City of Pittsfield City Council met Jan. 16.

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, January 16, 2024, at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderman Bill Grimsley, Paul Lennon, Chris Little, Robert Ritchart, Beth White, Robert Wilson, and Kevin Wombles. Alderman Kevin Ketchum was absent.
Alderman Wombles moved to approve January 02, 2024, city council minutes.
Alderwoman White seconded the motion.

Alderwoman White moved to approve the appointment of Keisha Morris as attorney for the City of Pittsfield.

Mayor’s Announcements:
Mayor Mendenhall announced the following:
Ongoing discussion is occurring with IMGA and the utilities committee chairman in reference to purchasing additional gas ahead of the anticipated cold weather.
Ed Knight and Ann Moffit have been working on the City Hall Expansion budget and actual expenses. An offer has been made to sell 9.86 acres of the new Industrial Park.
The monthly wastewater meeting occurred last week and a priority repair list.
The Personnel Committee met and selected the 2023 Employee of the Year.
The Economic Development Committee met to determine the price per acre for the lot at the Industrial Plaza that Legacy Holdings is interested in purchasing.
Mayor Mendenhall and Clerk Moffit attended the ribbon cutting at Pike County Taxes.
A meeting was held with County & Township Officials concerning Road Use Agreement in reference to the upcoming Wind Farm.
A meeting with Northwater occurred in reference to our EPA water study.
Mayor Mendenhall will participate in the Pikeland School Superintendent Interview process.
Attorney Morris is in the process of reviewing the Make My Move Contract, Prairie Power Road Use Agreement, and purchase agreement for Pike County Storage as well as Legacy Holdings.
Mayor Mendenhall and Airport Committee Chairman Wombles has been working on the Lipcamon Aviation Hanger Lease and a meeting will occur on Thursday, January 18, 2024 at 3pm.
The City Holiday Party is this weekend, January 20 at 6pm, upstairs at the Moose.
Alderwoman Ritchart moved to approve the December 2023 Treasurer Report.

Alderman Ritchart advised that the Public Safety Committee met tonight and reviewed a quote from McQueen Emergency for a new Pumper Truck. Chief White was not able to attend, Mayor Mendenhall stated that due to the cost of a new truck additional options should be researched.
Alderman Wilson advised that the Ordinance Committee met tonight and reviewed a draft snow route ordinance and changes were recommended. Once changes were made the Ordinance will be brought to council for review.
Alderman Wombles advised that the Street & Alley Committee met and reviewed the brush pile road quote from Callender Construction. They also discussed a meeting that was held with County and Township Officials about the proposed Wind Farm and Road Use Agreements with them as well as Prairie Power.
Alderman Wombles moved to offer parcel 53-019-09B and a portion of parcel 53-019-08F, for a total of 9.86 acres to Legacy Holdings, LLC. for $5,000.00 per acre.

Alderman Wombles moved to approve Mayor Mendenhall’s appointment of Rob Seybold as park board president effective immediately.

Mayor Mendenhall asked the Alderman who serves as a liaison on boards to discuss with the board members how they would like to correct the term expiration issue. As it stands all member terms expire in the same year, the expiration dates should be staggered.
Public Works Director Tom Reinhardt updated the council on the NARP. Northwater representatives were here and completed a site visit and will compile a list of what is needed to comply with the IEPA regulations.
Alderwoman White moved to pay bills as stated by the City Clerk.

New Business:
Alderman Lennon stated that Sheila Davidsmeyer has resigned from the Library board due to moving out of City Limits.
Alderwoman White thanked the Street and Alley Department for their work on the City Streets during the current snow and ice storms.
Ed Knight stated that crews have begun work upstairs for the City Hall expansion.
Public Works Director Tom Reinhardt stated that the Street and Alley crews have been busy with the street cleaning due to weather. The Gas and Water department has been busy with water leak calls due to the below freezing temperatures.
Jim Filbert recommended using the snow route for street sweeping as well.
