McDonough County Board met Nov. 20.

Here are the minutes provided by the board:

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse, in Courtroom 201 at 7:00 p.m. Roll call resulted in 19 present, and 2 absent. Members Dave Nissen and Larry Aurelio were absent. Sheriff Nick Petitgout made the opening declaration. Chair Schwerer led the Pledge of Allegiance.

EXHIBIT 1

Board Member Durkin moved with a second by Board Member Kipling to approve the minutes of October 16, 2024 with corrections. Motion carried with a voice vote.

EXHIBIT 2

The report from Public Defender, Scott Terry for the month of October, 2024 was received and filed.

EXHIBIT 3

The report of Sales Tax collected in August, 2024 was received and filed. County Sales Tax, Public Safety Tax, Cannabis Tax, and Transportation Tax.

EXHIBIT 4

The report of Balances and Investments from County Treasurer Graves for the month of October, 2024 was received and filed.

EXHIBIT 5

The report of Circuit Clerk Fischer for the month of October, 2024 was received and filed.

EXHIBIT 6

The report from County Clerk DeJaynes on Warrants Issued in Vacation for the month of October, 2024 was received and filed.

EXHIBIT 7

The Transfer of Appropriations of Monies was referred to the Finance Committee. Finance Chair Hiel reported the Finance Committee did not transfer any funds as Exhibit 7A

Board Member Clark moved with a second by Board Member Erlandson to approve the report of the Finance Committee as read. Motion carried with a roll call vote of 19 yeas, 0 nays, 0 pass, and 2 absent as Exhibit 8A.

EXHIBIT 9

Board Member Durkin moved with a second by Board Member Blakeley to dispense with the reading of the claims report and to approve it as approved by the Claims Committee. Motion carried with a roll call vote of 19 yeas, 0 nays, 0 pass, and 2 absent as Exhibit 9A.

EXHIBIT 10

A discussion was not held as Exhibit 10A.

EXHIBIT 11

Chair Schwerer read aloud County Clerk, Gretchen DeJaynes’s retirement letter. She was thanked for her many years of service as Exhibit 11A.

EXHIBIT 12

Board Member Litchfield moved with a second by Member Blakeley to Appoint Jeremy Benson as County Clerk to Replace Gretchen DeJaynes effective December 7, 2024. Motion carried with a roll call vote of 19 yeas, 0 nays, 0 pass, and 2 absent as Exhibit 12A.

EXHIBIT 13

Chris Pumo with Pumo Insurance presented new insurance policies with two different scenarios to choose from. Member Hiel held a discussion and informed the Board that he would like for the Board to be more aggressive with the property, and liability insurance.

Board Member Hiel moved with a second by Board Member Berg to Approve the Insurance Policy Scenario #2 with Pumo Insurance. Motion carried with a roll call vote of 19 yeas, 0 nays, 0 pass, and 2 absent as Exhibit 13A.

EXHIBIT 14

Board Member Cox moved with a second by Board Member Hiel to Approve the Extension for Sikich to Complete the Audit. Motion carried with a voice vote as Exhibit 14A.

EXHIBIT 15

Board Member Erlandson held a small discussion regarding the 3-year FOP Contract.

Board Member Chapman moved with a second by Board Member Erlandson to Approve the Illinois FOP Labor Council Contract with the McDonough County Sheriff’s Department. Motion carried with a roll call vote of 19 yeas, 0 nays, 0 pass, and 2 absent as Exhibit 15A.

EXHIBIT 16

Board Member Cox moved with a second by Board Member Litchfield to Approve the QFB 24-Month Energy Contract. Motion carried with a roll call vote of 19 yeas, 0 nays, 0 pass, and 2 absent as Exhibit 16A.

EXHIBIT 17

Board Member Foster moved with a second by Board Member Chapman to Approve the Agreement with IMEG for Fracture Critical Bridge Inspections. Motion carried with a roll call vote of 19 yeas, 0 nays, 0 pass, and 2 absent as Exhibit 17A.

EXHIBIT 18

Board Member Litchfield moved with a second by Board Member Cortelyou to Approve the IDOT Resolution Appropriating Funds for the Payment of the County Engineer’s Salary. Motion carried with a roll call vote of 19 yeas, 0 nays, 0 pass, and 2 absent as Exhibit 18A.

Board Member Cortelyou moved with a second by Board Member Foster to Approve the IDOT Resolution for Maintenance Under the Illinois Highway Code. Motion carried with a roll call vote of 19 yeas, 0 nays, 0 pass, and 2 absent as Exhibit 19A.

EXHIBIT 20

Board Member Cortelyou moved with a second by Board Member Chapman to Approve the IDOT Local Public Agency Engineering Services Agreement with Hutchison Engineering Inc. Motion carried with a roll call vote of 19 yeas, 0 nays, 0 pass, and 2 absent as Exhibit 20A.

Board Member Cortelyou moved with a second by Board Member Erlandson to Approve Budget Resolutions A-D. Motion carried with a roll call vote of 19 yeas, 0 nays, 0 pass, and 2 absent as Exhibit 21A.

EXHIBIT 22

Board Member Cortelyou moved with a second by Board Member Foster to Approve the FY 2025 McDonough County Budget. Motion carried with a roll call vote of 19 yeas, 0 nays, 0 pass, and 2 absent as Exhibit 22A.

EXHIBIT 23

Board Member Litchfield moved with a second by Board Member Durkin to Approve the FY 2025 McDonough County Levy. Motion carried with a roll call vote of 19 yeas, 0 nays, 0 pass, and 2 absent as Exhibit 23A.

EXHIBIT 25

Gwynne Worthington presented plaques to County Chair Schwerer and County Clerk DeJaynes thanking them for their many years of service.

McDonough County resident Eric McKee spoke to the Board regarding the three bulls of his that had been shot, and to make them aware of how well the Sheriff’s Department handled the situation. McKee thanked Sheriff Petitgout for their hard work, and for catching the shooter in four hours.

Chair Schwerer entertained a motion that Days and Miles are checked, roll be called, and the Board recess until Wednesday, December 2, 2024 at 7:00 p.m. Board Member Blakeley moved with a second by Board Member Kipling to recess the meeting. Motion carried with a roll call vote of 19 yeas, 0 nays, 0 pass, and 2 absent. With no further business to discuss the meeting recessed at 7:55 p.m. Sheriff Petitgout gave the closing declaration.
