Village of South Jacksonville Board of Trustees met January 4.

Here is the minutes provided by the Board:

Call to Order - Presentation of the Colors

Mayor Harry Jennings called the meeting to order at 7:00 p.m.

Noted.

Pledge of Allegiance:

The Pledge of Allegiance was led by Steve Waltrip.

Roll Call:

Present: Village President Harry Jennings; Village Clerk Megan Moore; Trustees: Steve Waltrip, John Gotschall, Stacy Pinkerton, Paula Belobrajdic-Stewart, Dick Samples and Greg Nelson.

Also present: Fire Chief David Hickox, Office Manager/Treasurer Tiffanee Peters, Chief of Police Tim Mann and Village Attorney Rob Cross. Absent: Superintendent of Public Works John Green

Approval of Agenda:

Stacy Pinkerton, trustee, made a motion to approve the Agenda as presented, Greg Nelson, trustee, seconded, and motion carried unanimously.

Motion carried.

Comments from the Floor:

Clerk's Report:

Dick Samples made a motion to approve the regular Board of Trustees minutes of December 7, 2017, Greg Nelson seconded, and motion carried unanimously.

Motion carried.

Correspondence: JREDC card thanking Mayor Jennings and Trustees for their support. -Shawn R.

Treasurer’s Report:

Mayor Jennings asked for a motion to approve the Treasurer's Report for November 2017. Steve Waltrip moved, Stacy Pinkerton seconded, and motion carried unanimously.

Motion carried.

December 2017 Payables; General Fund checks $195,403.82, no TIF checks, MFT $1,858.25, Tourism $3,815.00, water/sewer deposit refund checks $200.00, manual checks for December $4,015.00, total December payables $199,968.82.

Mayor Jennings asked for a motion to approve December payables, trustee Paula Stewart asked Treasurer/ Office Manager Tiffanee Peters on some water purchases, Fastenal versus Walmart, discussion ensued on deliveries and prices, Peters also mention the bottom line dollar also includes Mid America (2), Dick Samples made a motion, Greg Nelson seconded, and he motion carried unanimously.

Mayor's Report:

1.Christmas tree pickup; Mayor Jennings noted tomorrow is the last day for tree pick up.

2.State of Illinois City & County-January 10, 2018 Mayor Jennings mentioned this will be held at Jacksonville City Hall.

Noted.

3.South East Drainage Project; Mayor Jennings mentioned this is done except for some minor things they will need to finish up in the spring and put a cross over in.

Noted.

4.Building Permits; Mayor Jennings noted there were 2 building permits totaling $312,150.00, permit fees of $536.00.

Noted.

Committee Reports:

1.Personell; Mayor Jennings asked for a motion to enter closed session at 7:07pm; Dick Samples made a motion, Steve Waltrip seconded, followed by a roll call (Yes) Dick Samples, John Gotschall, Paula Stewart, Steve Waltrip, Greg Nelson, Stacy Pinkerton and Harry Jennings.

Motion Carried.

Steve Waltrip made a motion to enter open session at 7:36pm, Greg Nelson seconded, followed by a roll call (Yes) Greg Nelson, Stacy Pinkerton, Dick Samples, John Gotschall, Steve Waltrip and Paula Stewart.

Motion Carried.

2. Public Protection – John Gotschall mentioned Chief Mann handed out a Police Report on their activity the past 30 days. Chief Mann noted if there were any questions or anything the board would like more detail on to ask. Chief Mann gave highlights on the bust that took place at Qik-N- EZ and the 2 firearms that they took off of the street that could have potentially been dangerous.

3. Concert in the Cornfield; Steve Waltrip asked if any more figures have come through, Paula Stewart mentioned there was one check she gave tonight and Peters, Treasurer mentioned that we are only waiting on one more.

Action Items:

1.Resignation- Part Time Officer- Officer Wes Helmich Mayor Jennings asked for a motion to accept the resignation, Stacy Pinkerton made a motion, Greg Nelson seconded followed by a roll call, (Yes) John Gotschall, Paula Stewart, Steve Waltrip, Greg Nelson, Stacy Pinkerton and Dick Samples.

Motion carried.

