City of Pittsfield City Council met Dec. 6.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, December 06, 2022 at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderman Bill Grimsley, Kevin Ketchum, Paul Lennon, Chris Little, Robert Ritchart, Beth White, Robert Wilson, and Kevin Wombles.

Mayor Mendenhall presided.

Alderman Ketchum moved to approve December 6, 2022 city council minutes.

Alderwoman Ritchart seconded the motion.

Roll Call: Yea: Grimsley, Ketchum, Little, Ritchart, White, Wilson, Wombles (7)

Nay: NONE (0)

Mayor’s Announcements:

There was an issue with the collapse of Well # 4. Max Middendorf of MECO Engineering updated that the well location is under Corps of Engineers jurisdiction and to conform with their requirements the well was exposed for a period of three days, which is believed to have been a contributing factor in the collapse. Mr. Middendorf noted that the contract states that this would be the contractor’s responsibility. The new well should be drilled in mid-January.

The airport tree removal is coming along nicely.

Hutchison Engineering should be starting the surveying process for the Downtown Revitalization project.

The Deer Santa Festival occurred Sunday, December 4, with Mayor lighting the tree on the square at 5:30.

Mayor has been working with supervisors to the implementation of employee evaluations and raises.

Mayor Mendenhall and Clerk Ann Moffit have been working on minor changes to the Employee Handbook. The draft copy with changes noted have been distributed to all alderman, with a request to review and respond with any recommendations.

Tomorrow, December 7, 2022 is Pearl Harbor Remembrance. Church bells will be ringing simultaneously at 11:45 am.

Mayor Mendenhall and Christie Mendenhall have extended an invitation for an open house at their home after the next council meeting on December 20, 2022.

Mayor Mendenhall has discussed the Historic Preservation Committee with several building owners on the square. There is limited, to no knowledge of the Committee by many business owners. Mayor would like to draft an informational letter to owners before an amended Ordinance is drafted.

Alderman Grimsley moved to accept the Zoning Committee’s recommendation to approve variance as requested by Chuck Thiele, owner of 215 E Fayette Street, to place an unattached accessory building, being a shed which will have an eighteen inch (18”) side yard instead of the required six feet (6’). Alderman Ketchum seconded the motion.

Alderman Grimsley moved to accept the Zoning Committee’s recommendation to approve variance requested by Marvin Wilke, owner of 1258 West Washington Street, to place 30 parking spaces instead of the required 44 parking spaces, with said spaces not conforming to the standard parking space requirements.

Alderman Ketchum seconded the motion.

Alderman Grimsley moved to accept the Zoning Committee’s recommendation to approve variance as requested by Bonita Passmore (Bonita Wellman), owner of 515 North Orchard Street, to construct a garage which will leave a distance of zero feet (0”) instead of the required ten feet (10’) from the main building and a two feet (2’) side yard instead of the required six feet (6’) and will exceed the two unattached accessory building limit.

Alderman Ketchum seconded the motion.

Alderman Wombles moved to approve Ordinance No. 1708, ANORDINANCE AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT FOR PARTICIPATION IN THE MUTUAL AID BOX ALARM SYSTEM (MABAS MASTER AGREEMENT 2022), by title only, on its first reading Alderman Ketchum seconded the motion.

Alderman Wombles moved to suspend the rules and have the second reading of Ordinance No. 1708, ANORDINANCE AUTHORIZING ANINTERGOVERNMENTAL AGREEMENT FOR PARTICIPATION IN THE MUTUAL AID BOX ALARM SYSTEM (MABAS MASTER AGREEMENT 2022), by title only.

Alderman Lennon seconded the motion.

New Business:

Mayor Mendenhall explained that the changes that have been previously discussed have been made to the Employee Handbook. He asked all alderman to review and note any requested changes.

Alderwoman White asked for an update on the gas settlement and if we have heard of any relief for the large gas from 2020. Alderman Wilson stated that IMGA gave an update that the gas transportation court case has been continued again. As far as assistance from the large gas charges from 2020 the State Representatives have filed complaints with the proper people but there has been no information received back.

Alderman Wombles stated the Airport tree removal is progressing nicely. They are finishing the last draw and have some on each end to complete.

Alderman Wombles stated that the letting for Fair and Memorial Intersection will be scheduled January 5, 2023.

Alderwoman White moved to enter into closed session at 6:29 pm to discuss Personnel and Sale of Property.
