City of Dallas City Council met Sept. 15.
Here are the minutes provided by the council:
The Dallas City City Council held its regular meeting on September 15, 2025, at 5:30 p.m. In the absence of Mayor Kevin Six, Finance Commissioner Peggy Newberry called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.
Others attending the meeting were Anne Thompson, Darren Smith, Dave Dooley, Tracy Markey, and Gary Smith.
A motion was made by McDowell, and 2nd by Olson to accept the minutes of the September 2, 2025, meeting. McDowell, Newberry, Northup, and Olson AYE. Six ABSENT.
Darren Smith discussed the over population of cats in town. He feels that the city needs some kind of ordinance to help with this problem. The council has discussed this, and the city attorney will be asked what the city might be able to do to help solve this problem.
Dave Dooley discussed a property that he mows for the owner. The neighbor's dog has been using this property to go to the bathroom, and the neighbor does not pick up the dog's feces. The same neighbor has been setting her garbage outside, but not where it is supposed to be placed for trash pick-up. Animals are then getting into the garbage and spreading it into the property owner's yard. He also informed the council that this same neighbor is not taking care of the weeds around her property. The police chief will check on this and issue an ordinance violation if one needs to be issued.
Police Chief Gary Smith presented the council with an updated nuisance ordinance violation sheet. Discussed a few other locations that need to be added to this list. The police chief will check on these and issue any needed ordinance violations.
Police Chief Smith also presented the council with his monthly report for August 2025. The police department has received 8 doses of NARCAN from ILEAS at no charge to the city. He has placed 3 doses in each squad car and 2 doses in his office. He will be attending the Deflection Law Enforcement Summit in Carthage on September 24. He also has training in Moline, Illinois, on September 29 to October 1. He has checked the light at the Veterans Memorial, and it does appear to be set up as a street light. He suggested installing a flood light.
Discussed the road up to the city's water tank. The streets employee has cut up a couple of trees that had the road blocked. It does need some gravel, and he will be working on getting some gravel hauled in and spread out.
Discussed possibly doing zoning within the city or possibly an ordinance to prevent certain things from happening.
Discussed a speed limit sign along West Fifth Street that the property owner has requested to be moved. The streets employee will be instructed to move the sign a few feet.
Discussed Pay Estimate #2 for the OSLAD project. Laverdiere Construction's pay estimate #2, less 10% retainage, totals $217,515.08. A motion was made by Northup, and 2nd by Olson to pay Laverdiere Construction $217,515.08 for pay estimate #2 out of the OSLAD Grant Fund Account. McDowell, Newberry, Northup, and Olson AYE. Six ABSENT.
The city clerk informed the council that the other $300,000 for the OSLAD project has been obtained from the Bank of Stronghurst on a short-term loan until the funds are obtained from the State of Illinois.
A motion was made by Northup, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Northup, and Olson AYE. Six ABSENT.
The meeting was adjourned at 6:01 p.m.
