Jerseyville City Council approves meeting dates

The Jerseyville City Council met Dec. 6 to approve meeting dates.

Here are the meeting's minutes, as provided by the council:

The Jerseyville City Council makes laws, budgets city money, investigates city agencies and employees as needed, and generally serves as the legislative division of the municipal government. The council meets at 6 p.m. on the second and fourth Tuesday of each month.

DECEMBER 6, 2016

The Jerseyville City Council met in regular session on Tuesday, December 6, 2016, at 6:00 p.m. in the Jerseyville City Hall.

Roll call: Present were Commissioners Steve Pohlman, Gary Goetten, Kevin Stork, and Richard Perdun and Mayor Bill Russell. Also present was Attorney Todd Parish.

Comm. Pohlman led the opening prayer and the Pledge of Allegiance was recited.

A motion was made by Comm. Perdun and seconded by Comm. Stork to approve the minutes of the last regular meeting on November 22, 2016, Roll call vote showed all ayes, no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Pohlman, to approve the bills as presented which totaled $553,732.47. Roll call vote showed all ayes, no nays, motion carried.

The Annual Employee Service Awards were given out by the Commissioner/Mayor over the department. Comm. Goetten recognized Angela Sullivan for 5 yrs. in Parks & Recreation, Comm. Stork recognized Cathie Ward for 40 yrs. in the City Clerk’s office; Mayor Russell awarded the following employees: from the Fire Dept. Chris Collins, 10 yrs., Daren Howland, 20 yrs., David Harmon, 25 yrs., Shaun Isringhausen, 25 yrs., Joe Travers, 25 yrs., Charles Updike 35 yrs.; from the Police Dept. Angela Laird, 5 yrs., Susan French 15 yrs., Robert Walker, 5 yrs., Jacob Shain, 10 yrs., Matthew Schultz 15 yrs., and Chief of Police Brad Blackorby for 20 yrs.

A motion was made by Comm. Stork, seconded by Comm. Goetten, to approve the list of Council Meeting dates for 2017. Roll call vote showed all ayes, no nays, motion carried.

A motion was made by Comm. Perdun, seconded by Comm. Goetten, to approve the installation of 3 new streets lights on Estates Drive. Roll call vote showed all ayes, no nays, motion carried.

A motion was made by Comm. Goetten, seconded by Comm. Stork, to approve the new rates for the rental of the pool. Kiddie Pool (9:30-11:30 a.m. only) Mon-Thurs $90 Fri-Sun $100 ; Main Pool Mon-Thurs $175 Fri-Sun $200, Entire Facility Mon-Thurs $200 Fri-Sun $250. Roll call vote show all ayes, no nays, motion carried.

A motion was made by Comm. Pohlman, seconded by Comm. Perdun, to approve an increase in the water and sewer tap on fees which will go into effect on January 1, 2017. Roll call vote showed all ayes, no nays, motion carried. Ord #1681.

A motion was made by Comm. Stork, seconded by Comm. Goetten, to approve an ordinance establishing an Enterprise Zone within the City of Jerseyville, with said Enterprise Zone being within Jersey and Greene Counties encompassing contiguous portions of the City of Jerseyville, the City of Grafton, the Village of Brighton, the City of White Hall, the City of Carrollton, the City of Roodhouse, and the Village of Godfrey. Roll call vote showed all ayes, no nays, motion carried. Ord #1682.

A motion was made by Comm. Perdun, seconded by Comm. Stork, to approve the intergovernmental agreement between the City of Jerseyville and the other participants in the Enterprise Zone. Roll call vote showed all ayes, no nays, motion carried.

Comm. Pohlman, along with the entire Council, complimented the Downtown Country Christmas held on 11/26/16. It was sponsored by JCBA with help from the Cemetery Dept., the FFA, and many volunteers.

A motion was made by Comm. Pohlman, seconded by Comm. Goetten, to go into closed session to discuss closed meeting minutes & possible litigation. Roll call vote showed all ayes, no nays, motion carried. Open session resumed at 6:48 p.m. Comm. Perdun made a motion, seconded by Comm. Stork, to adjourn the meeting. Roll call vote showed all ayes, no nays, motion carried.
