City of Pittsfield City Council met Aug. 15.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, August 15, 2023, at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderman Bill Grimsley, Kevin Ketchum, Paul Lennon, Chris Little, Robert Ritchart, Beth White, Robert Wilson, and Kevin Wombles.

Alderman Ketchum moved to approve August 01, 2023, city council minutes.

Alderwoman White seconded the motion.

Roll Call: Yea: Grimsley, Ketchum, Lennon, Little, Ritchart, White, Wilson, Wombles (8)

Nay: NONE (0)

Present: NONE (0)

The motion carried.

Mayor’s Announcements:

Mayor Mendenhall and City Clerk greeted the new Pikeland teachers at the Courtyard Café on August 7, 2023.

A park board meeting was held on August 9, 2023 to discuss financial data and pool information. Carolyn Casteel’s 100th Birthday celebration was held today and Mayor Mendenhall presented Mrs. Casteel with a Mayor’s Award of Excellence.

Mayor would like to develop an annual Mayor’s Award of Excellence, which will consist of a nomination process, with an online application process for businesses and community members in recognition of their good works.

A meeting is scheduled with IMGA to review gas pricing on August 21, 2023 at 10 am. Mayor Mendenhall and Public Works Director have been working on an upcoming sale of surplus property, which includes vehicles, city lots, and any unwanted or unused city equipment. The King Park sign has been installed for the Skate Park and Dog Park.

The Lake signs of rules have been erected with more signs to come for Kayak ramp, etc. Mayor has been working with the Wastewater department to ensure that GFL’s non-special waste application is completed.

Alderman Ritchart moved to approve the July 2023 Monthly Treasurer’s Report. Alderman Ketchum seconded the motion.

Motion made by Alderman Ritchart moved to accept the zoning committee’s recommendation to approve the request of Harrison Lane to place 4 mobile homes upon one lot located at 174 Kellogg Street.

Alderman Ketchum seconded the motion.

Alderman Ritchart moved to accept the Zoning Committee’s recommendation to deny the request of Harrison Lane to place a mobile home older than the required Fifteen-year-old minimum age limit. Alderman Wombles seconded the motion.

Nay: Ketchum, Little, White (3)

Alderman Ritchart reported that the Public Safety Committee met today. Deputy Chief Thompson advised that Mitchell Barton will be promoted to Seargent. At this time the Police Department has a vacant Corporal and Sergeant position, however, at this time there is no plan to fill this position. There is a need for camera security at the lake. Mayor Mendenhall would like to look into funding for additional license plate cameras at the lake.

Alderman Wombles reported that the Street and Alley Committee met today. The tar and chip letting will be August 29 at 10 am. Cherry Street excess material removal was discussed. Rees will be starting on the manhole covers on Fayette Street next week.

Alderman Ketchum reported that the Ordinance Committee met today and discussed the park model trailer ordinance which will be tabled, the short term rental ordinance will be amended by attorney Hollahan and presented to Council. The Trash receptacle ordinance will be presented to council and a parking ordinance was discussed.

Alderman Ketchum moved to approve Ordinance No 1716 A TIF 1 District Redevelopment Agreement between the City of Pittsfield and Square 1838 (Cintas Building), by title only on its second reading. Alderman Wilson seconded the motion.

Park Model Home Ordinance – Tabled

Alderman Wilson moved to direct Attorney Hollahan to finalize the Short-Term Rental Ordinance. Alderman Ketchum seconded the motion.

Motion carried.

Alderman Ketchum moved to direct attorney Hollahan to finalize the Trash Receptacle Bank on city right of way ordinance.

Alderman Grimsley seconded the motion.

Ordinance – Parking Water Tower Lot – Tabled

Alderman Ritchart moved to accept Mayor Mendenhall’s appointment of Bob Looper, Jim Yokem, John Borrowman, and Becky Scranton to the Lake Advisory Committee.

Alderman Ritchart moved to pay bills as stated by City Clerk.

Alderman Ketchum seconded the motion.

New Business:

Alderman Ritchart asked the status of the airport tenant that needed to bring their plane into compliance. Alderman Wombles will check on this.

Alderwoman White stated that the Fire Department had a great turnout at their open house.

Mayor Mendenhall stated that attorney Hollahan is going to prepare a sample ordinance in reference to junk and salvage yards and it will be distributed via email to all alderman for review before the next meeting.

Tom Reinhardt stated that the garden tractor pull will be Saturday August 19, at the lake. Ed Knight stated that he is working on a grant in reference to fix or flatten properties.

Mayor Mendenhall stated that the Pittsfield Fall Festival will be August 31 through September 2. This year the car show hosted by the Hooligan Car Club will be on the West Side of the Square, during which the street will be closed. This organization raises funds for local children in need.

Tom Reinhardt stated the water tower is being filled and after samples submitted to the IEPA have been approved the tower will be used.

Mayor Mendenhall stated that 120 water will be mailing post cards surveys to gather information about potential lead water pipes.

Alderwoman White moved to enter into closed session to discuss sale or purchase of property at 6:36 pm. Alderman Wombles seconded the motion.

Alderwoman Little moved to enter into open session at 6:56 pm.

Alderman Wombles moved to authorize Mayor Mendenhall to negotiate the purchase of property from Lindsey Ruble, with council having final approval of the purchase.

Alderman Lennon seconded the motion.
