McDonough County Road and Bridge Committee met April 5. 

Here is the minutes as provided by the committee:

The McDonough County Road and Bridge Committee held their monthly meeting on Thursday, April 5, 2018 at 7:00 p.m. The meeting was held at the McDonough County Courthouse, 3rd Floor, Law Library. Committee members present included Chairman Clarke Kelso, Dave Cortelyou, Rod McGrew, Mike Cox, Trevor Toland, Dick Marcott, Marcia Twaddle, Earl Sims, and County Chairman Scott Schwerer.


Other persons present included: Patrick Stout, Engineer Rick Walker, Dave Cadwalader, Tara Litchfield, Michael Kirby, Joe Erlandson, Jamie Hocker, and County Clerk Gretchen DeJaynes.

Chairman Clarke Kelso called the meeting to order at 7:00 P.M.

Review & Approve March 1, 2018 Minutes

Member Cox moved with a second by Member Twaddle to approve the March 1, 2018 minutes as submitted. Motion carried on a voice vote.

Project Update

County Engineer Rick Walker gave the project update.

Cardinal Point Wind Turbine Update

The road use agreement was discussed.

Approve Resolution for Township District #1 County Aid Project #1752-55 (N1050-E699) - $13,000.00

Member McGrew moved with a second by Member Cortelyou to approve the Resolution for Township District #1 County Aid Project #1752-55 (N1050-E699) - $13,000.00. Motion carried on a voice note.

Approve Resolution for Scotland Township Aid Project #1850-33 (N1150-E1580) - $36,500.00

Member Cox moved with a second by Member Sims to approve the Resolution for Scotland Township Aid Project #1850-33 (N1150-E1580) - $36,500.00. Motion carried on a voice note.

Approve Resolution for County Aid Project #1830-90 (0.41 ml north of N1700-E1600) - $35,000.00

Member Toland moved with a second by Member Cortelyou to approve the Resolution for County Aid Project #1830-90 (0.41 ml north of N1700-E1600) - $35,000.00. Motion carried on a voice note.

Approve Resolution for County Aid Project #1830-91 (0.46 ml north of N1700-E1600) - $23,500.00

Member Toland moved with a second by Member Cortelyou to approve the Resolution for County Aid Project #1830-91 (0.46 ml north of N1700-E1600) - $23,500.00. Motion carried on a voice note.

Approve Resolution for County Aid Project #1830-92 (0.38 ml south of E1625-IL Hwy 9) - $4,000.00

Member Toland moved with a second by Member Cortelyou to approve the Resolution for County Aid Project #1830-92 (0.38 ml south of E1625-IL Hwy 9) - $4,000.00. Motion carried on a voice note.

Approve Preliminary Engineering Services Agreement for Section 08-00103-00-BR – Structure 055-3015-Hutchison - $57,250.00

Member Marcott moved with a second by Member Twaddle to approve the Preliminary Engineering Services Agreement for Section 08-00103-00-BR – Structure 055-3015-Hutchison - $57,250.00. Motion carried on a voice note.

Approve Preliminary Services Agreement for Fracture Critical Bridges – Hutchison - $12,500.00

Member Toland moved with a second by Member Cortelyou to approve the Preliminary Services Agreement for Fracture Critical Bridges – Hutchison - $12,500.00. Motion carried on a voice note.

Compliance Review Report

A five year audit was done, it will be sent to this month’s County Board Meeting for review.

March Work Report

Dave Cadwalader reviewed the March work report. There were some questions regarding snow removal on Sunday April 1 and Monday April 2.

Claims Review and Approval

Member Cortelyou moved with a second by Member McGrew to approve the claims as submitted. Motion carried on a voice vote.

Other Business

Member Cox questioned if we had any plans to improve County Highway 25.

County Chairman Schwerer announced Sheriff Rick VanBrooker’s resignation as Sheriff. County Chairman Schwerer would like to appoint Chief Deputy Nick Petitgout as interim Sheriff.

Member Cortelyou moved with a second by Member McGrew to adjourn the meeting at 7:44 p.m.