2. Hiring of Part Time Officer- Brock Meyer and Andrew Haas; $15.43 an hour. Mayor Jennings asked for a motion to approve this Stacy Pinkerton made a motion, Dick Samples seconded followed by a roll call; (Yes) Steve Waltrip, Greg Nelson, Stacy Pinkerton, Dick Samples, John Goschall and Paula Stewart. (to hire both)

3. Promotion of Officer(s)- Mayor Jennings explains Officer Colt Gerdaus would go to Sergeant which would be a $1.50/hour raise which would take him to $20.97/hour. Mayor Jennings asked for a motion to approve this promotion, Dick Samples made a motion, Steve Waltrip seconded followed by roll call (Yes) Stacy Pinkerton, Dick Samples, John Gotschall, Steve Waltrip, Paula Stewart and Greg Nelson.

Motion Carried.

Mayor Jennings explains Officer Mike Broaddus would be moved to Master Sergeant which is $.50/ hour raise and he would ne at $23.42/hour. Mayor Jennings asked for a motion to approve this promotion, Dick Samples made a motion, Steve Waltrip seconded, followed by roll call; (Yes) Dick Samples, John Gotschall, Paula Stewart, Steve Waltrip, Greg Nelson and Stacy Pinkerton.

Motion Carried.

4. Hiring of Crossing Guard; Mayor Jennings noted this would be Margary Bruington receiving $12.70/hour which matches Jacksonville, 20 minutes in the morning and 20 minutes in the afternoon and is paid for 2 hours. Mayor Jennings mentioned she has already passed all of the background checks, Steve Waltrip noted he knew her and was a great person.

Dick Samples asked Chief Mann if she will be equipped with radio access to the PD, Chief Mann mentioned she will not be but we could move to that if the board chooses to do so.

Mayor Jennings asked for a motion to approve this hire and get her equipped with radio access, Steve Waltrip made a motion, Stacy Pinkerton seconded followed by a roll call, (Yes); Paula Stewart, Steve Waltrip, Greg Nelson, Stacy Pinkerton, Dick Samples and John Gotschall.

5. Gaming License Ordinance(s)- Mayor Jennings notes we have 2 of these, one which creates the gaming licenses and one that will create the number of gaming licenses.

Motion carried.

Mayor Jennings asked for a motion to approve the first one that creates the Gaming License; Stacy Pinkerton made a motion, Greg Nelson seconded followed by a roll call; (Yes) John Gotschall, Paula Stewart, Steve Waltrip, Greg Nelson, Stacy Pinkerton and Dick Samples.

Mayor Jennings asked for a motion to approve the second one that creates the number of licenses; Paula Stewart made a motion, Greg Nelson seconded followed by a roll call (Yes) Dick Samples, John Gotschall, Paula Stewart, Steve Waltrip, Greg Nelson and Stacy Pinkerton.

Motion Carried.

6. Liquor License Ordinance Amendment- (Amends 66 that adds an additional class of license/add gaming parlor liquor license Mayor Jennings notes);

Mayor Jennings asked for motion to pass this, Dick Samples made a motion, Stacy Pinkerton seconded, followed by roll call (Yes)- Steve Waltrip, Greg Nelson, Stacy Pinkerton, Dick Samples, John Gotschall and Paula Stewart.

7. Engagement of Services- Benton and Associates; Engineering work for the concrete behind the Fire Department.

Mayor Jennings asked for a motion approve this Stacy Pinkerton made a motion to approve, Steve Waltrip seconded followed by roll call; (Yes) Stacy Pinkerton, Dick Samples, John Gotschall, Steve Waltrip, Paula Stewart and Greg Nelson.

Motion Carried.

8. Approval for Prairieland to use Billboard through March 10, 2018. Paula Stewart asked if this takes effect immediately, Mayor Jennings notes as soon as they get the Village what they would like on the sign is received. Dick Samples mentioned the Village will be paying for this out of the Tourism fund he believed, Mayor Jennings agreed. No cost to Prairieland.

Paula Stewart made a motion to approve, Stacy Pinkerton seconded followed by roll call (Yes); Greg Nelson, Stacy Pinkerton, Dick Samples, John Gotschall, Steve Waltrip and Paula Stewart.
