Village of South Jacksonville Board of Trustees met March 1.

Here is the minutes provided by the Board:

Call to Order:

Mayor Jennings called the meeting to order at 7 p.m.

Noted.

Pledge of Allegiance:

The Pledge of Allegiance was led by Trustee Dick Samples.

Roll Call:

Present: Village President Harry Jennings, Village Clerk Megan Moore; Trustees: Greg Nelson, Dick Samples, John Gotschall, Stacy Pinkerton and Paula Belobrajdic-Stewart.

Also present: Lieutenant Tim Mann, Fire Chief David Hickox, and Village Attorney Rob Cross, John Green Superintendent of Public Works and Tiffanee Peters Treasurer/ Office Mananger as well as Hutchinson Engineer Jim Burke.

Approval of Agenda:

Mayor Jennings asked for a motion to approve the agenda, Trustee Dick Samples asked to table #7 concerning the 7 ton weight limit as he mentioned was a request of Chief Mann as the Board needs to take back to committee on handling the law with this, Stacy Pinkerton made a motion to approve the agenda absent #7, Greg Nelson seconded and the motion carried unanimously. None.

Motion carried.

Clerk's Report:

1.Stacy Pinkerton made a motion to approve the Board of Trustees minutes of February 1, 2018, Dick Samples seconded, and motion carried unanimously.

Motion carried.

Correspondence:

Village Clerk Megan Moore read a thank you card from the family of Janet McDade which is the late mother in law of Trustee Paula Stewart. Stewart thanked everyone for the calls, card, flowers, nice words and food.

Treasurer's Report:

Mayor Jennings asked for a motion to approve the Treasurers report for January 2018, Stacy Pinkerton made a motion, Dick Samples seconded, and the motion carried unanimously.

Motion carried.

2.Mayor Harry Jennings asked for a motion to approve the Payable for February 2018, General Fund checks of $252,147.95, TIF check to Morgan County RPC for $8,000.00, Motor Fuel Tax Checks $0.00, Tourism $0.00, Water/Sewer Deposit Refunds $700.00 for a total of $252,847.95.

Dick Samples made a motion, Stacy Pinkerton seconded, and the motion carried unanimously.

Motion carried.

Mayor's Report:

1.John Green, Superintendent of Public Works gave an update on water meters, out of 1,550.00 they have 400 left to do, slowing down as they are awaiting phone calls back to make appointments etcetera. Green mentioned there is a letter drafted that as of 3 times of trying to reach a person and no response their water will be shut off.

2.Water/Sewer rates; Mayor Jennings noted the Village just had their final increase of $5.00, he also mentioned that the bulk of that is our sewer since both of ours are billed together. Spoke on behalf of looking at ways of reducing our sewer costs.

Discussion ensues on sewer and infiltration etcetera.

3.Snow Removal; John Green gave an update noting when they plow they plow every single street curb to curb, regardless is a side street or not. When it is ice he said we do not, we do not have it in the budget, he noted if that's what the board wants him to do then they will do it but to keep in mind the salt budget will be big and the man hours for this/ over time and only have 1 salt truck approximately 6-7 hours over time or looking for more spreading equipment. Could approximately add $25,000.00-$30,000.00 a year more. He notes not all communities do all side streets. He mentions he has no problem doing so if that is what the board decides. They do salt all main roads and intersections and try to get the side ones that are trouble spots and from there depends on the Police Department who he mentioned are very good on letting the guys know if something needs more attention.

Trustee Pinkerton suggests taking back to committee and see what we can't do to get more salt added to the streets. Green notes he is fine with that and has also been with the Village 22years and in his time has never done all side streets.

Mayor Jennings mentioned it sounds like a money issue and since it is getting close to budget time we could bring this up and see what we can do for this. Trustee Stewart asked Trustee Nelson is we could put this on his committee, he agreed.

Committee Reports:

Public & Planning facilities; Greg Nelson notes that most of what was discussed in the meeting are listed as action items this evening.

-Roadwork around the school- bid

-Fire Department concrete-bid

-Snow removal

Public Protection; Trustee John Gotschall mentioned that for Public Protection there are 4 action items this evening that were talked about in committee which are numbers 8,9,10, and 11. Chief Mann gave a report that they handled 1,891 calls and assist with the Fire Department who handled 59 fire/medical calls and let the board know if they have any questions or concerns he is willing to answer.

Chief Mann notes Prairie Land Heritage is paying an officer to be there from 10:00 am - 6:00 pm.

