City of Jacksonville City Council met July. 28.

Here are the minutes provided by the council:

Members of the public have the option to attend the in-person City Council meeting or watch the live City Council meeting via live video located on the City of Jacksonville’s website jacksonvilleil.gov

The Jacksonville City Council Meeting was called to order at 6:44 p.m. by Mayor Andy Ezard in the Council Chambers of the Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Don Cook, Brett Henry, Joe Lockman, Lori Large Oldenettel, Aaron Scott, and Eren Williams; Mayor Andy Ezard; City Attorney Dan Beard; and City Clerk Angela Salyer. Absent were Aldermen Terissa Heape, Alison Rubin de Celis, Darcella Speed, and Mary Watts. A quorum was declared.

MINUTES: Motion was made by Scott, seconded by Henry, to accept the July 14, 2025 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS:

City Clerk Salyer read communications from Kevin Eckhoff from Jacksonville Memorial Hospital regarding road closures for their 5K/10K race that will be held on Saturday, October 18, 2025. There were no objections from the Council.

Mayor Ezard had communications requesting that a street be named for Arthur “Art” Wilson. This has not happened since 2008 when a street was named after Ken Norton. At that time there were three meetings to discuss that and it was sent to the Planning and Public Works committee. Mayor Ezard will send the Council the minutes from 2008 and he will report back to Vanessa after the matter has been discussed.

MAYOR’S REPORT:

1. Jacksonville Police Department plaque presentation – Doug Klendworth, 20 years of service. Chief Doug Thompson recognized Doug Klendworth for his 20 years of service and presented him with a monogramed plaque for his dedicated service.

CITY ATTORNEY’S REPORT:

CA Beard explained that since there are only six aldermen present at tonight’s meeting, anything on the agenda that is waiving public bids and accepting proposal must have 2/3 vote of the Council. Since we do not have that tonight, Items 1, 2, and 3 on Utility will be pulled and addressed at the next meeting.

CITY CLERK’S REPORT: No discussion.

PUBLIC COMMENT: No discussion.

CONSENT AGENDA: (Items addressed under the Consent Agenda are routine or are brought forward at the direction of the Council and are enacted with one motion. If discussions were desired, that item would be removed from the Consent Agenda and considered separately under the Committee Reports.)

1. City Treasurer’s Report – June 30, 2025. City Treasurer Beth Hopkin’s report for June 30, 2025, in which totals for cash receipts, cash disbursements, investments and balances for all City bank and investment accounts were given.

Motion was made by Scott, seconded by Lockman to accept the Consent Agenda. Mayor Ezard asked for discussion or if there were any items to be pulled and there were none.

ROLL CALL: 6 Yeas; 0 Nays; 4 Absent (Heape, Rubin de Celis, Speed and Watts) Motion carried 6-0-4.

OLD BUSINESS:

Ald. Oldenettel wanted to commend Com. Dev. Dir. Nyberg on the work he has done with the Two Rivers Land Bank and how great it has been for the City. She recognizes how much work it is and how remarkable everything that has been accomplished. Ald. Oldenettel also wanted to recognize Supt. Fletcher on all the work he has done for our parks and how amazing they look.

NEW BUSINESS: No discussion.

ADJOURNMENT: With no further discussion, motion was made by Cook, seconded by Williams, to adjourn the meeting at 6:56 p.m.
