City of Dallas City Council met June 16.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on June 16, 2025, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Peggy Newberry, Harold Northup Jr., and Greg Olson. Carole McDowell was absent.

Others attending the meeting were Anne Thompson, Madisyn Bell, Ruth Higgins, Had Gracey, Tracy Markey, and Josie Finch.

A motion was made by Olson, and 2nd by Northup to accept the minutes of the June 2, 2025, meeting. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

Ruth Higgins and Had Gracey appeared on behalf of the Sacred Heart Catholic Church. They would like for the council to let them know if they are interested in purchasing the Father Schram Hall in Dallas City, and if they are, how much they would be willing to pay.

Madisyn Bell introduced herself as the new Executive Director of the Hancock County Economic Development.

Tracy Markey discussed the city's sewer lagoon. He informed the council that it is currently a good time of year to put a dye into the lagoon to kill the algae that is present in it. He has been given an estimate of approximately $400 for the cost of the dye that needs to be put into the lagoon. A motion was made by Northup, and 2nd by Olson to allow Tracy Markey to purchase the dye to place into the sewer lagoon to kill the algae for approximately $400. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

Ruth Higgins asked about a PVC pipe that someone has placed in her yard without her permission and that appears to have sewage coming out of it occasionally. The city will check on this.

Mayor Six reported that he spoke to real estate agent Brenda Young regarding the old high school building. She informed Mayor Six that the owner of the property has informed her that he would sell the building for $14,000.

Discussed the storage shed behind the water salesman. It appears that it needs to be repaired or removed.

Mayor Six reported that Verizon is still very interested in putting a tower up on the city's property by the old sewer plant on West First Street.

Discussed a pontoon boat that is sitting west of the boat docks. It appears that the boat is sitting on the boat owner's property.

The city attorney presented Mayor Six with a Return-To-Work (RTW) Program policy to sign. This is being required by the Illinois Municipal League Risk Management Association as a requirement of membership in the Risk Management Association program. A motion was made by Olson, and 2nd by Northup to adopt the Return-To-Work Program policy. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

The city attorney discussed the appropriations ordinance for the 2025-2026 fiscal year. A motion was made by Olson, and 2nd by Northup to approve, in tentative form, Ordinance #683, the Ordinance for Appropriations for the May 1, 2025, to April 30, 2026, fiscal year. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

Discussed the city cemetery and empty plots.

A motion was made by Northup, and 2nd by Olson to enter executive session to discuss the possible purchase of property pursuant to 5 ILCS 120/2(c)(5). McDowell-ABSENT, Newberry-AYE, Northup AYE, Olson-AYE, and Six-AYE.

The meeting entered executive session at 6:15 p.m.

The meeting re-entered regular session at 6:37 p.m.

Discussed making an offer to the Sacred Heart Catholic Church for their Father Schram Hall building. A motion was made by Newberry, and 2nd by Olson to give Mayor Six authority to offer the Sacred Heart Catholic Church $30,000 for their Father Schram Hall building and to increase the offer up to $40,000 if needed. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. Newberry, Northup, Olson, and Six AYE. McDowell ABSENT.

The meeting was adjourned at 6:39 p.m.
