City of Macomb City Council met Dec. 5.

Here are the minutes provided by the council:

The Macomb City Council met in a regular session on Monday, December 5, 2022 at 5:15 p.m. in the Council Chambers in City Hall, 232 East Jackson Street, Macomb, IL.

PLEDGE Mayor Michael Inman, led the pledge of allegiance.

ROLL CALL City Clerk Melanie Falk called the roll and the following Aldermen answered present: Mike Wayland, John Vigezzi, Don Wynn, Ashley Katz, Tammie Leigh Brown-Edwards, and Dennis Moon. Six Aldermen being present, Mayor Inman declared a quorum for transaction of business. In addition to the Mayor, City Clerk and Aldermen, City Administrator Scott Coker and City Attorney Lisa Scalf were present. Treasurer Ronald Ward was absent.

PUBLIC HEARING Mayor Inman opened a public hearing at 5:16 p.m. to consider a Liquor License application for a Class “P” plus “OPC” submitted by Sherpa Properties LLC located at 608 East Jackson Street, Macomb, Illinois. The petitioner Dipesh Gautam was present. He stated he has been in the gaming business for 5 years. This location is in preparation of becoming a gaming location in hopes of drawing a larger customer base.

Mayor Inman stated the business is currently operating as Conoco Station, under the name Beeline Mart, LLC 608 East Jackson, it is the petitioner’s intention to purchase and operate it as discussed, making application for the gaming license.

There was no one who spoke in favor or opposition of the application, and Mayor Inman closed the hearing at 5:20 p.m.

CONSENT AGENDA ADOPTED Alderman Moon moved, seconded by Alderman Wynn to accept the consent agenda as published, on question being put, Aldermen Wayland, Vigezzi, Wynn, Katz, Brown-Edwards, and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

APPROVE AGREEMENT SPRING LAKE MANAGEMENT, INC. Alderman Vigezzi moved, seconded by Alderman Wayland to approve the Spring Lake Management maintenance agreement between the City and Spring Lake Management, Inc., on question being put, Aldermen Vigezzi, Wynn, Katz, Brown-Edwards, and Wayland voting “Aye” on roll call and Alderman Moon voting “Nay” on roll call, Mayor Inman declared the motion carried.

City Attorney Lisa Scalf presented the following ordinance for second reading:

AN ORDINANCE AMENDING THE MACOMB/BUSHNELL ENTERPRISE ZONE WITHIN MCDONOUGH COUNTY, ILLINOIS

APPROVE ORDINANCE NO. 22-57 Alderman Moon moved, seconded by Alderman Vigezzi to approve the ordinance amending the Macomb/Bushnell Enterprise Zone within McDonough County, Illinois, on question being put, Aldermen Katz, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call, Aldermen Wynn, Brown

Edwards and Moon voting “Recuse” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No. 22-57.

City Attorney Lisa Scalf presented the following ordinance for second reading:

AN ORDINANCE TO AUTHORIZE THE ISSUANCE OF A SPECIAL USE PERMIT TO ALLOW FIRST FLOOR RESIDENTIAL IN A B-3 DOWNTOWN BUSINESS DISTRICT AT 129-133 SOUTH LAFAYETTE STREET

APPROVE ORDINANCE NO. 22-58 Alderman Vigezzi moved, seconded by Alderman Wynn to approve the ordinance to authorize the Special Use Permit allowing first floor residential in a B-3 Downtown Business District at 129-133 S. Lafayette Street, Macomb, McDonough County, Illinois, on question being put, Aldermen Katz,

Brown-Edwards, Moon, Wayland, Vigezzi and Wynn being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No. 22-58.

City Attorney Lisa Scalf presented the following ordinance for second reading:

AN ORDINANCE TO AUTHORIZE THE ISSUANCE OF A SPECIAL USE PERMIT TO ALLOW FIRST FLOOR RESIDENTIAL IN A B-3 DOWNTOWN BUSINESS DISTRICT AT 135 SOUTH LAFAYETTE STREET, MACOMB, MCDONOUGH COUNTY, ILLINOIS

APPROVE Alderman Vigezzi moved, seconded by Alderman Katz to approve the ordinance authorizing the ORDINANCE issuance of a Special Use Permit to allow first floor residential in a B-3 Downtown Business District NO. 22-59 at 135 S. Lafayette Street, Macomb, McDonough County, Illinois, on question being put, Aldermen

Brown-Edwards, Moon, Wayland, Vigezzi, Wynn and Katz being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No. 22-59.

