City of Barry City Council met Jan. 3.

Here are the minutes provided by the council:

Mayor Rennecker called the regular monthly meeting of the Barry City Council to order at 7 p.m. He then led all present in the Pledge of Allegiance. All elected officials were present except Scott Harris, Debbie Dell and Justin Puterbaugh. Bridget Cramsey made a motion to approve the minutes from the December meeting and Steve Schultz seconded the motion. Motion carried with 4 ayes, 0 nays and 2 absent. Bob Dieker made a motion to approve payment of bills and Steve Schultz seconded the motion. Motion carried with 4 ayes, 0 nays and 2 absent.

Pike County Animal Warden McKenzie Ballinger introduced herself to the Council and gave the new annual Animal Control contract to the City effective February 1, 2022. She stated that they will be increasing the fee from $3.00 a person to $4.00 a person this year.

Barry has a population of 1303, so the new yearly amount will be $5212.00. She stated that they have 5 people working at the shelter and they will be in town every Tuesday and Thursday. Also the new dog tags can now be scanned with a smart phone and would identify a dog’s owner and address.

Officer Lemons form Pike County Sheriff’s office gave the police report. He said he had been gone for 21 days so really didn’t know what had been going on. Jeff Hogge gave the City Administrators report. He said December was a slow month, but he helped with Christmas decorations at Lafayette Park, helped with taking recycling to Pittsfield and helped Robert put the snow plows on the trucks. He also said that some people have been burning trash around town and only yard waste such as tree branches, leaves and the sort may be burned between the hours of 6 a.m. and 6 p.m. No other trash may be burned as this is not only against the City’s ordinance but also is a state violation. Anyone caught violating this will be fined $150.

Robert Snyder gave the Public Works Director report. He said they had fixed the sewer plant fence and on New Year’s Eve someone went through the fence again. He called Robert and was told to repair the fence when the weather is better. We mowed the sewer plan and cleaned sand filter and put in water and sewer tap for Shepherds new home. Bob Dieker said the City needs a new sewer jetter so we can do a better job routing out sewers and probably need to clean more often.

Mayor and Council discussed the water account. The USDA Bond for the water tower was paid off on December 20, 2021. Steve Schultz and Bob Dieker said they would like to see a new well drilled for the City. Max Middendorf stated it needed to be a 10 or 12 inch main and that would give a 20% increase in water and a new well would cost $1.1 million dollars. The current wells are located along Rt. 96 between Kinderhook and New Canton and travels through an 8 inch water main to Barry. If one was drilled closer to Barry it would cost over $300,000. Another option would be to connect with Pike County Water District for supplemental water supply if needed.

Mayor Rennecker discussed the Capital Grant. Barry is eligible for a Capital Grant in the amount of $210,000 from the state of Illinois. The projects have to be shovel ready. Council discussed lining more of the sewers and this project would be shovel ready. Had a donation request from Western After-prom and one for T-shirt fund raiser and asked for $100 sponsor for the shirts. Marynel Corton made motion to give $200 (same as last year) to the After-prom and $100 to the T-shirt fund raider. Bridget Cramsey seconded the motion. Motion carried with 4 ayes, 0 nays and 2 absent. Robert Snyder said we need to get rid of the 2008 small dump truck. Do we put it out for bid; the motor is bad in this truck.

Max Middendorf said Ascends waterline passed the tests and is now in service. The new lighting installation is complete and Ameren has disconnected wire from the old poles. BK electric is to remove old light poles. Seeking funding for emergency interconnection with Pike County water and awaiting approval of 2021 closeout documentation and approval of 2022 resolution/budget for MFT program. Bridget Cramsey made a motion to adjourn and Steve Schultz seconded the motion. Meeting adjourned at 8:18 p.m.
