City of Pittsfield City Council met July 2.

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, July 02, 2024, at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderman Kevin Ketchum, Bill Grimsley, Chris Little, Robert Ritchart, Beth White, Robert Wilson and Kevin Wombles. Paul Lennon was absent
Alderman Ketchum moved to approve the June 18, 2024, city council minutes.
Alderman White seconded the motion.

Mayor’s Announcements:
Mayor Mendenhall asked for a moment of silence for former Children’s Librarian Sandy Henry as well as John Petty who both passed away recently.
Mayor Mendenhall stated the following:
Meetings have been held with Street and Alley department, Street and Alley Committee and Hutchison Engineering in regards to the plans for the Downtown Revitalization project.
Mayor Mendenhall attended the Fire Department meeting to wrap up details in regards to the Music for a Mission music festival.
The TIF annual Joint Board of Review meeting was held last week.
Mayor Mendenhall and Clerk Moffit had lunch with a mover from Make My Move, who plan to move here from Connecticut. They have made an offer on a home here.
Letters have been sent to taxing bodies requesting support for an extension of TIF District I. Chief Deputy Thompson has been working on a new Peddlers Permit Application.
Alderwoman White stated that the Finance Committee met tonight and discussed an Altorfer refund for a double payment and determined the refund should be returned to Municipal Improvement. The City Hall Expansion budget was discussed.
Alderman Wilson stated that the Utilities Committee and asked PW Director Tom Reinhardt to update on the meeting. Mr. Reinhardt stated the Committee learned there is on ongoing leak identification job at Clinton and Washington as well as a few additional small leaks throughout town. The lead surveys are approximately half complete with the summer workers working on the project.
Alderman Wombles stated that the Street and Alley Committee met and discussed the Downtown Revitalization project with Anthony Miller from Hutchison Engineering. Alderman Wombles also stated that the Maysville Bridge is now open.
Anthony Miller with Hutchison Engineering presented a proposed plan and various options were discussed.
Alderwoman White moved to accept the proposed plan that consists of 60 degree parking on the square with one lane traffic around the square and 45 degree parking and one way traffic west on Adams to Memorial, north on Adams to Jefferson, north on Monroe to Jefferson and east on Adams to Jackson. Alderman Wilson seconded the motion.

PW Director Tom Reinhardt stated two bids were received for the East boat ramp project. Gunterman Construction, $59,45.00 and Edlin Dozing $45,711.00
Alderman Ritchart moved to accept the bid from Edlin Construction in the amount of $45,711 for the East Boat Ramp Project.
Alderman Ketchum seconded the motion.

Sara Rudd, Pittsfield Library Librarian presented a Resolution of Conversion of the Pittsfield Public Library to a Library District that was approved by the Library Board of Trustees. The Library Board has requested that the City Council approve a resolution to allow the conversion.
Alderman Wombles moved to approve Resolution 2024-08 A Resolution to approve the Library Conversion

Alderman Grimsley moved to approve the request Church of the Nazarene for a temporary Street closure of South Mississippi Street between Washington Street and Fayette Street July 28 – 31 from 5pm to 9 pm each night.

New Business:
Alderman Grimsley complimented the crews on traffic control during the leak repair on Washington Street.
Alderman Ketchum stated the Water tower work crews were coming along quickly.
Keisha Morris stated that there is now a fully executed Waterline Crossing Agreement for the Wind Turnbine Project.
Ed Knight has completed paperwork for a $50,000 grant to apply towards the Downtown Revitalization Project.
Alderwoman Whtie moved to adjourn this meeting at 7:01 p.m.