Chief Mann mentioned he spoke with Jacksonville Mayor Andy Ezard in regard to the 4-way stop, and he is to appear in front of their council, he mentioned Jacksonville does not have a problem with the 4-way they are just unsure if necessary.

Chief Mann mentions that this Sunday March 4, 2018 we will remember the Fallen Officer, Officer Scott Fitzgerald and that tragic accident.

Mann would also like to note that their Facebook page is a tool they are using to reach and update the public as well.

Personnel; Finance; Mayor Jennings noted they just talked about salary caps and nothing is finalized, just ideas. Discussion on action items for school

Parks and Tourism; Stacy Pinkerton trustee noted she wanted to explain how the Billboard works brought to committee and if approved she will call them after it is approved from the meeting. She explains how the process is handled.

Discussion ensues on lost people being shown on the Billboard, public versus private use. Motor Cycle Awareness chair speaks along with Chris Norton on this behalf with the board. Mayor Jennings made it clear they have to be careful when identifying people on a billboard- Public versus private use.

Action Items:

1.Ordinance Accepting the Proposal of Prairie State Bank & Trust – School Project; Mayor Jennings asked for a motion to accept this Stacy Pinkerton made a motion, Dick Samples seconded followed by a roll call (Yes); Dick Samples, John Gotschall, Paula Stewart, Greg Nelson and Stacy Pinkerton.

2.Ordinance Approving Engagement Letter with Ice Miller as Bond Counsel; Mayor Jennings asked for a motion to accept this Stacy Pinkerton made a motion, Dick Samples seconded followed by a roll call (Yes); Paula Stewart, Greg Nelson, Stacy Pinkerton, Dick Samples and John Gotschall.

3.Engagement of Services for School Roadwork – K.E. Vas; $811,917.60 starting April 1, 2018, Mayor Jennings asked for motion, Stacy Pinkerton made a motion, John Gotschall seconded followed by a roll call (Yes) Greg Nelson, Stacy Pinkerton, Dick Samples, John Gotschall and Paula Stewart.

Motion carried.

4.Engagement of Services for Fire Department Concrete Work – Kinney Contractor's; $65,411.00 Mayor Jennings asked for a motion, Dick Samples made a motion, Stacy Pinkerton seconded followed by a roll call (Yes) John Gotschall, Paula Stewart, Greg Nelson, Stacy Pinkerton and Dick Samples.

5.Approval Use of Billboard – Jacksonville Promise March 11-April 21; Mayor Jennings asked for a motion Stacy Pinkerton made a motion, Greg Nelson seconded followed by a roll call (Yes) Greg Nelson, Stacy Pinkerton, Dick Samples, John Gotschall and Paula Stewart.

Motion carried.

6. Approval Use of Billboard – A.B.A.T.E. April 22May 31; Mayor Jennings asked for a motion Stacy Pinkerton made a motion, Paula Stewart seconded, followed by a roll call (Yes) Stacy Pinkerton, Dick Samples, John Gotschall, Paula Stewart and Greg Nelson.

Motion carried.

7.Ordinance- 7 Ton Weight Limit on Village Roads; Tabled

8.Approval of Fire Department Mutual Aid Agreement; Mayor Jennings asked for a motion, Paula Stewart made a motion, Stacy Pinkerton seconded followed by a roll call (Yes) Dick Samples, John Gotschall, Paula Stewart, Greg Nelson and Stacy Pinkerton. There were no dissenting votes.

Motion carried.

9.Move Officer Curtis to Full-Time; $16.94/hourMayor Jennings asked for a motion Greg Nelson made a motion, Paula Stewart seconded followed by a roll call (Yes) Paula Stewart, Greg Nelson, Dick Samples and John Gotschall. Abstain; Stacy Pinkerton- noted she abstains do to being a relative.

Motion carried.

10.Approval of Joint Dispatch Agreement; Mayor Jennings asked for a motion to approve this Greg Nelson made a motion, Stacy Pinkerton seconded followed by roll call (Yes) Greg Nelson, Stacy Pinkerton, Dick Samples, John Gotschall and Paula Stewart. There were no dissenting votes.

Motion carried.

11.Approval Purchase of In-Car Cameras for Police Department; Watch Guard $18,513.00- Harry Jennings asked for a motion Paula Stewart made a motion, Stacy Pinkerton seconded followed by roll call (Yes) Dick Samples, John Gotschall, Paula Stewart, Greg Nelson and Stacy Pinkerton. There were no dissenting votes.
