City of Jacksonville City Council met Feb. 14.

Here are the minutes provided by the council:

The City Council will be following the guidance set forth in the State of Illinois’ Restore Illinois Phase 5 for meetings and events. Members of the public have the option to attend the in person City Council meeting or watch the live City Council meeting via live video located on the City of Jacksonville’s website www.jackosnvilleil.gov

The Jacksonville City Council Meeting was called to order at 7:08 p.m. by Mayor Andy Ezard in the Council Chambers of the Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Kent Hannant, Lori Large Oldenettel, Alison Rubin de Celis, Aaron Scott, Mary Watts; Mayor Andy Ezard; City Attorney Dan Beard; City Clerk Skip Bradshaw. Absent from the meeting were Aldermen Mike Bartlett, Don Cook, Darcella Speed, Eren Williams. A quorum was not met and therefore a quorum was not declared. The City Council will not vote on any of the items presented this evening. All items presented below will be considered at the February 28, 2022 City Council Meeting.

MINUTES: Since a quorum of the City Council was not declared and a vote could not be taken to approve, the copy of the January 24, 2022 Minutes as presented in advance will be for informational purposes only and will be voted on during the February 28, 2022 City Council Meeting.

PETITIONS: No discussion.

COMMUNICATIONS: No discussion.

CLAIMS: No discussion.

MAYOR’S REPORT:

1. Proclamation recognizing the month of February as Black History Month. Mayor Ezard declared the month of February as Black History Month for the City of Jacksonville. 2. Appointment of Brandy Belford to the Commission on Disabilities and Human Relations, term expires October 30, 2024.

CITY ATTORNEY’S REPORT:

1. Resolution authorizing renewal of agreement with the Board of Commissioners of Morgan County regarding the Morgan County Animal Control Program.

CITY CLERK’S REPORT:

1. Community Development Department Report – January 31, 2022

2. City Clerk’s Cash Receipts Report – January 31, 2022

3. City Clerk’s General Fund – Budget Report – January 31, 2022

4. City Clerk’s General Fund – Revenue Analysis Report – January 31, 2022

PUBLIC COMMENT: No discussion.

CONSENT AGENDA: (Items addressed under the Consent Agenda are routine or are brought forward at the direction of the Council and are enacted with one motion. If discussions were desired, that item would be removed from the Consent Agenda and considered separately under the Committee Reports.)

FINANCE/IT/PERSONNEL:

1. Resolution authorizing payments from the Capital Improvement Fund for certain improvement projects.

2. Resolution authorizing payments from the General Fund for services rendered. PARKS & LAKES: No discussion.

PLANNING & PUBLIC WORKS:

1. Resolution amending Resolution No. 2021-R-130, Resolution authorizing waiver of advertisement for bids and accepting proposal for emergency structural repairs to property adjacent to 234 West State Street.

PUBLIC PROTECTION: No discussion.

SPECIAL STUDIES: No discussion.

UTILITY:

1. Resolution authorizing payments from the Waterworks & Sewerage Projects Fund for services rendered/improvement projects.

2. Resolution authorizing waiver of bids and accepting proposal for the purchase of a lawn mower for the Wastewater Treatment Plant.

3. Resolution approving engineering agreement for the Lake Jacksonville Dam Spillway Rehabilitation Project.

4. Resolution approving engineering agreement for the Northwest Sanitary Sewer Rehabilitation Study.

5. Resolution approving amendment #1 for the Morton Avenue, Finley & Prospect Street Water Main Replacement Projects.

COMMITTEE REPORTS

FINANCE/IT/PERSONNEL:

1. Resolution adopting the 2022 Operating Budget.

2. Second reading of an ordinance making appropriations for corporate purposes for fiscal year 2022 for the City of Jacksonville, Morgan County, Illinois.

PLANNING & PUBLIC WORKS:

1. Resolution authorizing waiver of advertisement for bids and accepting proposal for the purchase of a 2022 John Deere lawn mower for the Jacksonville City Hall & Plaza Maintenance Department.

2. Resolution authorizing waiver of advertisement for bids and accepting proposal for the purchase of a 2022 Ford Pickup Truck for the Jacksonville City Hall & Plaza Maintenance Department.

3. Resolution authorizing waiver of advertisement for bids and accepting proposal for the purchase of a Ford Escape for the Community Development Department.

PUBLIC PROTECTION: No discussion.

SPECIAL STUDIES: No discussion.

UTILITY: No discussion.

OLD BUSINESS: No discussion.

NEW BUSINESS: Ald. Oldenettel advised that there will be an informational/planning meeting on Wednesday, February 16th at 5:00 p.m. at City Hall to discuss a 6 month long initiative with the Community Development Department to help clean up Jacksonville neighborhoods. All are invited to attend.

Ald. Oldenettel has received correspondence from another constituent thanking the Council for addressing the on-street parking issue, especially with regard to emergencies and snow removal efforts.
