Deputy Republican Leader Norine Hammond (R-Macomb) from the Illinois House Republican Caucus criticized Governor JB Pritzker's budget proposal in a statement following his joint State of the State and Fiscal Year 2025 Budget Address. Hammond expressed concerns about the size and allocation of funds in the proposed budget, stating, "Today we saw Governor Pritzker introduce the largest budget proposal in state history. The Governor’s FY25 proposed budget spends $52.7 billion, which is a $2.3 billion increase over the FY24 enacted budget – a 4.5% increase."

Highlighting specific issues with the budget plan, Hammond mentioned, "The Governor’s budget plan includes over $1 billion in additional revenue, raising taxes on Illinois families and businesses while providing minimal tax relief." She criticized the lack of substantial cuts to address the projected deficit, emphasizing that taxpayers are being burdened to cater to specific constituencies rather than addressing shared priorities.

Hammond further asserted, "This budget provides better healthcare benefits for undocumented immigrants than most Illinois families receive." She raised concerns about the allocation of funds towards healthcare benefits for undocumented immigrants and addressing Chicago's migrant crisis, stating that over $2.8 billion is being dedicated to services for migrants and undocumented immigrants while essential services for vulnerable citizens remain underfunded.

In contrast to Governor Pritzker's budget proposal, House Republicans advocate for a balanced budget without gimmicks and tax hikes. Hammond emphasized the importance of prioritizing the needs of Illinois working families and seniors over migrants and undocumented immigrants. She concluded by stating, "We will continue to work to pass a balanced budget that protects Illinois taxpayers, properly funds shared priorities, and makes real reforms to improve our economy."
