6.2. Rezoning proposal for the City of Greenville code.
Motion by Jo Keillor, seconded by Scott Darnell, Motion to recommend to the city council to adopt the new proposed zoning code with the modifications as recommended at the last meeting.

Mark Sargis, of 1302 Lake Shore Drive, does not live in the city but has rental properties in the city commented that the zoning changes are hard to follow. He said he had 3 different pages he wanted to reference, Page 383, Page 1151, but could not remember the third one. He feels the city needs to explain things clearly to the public. He did not see a staff report that summarized the changes, and Hollenkamp stated they did not ask the engineer for one.
Chism asked how concise should we be? Ratermann said going from 1 Residential to 4 Residential Zoning is the biggest change, and the majority of the properties have virtually no change.
Bill Schottel of 1004 Ridge is currently Resource Protection as there is farmland and livestock in the area. He does not want to see Commercial come in to his area. Ratermann said no city has agricultural anymore. Schottel does not want hotels, gas stations or nursing homes in his area. Ratermann said it would be hard to do for someone to bring that in as they would have to throw a lot of money at to get water, sewer and streets.
Samantha Pawlin of 623 South Ave is very glad that Ratermann attended this meeting as he was very insightful and explained things to where she could understand.
Sargis suggested a need to revise or update the Comprehensive Plan. He asked about a subdivision code and Ratermann said they have gone back to something that fits the size of our city.

Churches, temples, synagogues, mosques, and other religious facilities will be a permitted use in all zones
Manufactured house, other is being removed from use matrix
Manufactured housing, residential design is being added as a conditional use in commercial general
Radio, television, or wireless transmitter this use being deleted
Weather stations or transmitters is being renamed to Weather stations or transmitters (non-residential), and in the definitions it will be listed as: A facility for taking, recording, and reporting meteorological observations (other than home, residential use).
Mobile Home Parks now conditional use only in R4
Playground Equipment now being labeled Commercial Playground Equipment for public use
