City of Macomb City Council met Feb. 21.

Here are the minutes provided by the council:

The Macomb City Council met in a regular session on Tuesday, February 21, 2023, at 5:15 p.m. in the Council Chambers in City Hall, 232 East Jackson Street, Macomb, IL.

PLEDGE

Mayor Pro-Tem Dennis Moon led the pledge of allegiance.

ROLL CALL

City Clerk Renee Lotz called the roll and the following Aldermen answered present: Mike Wayland, John Vigezzi, Don Wynn, Tom Koch, Ashley Katz, Tammie Leigh Brown-Edwards, and Dennis Moon. Seven Aldermen being present, Mayor Pro-Tem Moon declared a quorum for transaction of business. In addition to the Mayor Pro-Tem, City Clerk and Aldermen, City Administrator Scott Coker and City Attorney Lisa Scalf were present. Also, in attendance, Public Works Director Alice Ohrtmann, CDC John Bannon, and Transit Director Miranda Lambert. Treasurer Ronald Ward was absent.

PUBLIC HEARING

Mayor Pro-Tem Moon opened a public hearing at 5:16 p.m. to consider a liquor license application for a class P plus SS plus OPC Liquor License for Gurman Mart, LLC d/b/a Discount Liquor located at 342 West Jackson Street, Macomb, IL. Petitioner Gurlal Singh was present to present his plan for the business. Hours of operation will be 10:00 a.m. until 11:00 p.m. seven days a week. There was no one who spoke in opposition/favor of the petition. Mayor Pro-Tem Moon closed the hearing at 5:21 p.m.

Alderman Wynn moved, seconded by Alderman Vigezzi to accept the consent agenda as published, on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Katz, Brown-Edwards, and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes on roll call, Mayor Pro-Tem Moon declared the motion carried.

City Attorney Lisa Scalf presented the following ordinance for second reading and final action:

CONSIDERATION OF AN ORDINANCE TO CREATE A CLASS E LIQUOR LICENSE SUBMITTED BY WESTERN ILLINOIS MUSEUM, LOCATED AT 201 SOUTH LAFAYETTE STREET, MACOMB, IL

APPROVE ORDINANCE NO.23-08

Alderman Vigezzi moved, seconded by Alderman Katz to approve the ordinance to create a Class E Liquor License submitted by Western Illinois Museum, located at 201 South Lafayette Street, Macomb, IL, on question being put, Aldermen Vigezzi, Wynn, Koch, Katz, Brown-Edwards, Moon, and Wayland being all Aldermen voting “Aye” on roll call, and no “Nay” votes, Mayor Pro-Tem Moon declared the motion carried and the ordinance was approved and became Ordinance No.23-08.

City Attorney Lisa Scalf presented the following ordinance for second reading and final action:

CONSIDERATION OF AN ORDINANCE AMENDING CHAPTER 4 OF THE MACOMB MUNICIPAL CODE AND CREATING A CLASS V LICENSE CLASSIFICATION

APPROVE ORDINANCE NO.23-09

Alderman Vigezzi moved, seconded by Alderman Koch to approve the ordinance amending chapter 4 of the Macomb Municipal Code and creating a Class V License Classification, on question being put Aldermen Wynn, Koch, Katz, Brown-Edwards, Moon, Wayland, and Vigezzi being all Aldermen voting “Aye” on roll call, and no “Nay” votes, Mayor Pro-Tem Moon declared the motion carried and the ordinance was approved and became Ordinance No.23-09.

City Attorney Lisa Scalf presented the following ordinance for second reading and final action:

CONSIDERATION OF AN ORDINANCE TO AUTHORIZE THE ISSUANCE OF A SPECIAL USE PERMIT TO ALLOW CELLULAR TOWER IN AN AG-1 AGRICULTURE ZONING DISTRICT AT 517 TOWER ROAD, MACOMB, IL 61455, MACOMB, MCDONOUGH COUNTY, ILLINOIS

APPROVE ORDINANCE NO.23-10

Alderman Moon moved, seconded by Alderman Wynn to approve the ordinance to authorize the issuance of a special use permit to allow cellular tower in an AG-1 Agriculture Zoning District at 517 Tower Road, Macomb, IL 61455, Macomb McDonough County, Illinois, on question being put Aldermen Koch, Katz, Brown-Edwards, Moon, Wayland, Vigezzi, and Wynn being all Aldermen voting “Aye” on roll call, and no “Nay” votes, Mayor Pro-Tem Moon declared the motion carried and the ordinance was approved and became Ordinance No.23-10.