City Attorney Lisa Scalf presented the following ordinance for second reading:

AN ORDINANCE TO AMEND CHAPTER 7 TO ADD ARTICLE VIII CONCERNING REGISTRATION OF CERTAIN VACANT AND FORECLOSING PROPERTIES

APPROVE Alderman Vigezzi moved, seconded by Alderman Wynn to approve the ordinance amending Chapter 7 ORDINANCE to add Article VIII concerning registration of certain vacant and foreclosing properties, on question NO. 22-60 being put, Aldermen Moon, Wayland, Vigezzi, Wynn, Katz and Brown-Edwards being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried and the ordinance became Ordinance No. 22-60.

City Attorney Lisa Scalf presented the following ordinance for second reading:

AN ORDINANCE AMENDING CHAPTER 13 OF THE MACOMB MUNICIPAL CODE

APPROVE ORDINANCE NO. 22-61 Alderman Moon moved, seconded by Alderman Vigezzi to approve the ordinance amending Chapter 13 of the Macomb Municipal Code, on question being put, Aldermen Wayland, Vigezzi, Wynn, Katz, Brown-Edwards, and Moon being all Aldermen voting “Aye” on roll call and no “Nay” Votes roll call, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No. 22-61.

City Attorney Lisa Scalf presented the following ordinance for first reading:

AN ORDINANCE TO CREATE A CLASS P PLUS OPC LIQUOR LICENSE FOR SHERPA PROPERTIES, LLC

APPROVE APPOINTMENT DEPUTY CLERK RENEE LOTZ CITY CLERK JAN 1, 2023

Alderman Moon moved, seconded by Alderman Vigezzi to approve the appointment of Deputy City Clerk Renee Lotz to City Clerk effective January 1, 2023, on question being put, Aldermen Vigezzi, Wynn, Katz, Moon and Wayland voting “Aye” on roll call, Alderman Brown-Edwards voting “Recuse” and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

APPROVE 2023 COUNCIL & COMMITTEE MEETINGS Alderman Moon moved, seconded by Alderman Katz to approve the 2023 City Council and Committee of the Whole meetings schedule, on question being put, Aldermen Wynn, Katz, Brown-Edwards, Moon, Wayland and Vigezzi being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

APPROVE RENEWAL CITY GROUP HEALTH INS 0% INCREASE FEB. 1, 2023 Alderman Moon moved, seconded by Alderman Vigezzi to approve the renewal of the City of Macomb’s group health insurance plan with 0% increase for employee’s effective February 1, 2023, on question being put, Aldermen Katz, Brown-Edwards, Moon, Wayland, Vigezzi, and Wynn being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

APPROVE RENEWAL RE-INSURANCE TOKIO-MARINE HCC FEB. 1, 2023 Alderman Moon moved, seconded by Alderman Vigezzi to approve the renewal with our current re-insurance company, Tokio Marine HCC for City of Macomb’s group health plan effective February 1, 2023 and continue with Consociate as the third-party administrator with Dansig as the local agent representative, on question being put, Aldermen Brown-Edwards, Moon, Wayland, Vigezzi, Wynn, and Katz being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

AUTHORIZE IMPLEMENTING VOLUNTARY INSURANCES PART-TIME EMPLOYEES Alderman Vigezzi moved, seconded by Alderman Moon to authorize implementing a voluntary, employee paid, health insurance plan through Pumo Insurance and vision, dental and term life insurance through Mutual of Omaha for City of Macomb part-time employees, on question being put, Aldermen Moon, Wayland, Vigezzi, Wynn, Katz, and Brown-Edwards, being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Inman declared the motion carried.

Alderman Ashley Katz left the meeting at 5:48 p.m.

City Attorney Lisa Scalf presented the following ordinance for first reading:

AN ORDINANCE TO PROVIDE FOR THE LEVY AND COLLECTION OF TAXES FOR THE YEAR 2022, PAYABLE 2023 FOR THE CITY OF MACOMB, MCDONOUGH COUNTY, ILLINOIS

City Attorney Lisa Scalf presented the following ordinance for first reading:

AN ORDINANCE TO ABATE THE DIRECT ANNUAL TAX LEVIED FOR 2022 TO PAY THE ANNUAL DEBT SERVICE ON $2,275,000 IN GENERAL OBLIGATION REFUNDING BONDS (WATERWORKS ALTERNATE REVENUE SOURCE), SERIES 2016 AND $4,010,000 IN GENERAL OBLIGATION REFUNDING BONDS, (INFRASTRUCTURE PROJECTS ALTERNATE REVENUE SOURCE) SERIES 2020

COUNCIL ADJOURNMENT There being no further business to come before the council, Alderman Vigezzi moved, seconded by Alderman Moon to adjourn, all Aldermen voted “Aye” by voice vote and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned at 5:53 p.m.
