City of Dallas City City Council met June 22.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Terry Brewer, Mike Clanton, Tracy Markey, Valerie Huss, Ryan Krisher, and Gary Smith.

A motion was made by Olson, and 2nd by McDowell to accept the minutes of the June 8, 2022, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Tracy Markey reported that since the commercial dumping into the city's sewer lagoon has stopped, test samples have been cleaner and the oxygen level has improved.

Mike Clanton and Terry Brewer asked about the water line to their residences. The city's employee feels that it would be better for them to hook up their new water lines to the water main along East Third Street instead of the water main along Orchard Street. The council feels that they need to discuss this with the city engineer. Mr. Clanton and Mr. Brewer asked who would be financially responsible for the cost of the new line(s). The council informed them that it is the property owners responsibility to pay for a new line from the water main to their property. The city attorney also informed them that it would be their responsibility to get any necessary easements from the other property owners that their new water lines went across.

Police Chief Gary Smith reported that PerMar was called to help with a problem with the security system at the city garage. Their opinion is that the DVR was struck by lightning and needs to be replaced. Chief Smith also informed the council that the city attorney has sent out letters to the property owners that are in violation of the city's nuisance ordinance.

Commissioner Olson reported that the city was able to get a load of patch, and that the city employee will be working on getting some more of the pot holes in the streets filled as soon as possible.

Mayor Six reported that he has recently attended two flood mitigation meetings and a Brownsfield Network meeting. It appears that the Brownsfield Network will not be helping the city with the cost of the demolition of the three buildings on Oak Street. The city attorney is working on the process of getting bids for the demolition of these buildings.

Valerie Huss appeared on behalf of the Lomax Ambulance. She reported that the Dallas Rural Fire Protection District is not going to be renewing their agreement with the ambulance service. She discussed some other possibilities so that the Lomax Ambulance would not be completely shut down. She feels that if the ambulance service is shut down, it will never be able to start back up. She wanted to inform the council of this situation and try to get the word out to the people who will be affected by this so that something possibly could be done to prevent the ambulance service from being shut down.

Discussed the landscaping work around the flag pole at the city hall. The city employee feels that it would be better to pour concrete footings. Commissioner McDowell will discuss this with the city employee.

Discussed the area on the north side of West First Street across from the city hall and either taping it off or placing barricades around it for safety purposes.

Discussed the tentative 2022-2023 Budget and Appropriations Ordinance. Also discussed a proposed Abatement Ordinance. These will both be discussed more at the next meeting.

The public hearing regarding the 2022-2023 Budget and Appropriations Ordinance is scheduled to be held on July 27, 2022, at 5 p.m. at the city hall.

The 2022 Motor Fuel Tax Letting is scheduled to take place on July 7, 2022, at 10 a.m. at the city clerk's office at 261 Oak Street.

Discussed problems with the city's computer at the city clerk's office. The current computer is over 10 years old. Access Systems has quoted a new Dell OptiPlex 3000 3080 desktop computer for $1,430.59. A motion was made by McDowell, and 2nd by Newberry to purchase the Dell OptiPlex 3000 3080 desktop computer from Access Systems for $1,430.59. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by Northup, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 6:48 p.m.
