City of Pittsfield City Council met Nov. 7.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, November 07, 2023, at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderman Bill Grimsley, Kevin Ketchum, Paul Lennon, Chris Little, Robert Ritchart, Beth White, and Robert Wilson. Kevin Wombles was absent.

Alderman Ketchum moved to approve October 17, 2023, city council minutes.

Alderman White seconded the motion.

Roll Call: Yea: Grimsley, Lennon, Little, Ritchart, White (5)

Nay: NONE (0)

Present: Ketchum (1)

Mayor’s Announcements:

Mayor Mendenhall announced the following:

Alderman should only contact City Employees after hours in case of an emergency.

Alderman mailboxes will be moved to the City Clerk’s main office and out of the conference room in order to allow for alderman to have access to their mailboxes in case of a meeting in the conference room.

An airport TIPS meeting was held with IDOT and FAA.

Interviews were held for a police officer position.

Mayor attended the search team’s Q & A session for the new school superintendent. A meeting was held with MECO Engineering Architect concerning the City Hall expansion. The Girls Night Out event was successful with many in attendance.

The City Holiday Party will be held on January 20, 2024.

The Pittsfield Gas Department public meeting will be held on November 9, 2023 at 6:30 pm at the Pittsfield Fire Department.

November 9, 2023 at 10 am there will be a Street and Alley Committee meeting.

Alderman Ritchart moved to approve the annual audit for fiscal year May 1, 2022 to April 30, 2023 as presented by Franklin & Vaughn, LLC.

Alderman Ketchum seconded the motion.

Alderman Ritchart moved to approve the special use permit for Niemann Foods, Inc. to allow for a parking lot on a residential lot at 814 W Fayette Street, with Fire Hydrant Protection being provided. Alderman Ketchum seconded the motion.

Alderwoman White advised that the Finance Committee met today and received the property and liability and worker's compensation insurance quotes from Curt Rezneck.

Alderwoman White moved to approve the property and liability insurance renewal with ICRMT as presented for plan year December 1, 2023 – November 30, 2023 for a total cost of $128,357.00. Alderman Little seconded the motion.

Alderwoman White moved to approve the worker’s compensation insurance renewal with ICRMT as presented for plan year December 1, 2023 – November 30, 2024 for a total cost of $43,394.00. Alderman Little seconded the motion.

Alderman Ritchart advised that the Utilities Committee met today and discussed the Nutrient Assessment Reduction Plan (MARP) which is a requirement from the ILEPA, and reviewed a proposal from Northwater for Data Analysis, monitoring and NARP Strategies. Shane updated that USDI is here to rebuild the Border Station. Robert Wilson stated that he learned from IMGA that the court ruled in our favor in the Panhandle Transportation case.

Alderwoman White moved to approve Ordinance No. 1721 – An Ordinance Amending Title XI: Business Regulations for the City of Pittsfield to include Mobile Vet Clinics on its second reading. Alderman Ketchum seconded the motion.

Alderwoman White moved to approve Ordinance No. 1722 – An Ordinance Amending Section 110: Alcoholic Beverages for the City of Pittsfield to include Mobile Alcohol Trucks on its second reading. Alderman Wilson seconded the motion.

Alderman Ritchart moved to suspend the rules and have the second reading of Ordinance No. 1724 – Annual Tax Levy on it first reading, by title only.

Alderwoman White moved to approve Ordinance No. 1724 – Annual Tax Levy on it second reading, by title only.

Alderwoman White moved to approve Change Order Number 2 for the Maysville Bridge Project in the amount of $15,000.00

Alderman Ritchart moved to pay bills as stated by City Clerk.

New Business:

Mayor Mendenhall thanked Ed Knight for all of his hard work on the City Hall expansion project and invited everyone to stop in and see the progress.

Alderman Ritchart asked about he status of the planes at the airport. Mayor advised that the Airport manager was verifying the planes that were registered to our airport.

Alderman Ritchart thanked the crews for the work on Cherry Street.

Alderman Grimsley stated that the dumpster was still on the road on Clarksville Street. Mayor has spoken with GFL and they are attempting to work on a solution for the issue.

Alderwoman White, on behalf of the Pittsfield Fire Department thanked the public for their support at the Fireman’s Dance.

Ed Knight stated that the bid process for the City Hall expansion should begin soon.

City Clerk Ann Moffit announced that Holly Wade has been hired to begin work on December 4, 2023 in City Hall.

Alderwoman White moved to enter into closed session at 6:47 pm.

Alderman Ketchum seconded the moiton.
