City of Dallas City City Council met May 2.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Ron Sell, Michelle Gold, Mike Clanton, Mariah Wallace, Ryan Krisher, Gary Smith, Doug Erickson, Drew Ruholl, and Tracy Markey.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the May 11, 2022, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Michelle Gold discussed the city celebration that will be held in July. She thanked the council for their donation towards the fireworks for the celebration. It appears that they are going to need to raise approximately another $1125 to cover the costs of the fireworks.

Police Chief Gary Smith reported that the generator at the city hall/police station has been installed and is working. There is one component for the Wi-Fi that still needs to be installed. The part that is needed for this has been ordered and will be installed as soon as it arrives.

Commissioner Newberry reported that the Kids Fishing Tournament went well. There were approximately 25-30 kids that participated.

Mayor Six read a letter from the Henderson County Sheriff's Office thanking the Dallas City Police Department for their assistance recently helping them when needed.

Tracy Markey discussed issues with the sewer lagoon and the dumping into it. It appears that there might be some things being dumped into the lagoon that should not be allowed. The city engineer feels that the city needs to meet with the owners of the business that are dumping into the lagoon and explain what can and can not be dumped into it. Discussed having a professional company come in and do a sludge judge to determine how much sludge is in the lagoon.

Mariah Wallace introduced Ryan Krisher to the council. Mr. Krisher is going to be assisting Capps, Ancelet, Icenogle, and Wallace with the city's legal issues when needed. She also discussed juveniles that are looking for community service work.

Ron Sell discussed the possible installation of water and sewer lines along West First Street, east of Spruce Street. The city engineer discussed things that he needs to know in order to do the necessary engineering work. Also discussed having the property owners tap into the mains along Spruce Street and running their own service lines to their properties.

Drew Ruholl discussed the proposed streets to be oiled and chipped this summer. Discussed the 2022 Motor Fuel Tax Resolution. A motion was made by McDowell, and 2nd by Olson to pass a motor fuel tax resolution for the maintenance of the city's streets in 2022 in the amount of $75,000. McDowell, Newberry, Northup, Olson, and Six AYE.

Mike Clanton discussed the water line to his house. There are two houses serviced by this one 3/4” line. This is being allowed because it was Grandfathered in several years ago. Apparently if one resident is using water, then the other resident has trouble getting water. Options were discussed, and the city engineer will check on this.

Discussed a letter that the city has received from the Henderson County Health Department regarding the property at 640 East First Street. The Henderson County Health Department is asking that the city police department issue citations to the property owner for being in violation of the city's nuisance ordinance.

Discussed other properties in town that are in violation of the city's nuisance ordinance. The city attorney will be given a list of these properties so that she can send letters out to the property owners. In the case of a rental property, the letter will be sent to the property owner instead of the tenant.

Discussed updating the current abatement ordiance.

Mayor Six has been contacted by the contractor that is going to be replacing the roof on the building at the sewer lagoon. He is waiting for the material to arrive. He will get the job done as soon as the material arrives.

Discussed making a donation to the John Shoemate Memorial Kids Fishing Tournament. A motion was made by McDowell, and 2nd by Olson to donate $400 to the Illinois Junior Fishing Association for the John Shoemate Memorial Kids Fishing Tournament. McDowell, Newberry, Northup, Olson, and Six AYE.

Mayor Six read a “THANK YOU” from the John Shoemate Memorial Kids Fishing Tournament for supporting the recent tournament.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 7:06 p.m.
