Pittsfield City Council met May 2.

Here is the minutes provided by the Council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, May 2, 2017, at 7:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Ed Knight, Paul Lennon, Robert Ritchart, Bill Scheiwe, Robert Wilson, Kevin Wombles and Robert Wood.

Absent: Alderman Kevin Ketchum.

Mayor Hayden presided.

City Attorney Mike Hollahan swore in the newly re-elected officers.

Alderman Wood moved to approve the minutes of the last regular Council meeting.

Alderman Scheiwe seconded the motion.

Present:Wombles (1)

The motion carried.

Alderman Knight moved to bypass the bidding process for the concrete alley by the new Niemann Foods Haymaker’s store due to the cost being below the estimate and being a part of the current project.

Alderman Lennon seconded the motion.

The motion carried.

Alderman Knight moved to accept the bid from Bill Schlipman in the amount of $59,500.00 to do the concrete work for the alley by the new Niemann Foods Haymaker’s store to be paid out of TIF funds.

Alderman Wood seconded the motion.

Alderman Wombles moved to fast-track paperwork to Illinois Department of Transportation for the 260th Avenue project to be paid from Motor Fuel Tax funds if the conference with them goes well, or if the conference with them doesn’t go well, the project will be paid from TIF funds and the Motor Fuel Tax funds will be rolled into a bigger project next year.

Alderman Lennon seconded the motion.

Alderman Wombles moved to approve payment of $47,313.67 from the Wastewater Treatment Facility Fund for final disbursements on the Wastewater Project in excess of the total loan amount provided by Illinois Environmental Protection Agency instead of requesting a loan increase.

Alderman Knight seconded the motion.

Alderman Knight moved to allow Chris Petty and Richard Clendenny to demolish the old Animal Shelter building. They will be required to sign an agreement holding the City harmless for damages and have the demolition complete within 30 days.

Mayor Hayden said he thought the Higbee situation had been taken care of but Mr. Dolbeare says he may have a buyer for the property. We have had a request for seasonal camping at Pittsfield Lake. Mayor Hayden said we have never allowed it in the past and we are not going to now. Mayor Hayden has bid estimates for 260th Avenue, the alley by Haymakers, Higbee Street from Memorial to Jackson Streets, and Clarksville Road Phase II, traffic lanes only and curb to curb if anyone wants to look at them. A list of committees has been distributed and there are not many changes this year. Summer help ads are due tomorrow by 4:30 p.m. We have received four applications so far. Tom Reinhardt will be off of work from May 4-12 and Mayor Hayden asked that no one call him while he is gone unless it is an emergency. Mayor Hayden will ask Tom Reinhardt to check the Ruble house on Washington Street. Neighbors have complained that varmints are coming in and out of the house. Alderman Knight said the Lake Advisory Board has created a “wish list.” Some items utilize volunteer help and some involve help from City employees. Liability insurance would be covered.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Alderman Scheiwe moved to go into closed session at 7:23 p.m. to discuss the sale of property.

Alderman Wood moved to go back into open session at 7:35 p.m.

Alderman Knight moved to adjourn this meeting at 7:35 p.m.
