City of Jacksonville City Council met Feb. 26.

Here are the minutes provided by the council:

Members of the public have the option to attend the in-person City Council meeting or watch the live City Council meeting via live video located on the City of Jacksonville’s website

The Jacksonville City Council Meeting was called to order at 6:07 p.m. by Mayor Andy Ezard in the Council Chambers of the Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Kent Hannant, Brett Henry, Joe Lockman, Lori Large Oldenettel, Alison Rubin de Celis, Aaron Scott, Darcella Speed, Mary Watts, Eren Williams; Mayor Andy Ezard; City Attorney Dan Beard; Deputy City Clerk Angela Salyer. Absent from the meeting was Aldermen Don Cook and City Clerk Skip Bradshaw. A quorum was declared.

SWEARING-IN/ CEREMONY/BADGE-PRESENTATION:

Fire Chief Matt Summers opened the ceremony by saying that Johnathan Flynn and Gabriel Summers have completed their fire and rescue training and the one year probation complete. Deputy City Clerk, Angela Salyer, swore in Johnathon Flynn and Gabriel Summers as Hosemen for the Jacksonville Fire Department. Johnathan and Gabriel had their badges pinned by their wives and the Crew Captains presented them with letter helmets.

Mayor Ezard adjourned the Council Meeting at 6:13 p.m.

Mayor Ezard adjourned the Workshop Meeting and reconvened the Council Meeting at 6:40 p.m.

MINUTES: Motion was made by Scott, seconded by Oldenettel, to accept the February 12, 2024 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: No discussion.

CLAIMS: No discussion.

MAYOR’S REPORT: No discussion.

CITY ATTORNEY’S REPORT;

1. Resolution authorizing the amendment of Operations and Maintenance Agreement with two landowners involved in the Lake Mauvaisterre Water Shed Project. Motion made by Scott and seconded by Oldenettel to accept the resolution. CA Beard read the resolution as proposed.

2024-R-032 Be it resolved by the City Council of Jacksonville, Morgan County, Illinois, that a resolution AUTHORIZING THE AMENDMENT OF OPERATIONS AND MAINTENANCE AGREEMENT WITH TWO LANDOWNERS INVOLVED IN THE LAKE MAUVAISTERRE WATER SHED PROJECT is hereby approved. (Gordon and Wesley White)

Mayor Ezard asked for discussion and there was none.

ROLL CALL: 9 Yeas; 0 Nays; 1 Absent (Cook)

Motion carried 9-0-1.

CONSENT AGENDA

1. City Treasurer’s Report – January 31, 2024. City Treasurer Beth Hopkins’ report for January 31, 2024, in which totals for cash receipts, cash disbursements, investments, and balances for all City bank and investment accounts were given.

PARKS & LAKES:

2024-R-033 RESOLUTION AUTHORIZING WAIVER OF ADVERTISEMENT FOR BIDS; AND ACCEPTANCE OF PROPOSAL FROM HENRY’S SERVICE CENTER, RE: THE PURCHASE OF A TURF TIGER MOWER FOR THE PARKS AND LAKES DEPARTMENT ($15,039)

2024-R-034 RESOLUTION APPROVING CONTRACT CHANGE ORDER #1 WITH TROTTER GENERAL CONTRACTING INCORPORATED RE: NICHOLS PARK POOL RENOVATIONS (an increase of $6,873, total contract price is increased to $1,656,873)

2024-R-035 RESOLUTION AURHORIZING WAIVER OF ADVERTISEMENT FOR BIDS; AND ACCEPTANCE OF PROPOSAL FROM GREEN EDISON FOR LED LIGHTING FOR THE NICHOLS PARK POOL ($17,264)

PLANNING & PUBLIC WORKS:

2024-R-036 RESOLUTION AUTHORIZING WAIVER OF ADVERTISEMENT FOR BIDS; AND ACCEPTING PROPOSALS FOR DEMOLITION OF PROPERTIES LOCATED AT 1016 NORTH CLAY STREET AND 918 EAST INDEPENDENCE AVENUE ($8,500 – Jaren Industries, Inc., $10,500 – Shireman Farms Excavating LLC.)

PUBLIC PROTECTION: No discussion.

SPECIAL STUDIES: No discussion.

UTILITY: No discussion.

Motion was made by Scott, seconded by Speed, to accept the Consent Agenda. Mayor Ezard asked for discussion or if there were any items to be pulled from the Consent Agenda for further discussion and there were none.

Motion carried 9-0-1.

COMMITTEE REPORTS

FINANCE/IT/PERSONNEL: No discussion.

PLANNING & PUBLIC WORKS:

1. Second Reading of an Ordinance vacating an unnamed alley located between West Dunlap Street and West Wolcott Street. Motion was made by Scott and seconded by Lockman to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2024-O-004 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois than an Ordinance VACATING A PORTION OF AN UNNAMED ALLEY LOCATED BETWEEN WEST DUNLAP STREET AND WEST WOLCOTT STREET, is hereby approved.

Mayor Ezard asked for discussion and there was none.

Motion carried 9-0-1.

SPECIAL STUDIES: No discussion.

UTILITY: No discussion

OLD BUSINESS:

Alderman Oldenettel submitted a grant for trees for close to $9,850. She will let the council know if we receive the grant. It will be for approximately 260 trees to put on City property.

NEW BUSINESS:

Alderman Williams announced that the Fourth Annual City-Wide Garage Sale will be held Memorial Day Weekend, May 24-26, 2024 from 8:00 a.m. to 4:00 p.m. If anyone would like to be included on the list, contact Alderman Williams.

Phil McCarty addressed the council regarding inaccurate social media posts stating that immigrants are being bussed to Jacksonville and being housed at MacMurray College. The City is aware of this rumor and would like to let the public know this is not true, but the City is working on a plan to address the matter should this come to fruition.

ADJOURNMENT: With no further discussion, motion was made by Williams, seconded by Scott, to adjourn the meeting at 6:49 p.m.
