City of Dallas City Council met Nov. 18.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on November 18, 2024, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Tracy Markey, Deana Ferrill, Tami Kaminski, Jim and Rita Luder, Rita Schaefer, and Gary Smith.

A motion was made by McDowell, and 2nd by Olson to accept the minutes of the November 4, 2024, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Deana Ferrill discussed the upcoming Christmas projects. She requested that the council consider making a donation for Christmas with Santa for the local children and Christmas for Kids for their Toys for Tots drive.

Tami Kaminski discussed their rental property at 87 West Fourth Street. She asked if the city still pays for the concrete if they put in a new sidewalk. The council informed her that the city does still pay for the concrete for a new sidewalk, as long as it is done during the week. If the concrete is delivered on a weekend, most ready-mix companies charge a higher rate for the concrete. In this case the property owner is responsible for paying the difference in price. She also discussed the culvert along Cedar Street on the west side of this property. Currently, the culvert sits higher than the sidewalk. The council has no problem trying to fix this culvert, but they would like to speak to former streets employee Greg Ferrill to see if he remembers why this culvert is not deeper.

Jim and Rita Luder, Rita Schaefer, and Tami Kaminski appeared on behalf of the Pickleball Committee that is interested in putting a pickleball court at the current tennis courts. They discussed what they would like to do to the old tennis courts. They are planning on doing some fundraisers and applying for some grants to pay for the costs. They asked for permission to form a sub-committee and use the city's FEIN and sales tax exemption for this project. The council agreed to let them do this.

Police Chief Gary Smith reported that the police department's annual Stuff the Squad is scheduled for December 5, 2024, from 5 p.m. to 7 p.m. at the Dallas City Dollar General store. The event is being sponsored by the Sand Valley FOP Lodge 428. They will be collecting toys and non-perishable food items. All non-perishable food items will be donated to the Dallas City Food Pantry.

The Dallas City Disk Golf League is sponsoring a disk golf tournament at the Dallas City Grade School on November 30, 2024.

Discussed making an ordinance regarding semi trucks braking.

John McCarty is planning on putting the city's logo on the new snow plow truck this week. Discussed the city attorney not being at meetings enough.

A motion was made by Northup, and 2nd by Olson to enter executive session to discuss city personnel pursuant to 5 ILCS 120/2(c)(1). McDowell-AYE, Newberry-AYE, Northup-AYE, Olson-AYE, and Six-AYE.

The meeting entered executive session at 6:07 p.m.

The meeting re-entered regular session at 6:41 p.m.

A motion was made by Olson, and 2nd by McDowell to donate $1,000 to be used for the Christmas with Santa and the Christmas for Kids projects. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed the other Christmas donations that the city has done in the past.

A motion was made by Northup, and 2nd by Olson to donate $400 to the LaMoine Valley A.B.A.T.E. Project Santa. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by Newberry, and 2nd by McDowell to donate $750 to the Dallas City Food Pantry. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed the old Hagy's building and the fact that the city was not made aware of a state law that went into effect in 2022.

Discussed the parking of vehicles along East Fourth Street.

Chad Passley, C.P.A., has finished the 2023-2024 fiscal year audit. A motion was made by Northup, and 2nd by Olson to hire Chad Passley, C.P.A., to do the 2024-2025 fiscal year audit for $3,400. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by McDowell, and 2nd by Northup to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 7:16 p.m.
