City of Jacksonville City Council met Oct. 28.

Here are the minutes provided by the council:

Members of the public have the option to attend the in-person City Council meeting or watch the live City Council meeting via live video located on the City of Jacksonville’s website jacksonvilleil.gov

The Jacksonville City Council Meeting was called to order at 6:41 p.m. by Mayor Andy Ezard in the Council Chambers of the Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Don Cook, Kent Hannant, Brett Henry, Joe Lockman, Lori Large Oldenettel, Alison Rubin de Celis, Aaron Scott, Darcella Speed, Mary Watts, Eren Williams; Mayor Andy Ezard; City Attorney Dan Beard; Deputy Clerk Sue Thomas. Absent was City Clerk Angela Salyer. A quorum was declared.

MINUTES: Motion was made by Scott, seconded by Watts, to accept the October 15, 2024 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: No discussion.

CLAIMS: No discussion.

MAYOR’S REPORT:

1. Pinning Ceremony – Jacksonville Police Department Promotions. Chief Doug Thompson introduced Doug Klendworth and Jarrett Davidson. Mr. Klendworth has been with the Jacksonville Police Department (JPD) for seventeen years and was promoted to Lieutenant and was pinned by his wife. Mr. Davidson has been with JPD for ten years and was promoted to Sergeant and was pinned by his wife.

2. Pinning Ceremony – Jacksonville Fire Department Promotion. Chief Matt Summers mentioned that Matt Privia just completed his one-month probationary period, and Zachary Reed has been with the Jacksonville Fire Department (JFD) for 10 years and was recently promoted to driver engineer. DC Sue Thomas swore in Josh Sorrill as a Lieutenant for JFD. Josh is a 12-year veteran of JFD and he was the first paramedic fire fighter that was hired. Josh was pinned by his wife.

3. Reappointment of Ruth Linear, Brandie Belford & Peggy Davidsmeyer to the Commission on Disabilities and Human Relations, terms expire October 30, 2027. Motion was made by Watts, seconded by Williams to approve the Mayor’s reappointment.

1. City Treasurer’s Report – September 30, 2024. City Treasurer Beth Hopkins’ report September 30, 2024, in which totals for cash receipts, cash disbursements, investments, and balances for all City bank and investment accounts were given.

2024-R-148 RESOLUTION APPROVING APPLICATION FOR LOAN; AND AUTHORIZING ECONOMIC DEVELOPMENT LOAN FROM THE CITY OF JACKSONVILLE REVOLVING LOAN FUND (Hamilton Properties LLC.) - $75,000

Motion was made by Cook, seconded by Lockman, to accept the Consent Agenda. Mayor Ezard asked for discussion or if there were any items to be pulled from the Consent Agenda and there were none.

COMMITTEE REPORTS

FINANCE/IT/PERSONNEL: No discussion.

PLANNING & PUBLIC WORKS:

1. First Reading of an Ordinance, with Emergency Clause, Amending Ordinance No. 2018-O-020, An Ordinance Establishing an Enterprise Zone within the City of Jacksonville, Illinois (Turner Scientific). Motion was made by Scott, seconded by Henry to accept the Emergency Clause.

ROLL CALL: 10 Yeas; 0 Nays

Motion to accept the Emergency Clause Carried 10-0.

Motion was made by Scott, seconded by Cook, to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2024-O-020 Be it ordained by the City Council of Jacksonville, Morgan County, Illinois, that an ordinance WITH EMERGENCY CLAUSE, AMENDING ORDINANCE NO. 2018-O-020 AN ORDINANCE ESTABLISHING AN ENTERPRISE ZONE, WITH EMERGENCY CLAUSE (TURNER SCIENTIFIC), is hereby approved.

Mayor Ezard asked for discussion and Ald. Oldenettel asked why there is an emergency clause. CA Beard advised that Turner Scientific is behind schedule and the sooner he can get into the building, the sooner Mr. Turner can begin purchasing material for the revisions of the building.

ROLL CALL: 10 Yeas; 0 Nays

Motion carried 10-0.

2. First Reading of an Ordinance, with Emergency Clause, approving an Intergovernmental Agreement for an Enterprise Zone (Turner Scientific). Motion was made by Scott, seconded by Lockman, to accept the Emergency Clause.

ROLL CALL: 10 Yeas; 0 Nays

Motion carried 10-0.

Motion was made by Scott, seconded by Watts to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2024-O-021 Be it ordained by the City Council of Jacksonville, Morgan County, Illinois, that an Ordinance TO AUTHORIZE THE GOVERNING AUTHORITY TO ENTER INTO THE JACKSONVILLE REGIONAL ENERPRISE ZONE

INTERGOVERNMENTAL AGREEMENT, WITH EMERGENCY CLAUSE (TURNER SCIENTIFIC), is hereby approved.

Mayor Ezard asked for discussion and there was none.

Motion carried 10-0.

3. First Reading of an Ordinance amending the Jacksonville Municipal Code, Chapter 6 Building Regulations, and Chapter 11 Fire Prevention and Protection, regarding adoption of the 2021 International Building Code Series. Motion was made by Scott, seconded by Henry to accept the first reading of the ordinance. CA Beard read the ordinance as proposed.

2024-O-22 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois that an ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE: CH. 6 BUILDINGS AND BUILDING REGULATIONS, ART. II BUILDING CODE, SEC. 6-21. ADOPTION OF INTERNATIONAL BUILDING CODE 2021, INTERNATIONAL PROPERTY MAINTENANCE CODE 2021, INTERNATIONAL MECHANICAL CODE 2021, INTERNATIONAL RESIDENTIAL CODE 2021, INTERNATIONAL EXISTING BUILDING CODE 2021 AND INTERNATIONAL FUEL GAS CODE 2021; INTERNATIONAL ENERGY CONSERVATION CODE 2021 AND CH. 11 FIRE PREVENTION AND PROTECTION, ART. III FIRE PREVENTION CODE, SEC. 11-61. ADOPTION OF INTERNATIONAL FIRE CODE 2021, NFPA 101 SAFETY CODE 2021, is hereby approved.

4. Second Reading of an Ordinance amending the Jacksonville Zoning map for property located at 420-440 South Clay Avenue, from Public to B-4. Motion was made by Scott, seconded by Watts to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2024-O-019 Be it ordained by the City Council of Jacksonville, Morgan County, Illinois, that an ordinance AMENDING THE JACKSONVILLE ZONING MAP FOR PROPERTY LOCATED AT 420-440 SOUTH CLAY AVENUE FROM PUBLIC TO B-4 (GENERAL BUSINESS DISTRICT) is hereby approved.

Mayor Ezard asked for discussion and there was none.

Motion carried 10-0.

PUBLIC PROTECTION: No discussion.

OLD BUSINESS: Ald. Lockman asked if the City has received any information from the Jacksonville Area Museum (JAM). Mayor Ezard advised that JAM is still gathering information. As soon as Mayor Ezard receives all information he will distribute to the Council.

NEW BUSINESS: No discussion

ADJOURNMENT: With no further discussion, motion was made by Cook, seconded by Speed, to adjourn the meeting at 6:58 p.m.
