City of Rushville City Council met Dec. 18.

Here are the minutes provided by the council:

1. ROLL CALL & CALL TO ORDER

The Rushville City Council met in the meeting room of the City Hall Building. Upon convening, Mayor Jeff Ervin directed City Clerk, Stacey Briney to call the roll. Upon ROLL CALL, the following answered present: Council Members: Susan Acker, Richard Davis, Terry Dodds, Bob Fishel, Bryan Matteson, Barry Rebman, & Paul Trimble. Council Member, Mike Ryan was absent. The meeting was called to order at 7:00 P.M.

Others present included: Stacey Briney, City Clerk; Erin Wilson-Laegeler, City Attorney, Rick Wright, Chief of Police; David Haney of The Rushville Times; Ruthann Haber and Carrie Lemons.

Council Member, Mike Ryan arrived at this time.

2. OPENING PRAYER

The Opening Prayer was led by Mayor Jeff Ervin.

3. PLEDGE OF ALLEGIANCE

The Pledge of Allegiance was led by Mayor Ervin.

4. PUBLIC COMMENTS

There were no public comments at this time.

5. CONSENT AGENDA

All items on the Consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event, the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda.

a) Approve the Minutes of the Regular Meeting held December 4, 2023

b) Approve the Minutes of the Combined Water & Sewer Committee Meeting held December 13, 2023

c) Approve “Claims for Council Approval Dated 12/18/23” & Accept Monthly Reports

d) Approve $500 Donation to The HUB (as per past practice)

e) Approve the Purchase of a New Laptop for Water Meter Readings at a Cost not to Exceed $4,600

Rebman MOVED TO APPROVE THE CONSENT AGENDA. Fishel SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 8 YEAS – Acker, Davis, Dodds, Fishel, Matteson, Rebman, Ryan, & Trimble; 0 NAYS; 0 ABSENT.

6. ITEMS TO BE REMOVED FROM CONSENT AGENDA – IF APPLICABLE All items were approved on the Consent Agenda.

7. DISCUSS & CONSIDER APPROVING TIF AGREEMENT FOR MORELAND & DEVITT

TIF Advisory Committee Chair, Susan Acker reported the committee had met earlier this evening to review an application from Moreland & Devitt. Acker stated Moreland & Devitt had a prior agreement in 2019 that had a final payout in 2020, so they are still within the timeframe. Acker said the committee agreed to approve Moreland & Devitt’s request for Twenty-Five Thousand Dollars ($25,000).

Acker MOVED TO APPROVE A TIF AGREEMENT WITH MORELAND & DEVITT IN THE AMOUNT OF TWENTY-FIVE THOUSAND DOLLARS ($25,000). Davis SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 8 YEAS – Davis, Dodds, Fishel, Matteson, Rebman, Ryan, Trimble, & Acker, 0 NAYS; 0 ABSENT.

8. COUNCIL MEMBER & OFFICIAL’S REPORTS

Water & Sewer Committee Chairman, Paul Trimble reported both committees met with Benton & Associates last week to discuss GIS mapping. Trimble noted Benton’s will come up with three (3) different options for the city and will teach Superintendent of Operations, Eric Thurman and some of the city workers how to use the mapping tool. Trimble stressed that this GIS system is very accurate and is a way better system than what we have right not. Trimble said the system will map out all the water meters, main shut-offs, etc. Mayor Ervin stated the city can add all the water and sewer lines and it will pinpoint the location. Water & Sewer Committee Member, Bob Fishel noted street signs can also be added to the system. A discussion followed.

Parks & Recreation Committee Chairman, Terry Dodds reported he attended the Madrigal dinner and everyone was very pleased with the Virginia. Dodds said he did not hear of any problems and people liked the renovations that have been done. Dodds stated this was very good publicity for the Virginia.

City Attorney, Erin Wilson-Laegeler reported she had spoken to Judge Mark Vincent regarding the Gordley property on East LaFayette Street and he is going to accept the publication as service so she will file a default and if no one shows up, she will ask the property be deeded to the city. Attorney Wilson Laegeler stated the city needs to start thinking about what they would like to do with this piece of property. Mayor Ervin noted that a couple of people have expressed interest in renovating the house.

Mayor Jeff Ervin reported City Clerk, Stacey Briney put a memo in everyone’s packets with the next meeting dates. Mayor Ervin reiterated that the next meeting will be Wednesday, January 3rd, and the second (2nd) meeting will be held on Tuesday, January 16th.

Mayor Ervin wished everyone a Merry Christmas and Happy New Year. Mayor Ervin told those present that he appreciated the work they do for the city.

9. ADJOURN

Fishel MOVED TO ADJOURN. Rebman SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 8 YEAS – Dodds, Fishel, Matteson, Rebman, Ryan, Trimble, Acker, & Davis; 0 NAYS; 0 ABSENT. THE MEETING STOOD ADJOURNED ACCORDINGLY AT 7:09 P.M.
