City of Beardstown City Council met February 20.

Roll Call


The City Council of the City of Beardstown, Cass County, Illinois met in regular session Tuesday, February 20, 2018 at the Beardstown City Hall, 105 West Third Street at 7:02 P.M. At the above time and place, the following members were present: Mayor Leslie A Harris, City Clerk Brian Ruch, Alderpersons: Tom Penwarden, Robert Burget, Tim Harris, Ron Culves, Gabe Seward, Sally Lael, Mary Davis and Tracey Price. Absent: none. There being a quorum present, the meeting was called to order.

Public Comment

Tina Williamson from Elevate Energy gave a presentation on the energy education challenge. Williamson informed Beardstown is one of three communities selected for this year's challenge. Minimum prize awarded is $10,000.00. Bob Walters stated his opposition to the proposed agreement to provide ambulance services to Eastern Cass County. Debbie Large informed the committee meeting was not called to order. Large voiced her disapproval of the job performance of the code enforcement officer and did not agree with the City paying for repairs to the code enforcement officer's truck.

Minutes Approved

Motion by Penwarden, seconded by Burget “That the reading of the minutes of the meeting held February 6, 2018 be dispensed with, that the minutes be approved as published." passed unanimously by voice vote.

Consent Agenda Filed

Motion by Penwarden, seconded by Burget "That the routine reports of the  Consent Agenda be approved and filed." passed unanimously by roll call vote under the Omnibus Vote Designation.

Change Order#2 Beard Street Water Main Project

Motion by Lael, seconded by Burget "That Change Order#2 for the Beard Street Water Main Replacement Project be approved." passed by 8-0 roll call vote. Yea: Burget, Culves, Davis, Harris, Lael, Penwarden, Price and Seward. No: none. Absent: none. Change Order grants a 60 day time extension.

Use of Art Zeeck Park-Cinco De Mayo Celebration

Motion by Burget, seconded by Davis "That a request from the Amigos Unidos Committee for the use of Art Zeeck Park on Sunday, May 6, 2018 for the Cinco De Mayo celebration be approved." passed unanimously by voice vote.

Ambulance AgreementsTabled to Committee

Motion by Culves, seconded by Harris "That agreements to provide ambulance service to Eastern Cass County and Western Cass County be tabled to the "Committee As A Whole" with power to act." passed by 8-0 roll call vote. Yea: Burget, Culves, Davis, Harris, Lael, Penwarden, Price and Seward. No: none. Absent: none.

There being no further business to come before the Council, the meeting adjourned at 7:36 P.M. on the motion of Davis, seconded by Burget.
