, our IT company, has completed the set up and training for the video conferencing equipment.

Max Middendorf with MECO Engineering stated that the Maysville bridge project is waiting on clearance from the Corps of Engineer.

Alderman Ritchart asked if dead trees would be removed from City right of ways. Mayor Mendenhall stated that we will take down all dead trees that we have the means to do so, all others will be removed via contract.

Alderman Ritchart asked about the status of installing the mats at Lowry Park. Mayor Mendenhall will check the status.

Alderman Ketchum asked if the Piper Lane Road would be finished this year. Yes, we are waiting for the County to have the equipment available for our use.

Alderman Wombles stated that there are two trees east of McDonalds that are dead.

Alderman Little asked why we close the lake. We normally close because of vandalism and road maintenance.

Alderman Wilson asked about the status of the former Temptations building lot. We are waiting on final figures, at which point a claim will be filed.

Steve Watkins stated that the clarifier Wastewater is operational.

There is a Public Safety awareness meeting hosted by the Gas Department, Thursday, November 04, 2021. Tom Reinhardt stated that two of the three Eagle Scout projects have been completed. Drawing for trapping at the lake will occur on November 12, 2021.

Alderwoman Wombles moved to adjourn this meeting at 6:37 p.m.