City Attorney Lisa Scalf presented the following ordinance for first reading:

CONSIDERATION OF AN ORDINANCE TO CREATE A CLASS P PLUS SS PLUS OPC LIQUOR LICENSE APPLICATION FROM GURMAN MART, LLC D/B/A DISCOUNT LIQUOR LOCATED AT 342 WEST JACKSON STREET, MACOMB, IL

City Attorney Lisa Scalf presented the following ordinance for first reading:

CONSIDERATION OF AN ORDINANCE TO AMEND SECTION 15-214 OF THE MUNICIAPAL CODE OF MACOMB TO AMEND NO PARKING ZONES AT MADISON STREET NORTH OF EAST PIERCE STREET.

City Attorney Lisa Scalf read the following resolution into the record:

A RESOLUTION TO APPROVE AN AGREEMENT BETWEEN THE ILLINOIS SECRETARY OF STATE AND THE CITY OF MACOMB TO SERVE AS A THIRD-PARTY CERTIFICATION ENTITY

Preamble

WHEREAS, the City of Macomb, McDonough County, Illinois (the “City”), is able to enter into an agreement with the Illinois Secretary of State to administer commercial drivers’ license skills tests on behalf of the State of Illinois; and,

WHEREAS, McDonough County Public Transit, a department within the City of Macomb, has an employee who is qualified to administer such skills test; and

WHEREAS, entering into this agreement would allow skills tests to take place at the Transit Center in Macomb, Illinois, and provide a benefit to our employees within all City departments needing the testing and CDL qualifications in service of the City.

NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MACOMB, MCDONOUGH COUNTY, ILLINOIS AS FOLLOWS:

Section 1. Incorporation of Preamble. The preamble set out above is incorporated herein to the same extent and in the same manner as if it were out in full, verbatim, in this section.

Section 2. Resolution to Enter Agreement Between the Illinois Secretary of State and City of Macomb. The City Council hereby approves the execution of an Agreement between the Illinois Secretary of State and a Commercial Driver’s License Third-Party Certification Entity to allow the administering of the commercial driver’s license skills tests at the Transit Center and authorizes the mayor to execute said agreement and any other necessary documents associated therewith.

Section 3. Effective Date. This resolution shall be effective immediately upon its passage and approval pursuant to law.

ADOPT RESOLUTION NO.2023-04

Alderman Vigezzi moved, seconded by Alderman Katz to adopt the resolution to approve an agreement between the Illinois Secretary of State and the City of Macomb to serve as a third-party certification entity, on question being put Aldermen Katz, Brown-Edwards, Moon, Wayland, Vigezzi, Wynn, and Koch being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Pro-Tem Moon declared the motion carried and the resolution was adopted and it became Resolution No.2023-04.

AUTHORIZE ADMINISTRATOR COKER TO LOCK GAS&ELECTRIC PRICES 2 YEARS

Alderman Vigezzi moved, seconded by Alderman Wynn to authorize City Administrator Coker to lock in pricing with Nania Energy Advisors for the gas and electric supply to the City of Macomb for two years, on question being put, Aldermen Brown-Edwards, Moon, Wayland, Vigezzi, Wynn, Koch, and Katz being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Pro-Tem Moon declared the motion carried.

COUNCIL ADJOURNMENT

There being no further business to come before the council, Alderman Vigezzi moved, seconded by Alderman Koch to adjourn, all Aldermen voting “Aye” by voice vote, and no “Nay” votes, Mayor Pro-Tem Moon declared the motion carried and they adjourned at 5:46 p.m.
