City of Pittsfield City Council met Aug. 1.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, August 01, 2023, at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderman Bill Grimsley, Kevin Ketchum, Paul Lennon, Chris Little, Robert Ritchart, Beth White, Robert Wilson, and Kevin Wombles.

Alderman Ketchum moved to approve July 18, 2023, city council minutes.

Alderman White seconded the motion.

Roll Call: Yea: Grimsley, Ketchum, Lennon, Little, Ritchart, White, Wilson, Wombles (8)

Nay: NONE (0)

Present: NONE (0)

The motion carried.

Mayor’s Announcements:

Mayor Mendenhall thanked everyone for their call and concerns during a recent medical condition that he endured. He also commended the emergency medical staff for a job well done. A meeting was held with the architect in reference to the City Hall expansion.

A Lake Advisory Committee meeting was held to discuss the improvements to the garden tractor pull site. Mayor Mendenhall noted that the Lake Advisory Committee needs two additional members. A meeting was held with Hanson Engineering and IDOT Department of Aeronautics to discuss the snow removal equipment grant.

FEMA and IEMA held a meeting, at City Hall Council Chambers, with officials within the county in reference to storm damage reimbursement.

IML Conference is September 21 – 24 this year.

Alderwoman White advised that the Finance Committee met today and reviewed the 1, 3, 5 year plan. Also discussed were pickleball court locations and funding possibilities.

Alderman Wilson advised that the Utilities Committee met today and discussed the 120 Water Contract Renewal.

Alderman Wilson moved to approve the renewal contract with 120 Water for a 12 month period in the amount of $11,170.00.

Short Term Rental Property Ordinance was tabled.

Alderman Lennon moved to direct Attorney Hollahan to finalize the Park Model Home Ordinance. Alderman Little seconded the motion.

Alderman Ritchart moved to approve Ordinance No 1715 A TIF 1 District Redevelopment Agreement between the City of Pittsfield and TRUX, LLC, by title only on its second reading. Alderman Wilson seconded the motion.

Nay: None (0)

Alderman White moved to approve Ordinance No 1716 A TIF 1 District Redevelopment Agreement between the City of Pittsfield and Square 1838 LLC, (Cintas Warehouse), by title only on its first reading. Alderman Ketchum seconded the motion.

Public Works Director informed the council that the South Side of the Square will have sewer repair work done next week.

The 1,3,5 year plan was distributed and changes will be made at the next council meeting.

Alderman Wombles moved to approve the request of Petty Construction to temporarily close the West ½ of the Alley between Madison and Monroe Street during the construction project of the Two Rivers Regional Council building (Reach Out) at 120 South Madison Street beginning 08/7/23 for 3 weeks with any closure longer than 3 weeks requiring council approval.

Alderman Lennon seconded the motion.

Pickleball Courts tabled.

Mayor Mendenhall stated that the IDOT Aeronautics Division along with Hansen Engineering met with the Mayor, Airport Manager John Schultz to discuss the awarded Snow Removal Equipment grant. The grant is approved and should equipment should be in place by early spring. Additionally, there are pending grants for the runway lights and vault replacement.

Alderman Ritchart moved to pay bills as stated by City Clerk.

Alderwoman White seconded the motion.

New Business:

Alderman Ritchart stated that the house on Kandy Street that has previous been on the fix or flatten list has sold and improvements are being made.

Alderman Grimsley stated that the water tower looks very nice and the Memorial/Fair intersection also looks very nice.

Alderman Lennon stated the Lake Advisory Committee meeting went very well and the Lake looks great.

Alderman Ketchum thanked Maschoffs, City of Pittsfield, Park Board and Little League for hosting free swim days at the pool last week.

Alderman Ketchum asked Attorney Hollahan to prepare a parking ordinance for the parking lot at the water tower.

Alderman Little asked if the street from Jackson street to the City Building is a City Street, Public Works Director Tom Reinhardt advised that it is an alley.

Ed Knight stated that Heartland Tractor Pulling has requested funding assistance for the fuel cost for upgrading the garden tractor pull track.

Attorney Hollahan updated the council on a few properties matters he is working on, one property is awaiting a survey and the other is waiting for a mortgage release.

Alderwoman White moved to enter into closed session to discuss sale or purchase of property at 6:44 pm. Alderman Lennon seconded the motion.

Alderwoman Little moved to enter into open session at 6:53 pm.

Alderman Little moved to approve the exchange of real estate between the City of Pittsfield and Steve and Deborah Rumple, being parcels 53-019-03, 53-019-03A, 53-053-04 and 53-019-08F, 53-019-09B. Alderman Lennon seconded the motion.

Alderman Ketchum moved to adjourn this meeting at 7:02 p.m.
