City of Dallas City Council met July 7.

The Dallas City City Council held its regular meeting on July 7, 2025, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.
Others attending the meeting were Anne Thompson, Alissa Tucker, and Doug Erickson.
A motion was made by McDowell, and 2nd by Olson to accept the minutes of the June 16, 2025, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Alissa Tucker appeared on behalf of the Dallas City Community School District. They did not have anyone make a bid for their snow removal next winter, and she asked if the city would be willing to do it. They would pay $115 each time snow had to be removed. The council doesn't feel that this is something that they can do for another taxing district.
Commissioner Newberry informed the council that the Dallas City Celebration Committee has requested that the grass around the city hall building be mowed for the city's celebration the last weekend in July.
Discussed the possibility of Verizon putting up a tower in town. There have been a few residents who have expressed their concern about this to members of the council.
Doug Erickson reported that the bid letting for the OSLAD Walking Path project was held last week. The following bids were received:
Trotter General Construction Inc. $473,000.00
Laverdiere Construction Inc. $383,421.00
Tri State Excavating $384,000.00
Hood Construction Group Midwest, LLC $512,000.00
D & L Excavating Inc. $536,100.00
A motion was made by Northup, and 2nd by McDowell to accept the bid from Laverdiere Construction Inc for $383,421.00. McDowell, Newberry, Northup, Olson, and Six AYE.
Mr. Erickson discussed the idea of also putting in benches and concrete pads since the bid came in as low as it did. He has spoken to Laverdiere Construction Inc. and they would also put in 6 benches and concrete pads for $51,000.00. A motion was made by Northup, and 2nd by Olson to accept the bid of $51,000.00 from Laverdiere Construction Inc. for 6 benches and concrete pads. McDowell, Newberry, Northup, Olson, and Six AYE.
Mr. Erickson reported that the city has received a violation notice from the IEPA. Benton Engineers is planning on contacting TEST Inc. to see what they are doing to correct this problem. Also, discussed some of the things that possibly could be causing the problems and the possible solutions.
Mr. Erickson also reported that they are still working on the lift station project.
Mayor Six reported that he has been contacted by a construction company wanting to know if the city would be willing to let them dump approximately 65 loads of dirt on city property. The council is not interested in this.
The Sacred Heart Catholic Church has contacted Mayor Six regarding the city's offer for the Father Schram Hall building. Since they are including the contents with the building, they would like $33,000. A motion was made by Newberry, and 2nd by Olson to purchase the Father Schram Hall building and contents for $33,000. McDowell, Newberry, Northup, Olson, and Six AYE.
Discussed a tree at 374 West Third Street that is on city property and appears to need to be removed. It was decided to get bids for the removal of this tree. Bids will be opened at the August 4, 2025, meeting.
The city has received an invoice from the Western Illinois Regional Council in the amount of $483 for 2025 dues. This will be discussed more at the next meeting.
A motion was made by Northup, and 2nd by Newberry to enter executive session to discuss personnel pursuant to 5 ILCS 120/2(c)(1). McDowell-AYE, Newberry-AYE, Northup-AYE, Olson-AYE, and Six-AYE.
The meeting entered executive session at 6:29 p.m.
The meeting re-entered regular session at 6:59 p.m.
A motion was made by Northup, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.
The meeting was adjourned at 7:00 p.m.
