City of Waverly City Council met Nov. 1.
Here are the minutes provided by the council:
1. Call to Order and Roll Call.
Mayor Duewer called the meeting to order at 7:00 pm. Present were: Alderman Campbell, Alderman Cleveland, Alderman Gray and Alderwoman Robinette. Absent were: Alderman Baines and Alderman Nagel.
2. Pledge of Allegiance
3. Comments from the Floor
Barry Austin, riprap project. No discussion occurred on the subject as Mr. Austin did not appear.
4. Approve Open Meeting Minutes from the October 4, 2022 Meeting
Alderman Gray moved, second by Alderman Campbell to approved the minutes of the October 4, 2022 City Council Meeting. All present voted aye.
5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer
Alderman Cleveland moved, second by Alderwoman Robinette to approve the reports as presented. All present voted aye.
6. Pay October Bills Due in November 2022
Alderman Cleveland moved, second by Alderman Campbell to pay the October bills as presented. All present voted aye.
7. Municipal
Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. On-going discussion. Nothing new to report on this project.
Discussion and possible action regarding the Illinois Transportation Enhancement Program (ITEP) and Open Space Lands Acquisition and Development (OSLAD grant process. On-going discussion. Nothing new to report on this project
Discussion and possible action regarding the IDOT 2024 Truck Access Route Program (TARP) for possible road improvement on Harker Street. Stephanie Ballinger, Benton & Associates, was present to share information regarding a program offered by the State of Illinois, Department of Transportation to improve Truck Access Routes within a city. The Council asked Ms. Ballinger to prepare the necessary application to apply for the program for improvements on Harker Street.
Demolition update: 338 East State Street, 129 & 143 North Pearl and 398 West Tremont. It was reported that the demolition of the houses at 338 East State and 398 West Tremont are complete and it was noted that Rawlings Excavating of Jacksonville did a wonderful job. The buildings at 129 & 143 North Pearl are down and clean up continues. Jaren Industries of Springfield was in charge of the project and also did a wonderful job with this difficult task.
First reading of Annual Tax Levy for year beginning May 1, 2022 and ending April 30, 2023. The final reading will be prepared for the December City Council Meeting.
8. Finance

9. Parks, Lakes, and Recreation
Discussion and possible action regarding Salter Park: bathrooms and pavilion. This will be an on-going discussion as the City looks to improve Salter Park.
10. Police
Chief Johnson monthly reports. The Chief reporting the findings of the speed survey completed for South Curtiss and By-Pass road. Speed notification signs were painted on the surface of the roads and this seems to have helped in reminding motorists to slow down. Mayor Duewer also read a thank you note from Dave and Carolyn Rhea on this subject.
New procedures for part-time police officer assignments are now in place, which states that all part-time officers must work a minimum ten (10) hours in a three (3) month period to be considered in good standing.
Discussion and possible approval of increases for Officer Phares and Officer Shirkey. Increases were tabled at this time
11. Streets and Alleys
No report
12. Utilities
Lead Service Line Replacement and Notification Act. John Lyons reported that we are ahead of schedule to have this project completed by the deadline of April 2023.
13. Zoning
Russ Walls to request re-zoning of property at 374 East State Street. Mr. Walls was told that to initiate this process he must present his request first to the Zoning Committee for their review.
14. Committee Reports

15. Old Business:
Discussion and possible action regarding utilization of the State of Illinois Non-Entitlement Units (NEU) funds from ARPA’s Coronavirus Local Fiscal Recovery (“CLFR”) funds. On-going discussion in Finance Committee.
16. New Business
Alderman Cleveland moved, second by Alderwoman Robinette to approve December 5, 2022 as the caucus date for the upcoming City election in 2023. All present voted aye.
Alderman Cleveland moved, second by Alderman Gray to approve the 2023 Meeting Schedule (Council and Zoning Committee). All present voted aye.
17. Executive Session:
The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel of the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel of the public body to determine its validity.
18. Adjourn:
Alderman Gray moved, second by Alderman Cleveland to adjourn at 8:00 pm. All present voted aye.
