City of Waverly City Council met Sept. 6

City of Waverly City Council met Sept. 6.

Here are the minutes provided by the council:

1. Call to Order and Roll Call.

Mayor Duewer called the meeting to order at 7:00 pm. Present were Alderman Baines, Alderman Cleveland, Alderman Gray and Alderwoman Robinette. Alderman Campbell and Alderman Nagel were absent.

3. Comments from the Floor

Darla Stewart, Waverly Public Library – the tuckpointing project for the Library is proceeding. Friends of the Waverly Public Library will be sponsoring a Scraw Crow decorating contest on Sunday, October 23. Registration begins October 7th and displays hold be up by October 9th. If you have questions, stop by the Library for details. Alderman Cleveland moved, second by Alderwoman Robinette to appoint Aurora Grimmett and Lisa Palliser to the Waverly Public Library Board. All present voted aye.

Barry Austin requested information from the council regarding the riprap project at Waverly Lake, which at the time of the meeting is still pending approval. Mr. Austin requested of the parameters for boat docks at the lake. Mr. Austin was informed to submit his application with his requested revisions and the Council will review.

4. Approve Open Meeting Minutes from the August 2, 2022 Meeting

Alderman Campbell moved, second by Alderman Gray to approve the minutes from the August 2, 2022, meeting. All present voted aye.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Gray moved, second by Alderman Cleveland to approve the reports as presented. All present voted aye.

6. Pay August Bills Due in September 2022

Alderman Baines moved, second by Alderman Robinette to pay the August bills as presented. All present voted aye.

7. Municipal

Discussion and possible action regarding the Illinois Department of Transportation (IDOT), State Route 104 Project. As of August 2022, IDOT is responsible for securing easement signatures.

Alderman Gray moved, second by Alderman Cleveland to approve Rawlings Excavating of Jacksonville to demolish properties at 338 East State and 398 West Tremont. All present voted aye.

Alderman Gray moved, second by Alderman Cleveland to approve Jaren Industries of Springfield to demolish properties at 129 North Pearl and 143 North Pearl. All present voted aye.

Alderman Gray moved, second by Alderwoman Robinette to approved John Bostic and Greg Watret for a class “A” liquor license effective November 1, 2022. All present voted aye.

The Council received information from Benton & Associates regarding Illinois Transportation Enhancement Program (ITEP) Safe Routes to School grant program which is something that will be discussed at future meetings.

8. Finance

No discussion.

9. Parks, Lakes, and Recreation

No discussion.

10. Police

Chief Johnson reported that the month of August was busy and part-time hours were down due to many of the officers unavailable for work. The property at 338 East State has been vacated and is now ready for demolition.

Alderman Cleveland moved, second by Alderman Gray to hire James Poppenhouse as part-time office effective 09/06/22. All present voted aye.

11. Streets and Alleys

Alderman Baines requested that Stop signs be placed at the intersection of East Tremont and North Grove.

12. Utilities

Two (2) new gas valves have been put in place which places the City is very good condition regarding gas services.

13. Zoning

No discussion.

14. Committee Reports

No discussion.

15. Old Business:

Discussion and possible action regarding utilization of the State of Illinois Non-Entitlement Units (NEU) funds from ARPA’s Coronavirus Local Fiscal Recovery (“CLFR”) funds. On-going discussion in Finance Committee.

16. New Business

Alderman Cleveland moved, second by Alderman Gray to approved Saturday, October 22, 2022, as the City-Wide Fall Clean Up day for the hours 9:00 am – 12:00 pm. All present voted aye.

Alderman Robinette moved, second by Alderman Baines to purchase the most current Quick Books program for use by the city. All presented voted aye.

17. Executive Session:

The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel of the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel of the public body to determine its validity.

18. Adjourn:

Alderman Gray moved and, second by Alderman Baines to adjourn at 7:45 pm. All present voted aye.
