City of Bushnell City Council met March 31.

Here are the minutes provided by the council:

Mayor Wilt called the meeting to order

The Pledge of Allegiance to the Flag was given.

*City Treasurer Betsy Rench stated that the Consumer Price Index is at 7.9% at this point If we do nothing the gas, electric & water utilities will automatically go up that percentage.

Council decided to watch it to see if it might level out before we have to change it.

Consent Agenda

Ald. Lorton made a motion to approve the consent agenda which includes.

1. Approval of Minutes from March 7, 2022

2. Accept February Financial/Treasurers Report.

Ald. Yocum seconded the motion. A roll call vote was taken with the results as follows:

Ad hoc (Mayor’s Report)

*3/26/2022 - Twisted Sister’s will be having an After-prom fundraiser from 11 – 9

*4/2/2022 - VFW will be having Breakfast with the Easter Bunny from 7 -10 with the Easter Bunny coming at 8:00.

*5/9/2022 – B-PC academic awards ceremony

*Mayor Wilt informed the council that they would be paid on the 15th of April instead of the 30th due to scheduling changes and they would need to have their timesheets turned in by the 10th of April.

*Mayor Wilt brought in two books that were written and illustrated by local area students.

“An Unscripted Hero”, written by Megan Redding and illustrated by Addyson Behymer is based on the life of Raymond Fayhee. And “Adventures of a Farm Boy”, written by Abigail Nelson and illustrated by Abigail Nelson & Audrey Hood, is based on the life of Charles Ogle. These books can be purchased on Amazon.

Personnel/Finance/Budget

*The committee had a meeting on Monday to discuss union negotiations.

*They will meet Thursday, March 24, 2022 to go over monthly bills.

Public Works

*Minutes from 3/17/2022 meeting

*Lagoon Dredging bids – 3 bids received; MetroAg $149,870, WaterSolve $394,600 & Rhino Industries $487,400. The city engineer will do some preliminary background checking on the low bidder, before they award the bid.

*There is still an issue with the Storm sewer on the eastside. City engineer Megan Crook and Street Supervisor David Raymond will work on a proposal to determine the best solution.

*Utility Supervisor Joe Fosdyck would like to put the meter reader truck up for sealed bids.

*Fosdyck asked for approval to replace a pole on RT 9 that is on RR property, in order to do this the city must sign a 25-year contract for $3700.00, plus insurance, if needed ,to put a pole on their property.

Ald. Norton made a motion to approve a contract for the rights to put up a new pole on the railroad property for $3700.00 a year for 25 years. And give Fosdyck power to act on the insurance if needed.

Ald. Havens seconded the motion. A roll call vote was taken with the results as follows:

*Supervisor Fosdyck asked about having a tire clean up. He said he would check into pricing and report back to council.

*Kobe Martin was hired as a new meter reader.

*Yard Waste site will be open Thursday, March 24, 2022 from 4:00 p.m. to 7:00 p.m and Saturday from 9:00 a.m. to 2:00 p.m. Starting the week of the 28th it will be back to regular hours: Wed. & Thurs. from 4-7 and Saturdays from 9 – 2.

Police/Liquor/ESDA

*Minutes from the 3/4/2022 meeting

Ald. Lorton made a motion to close the Hail Street crossing at noon on the 27th of May, Hail St. and the alley by City Hall & East Mai St. @ Gridley be barricaded off at 4 p.m. with East Main being partially closed at Hurst St at the same time for the activities for the Jeep Blitz. Ald. Yocum seconded the motion.

*ESDA Director Jeff Rench sent in information that they would be redoing all the flood maps, the city will wait until this is done to join the FEMA program.

Real Estate/Parks/Recreation

*Nothing to report

Engineering Report

*Megan Crook from IMEG stated that the Davis Street project has been submitted for an award, they will be presenting the awards on May 4, 2022.

Economic Development

*Next meeting Monday, March 28, 2022 @ 4:00 at the City Hall.

Attorney’s Report/Ordinances & Resolutions

*City Attorney Chuck Laegeler reported that he is working on changing the ordinance for the number of board members allowed for our population.

Ald. Allen made a motion to adjourn.
