City of Bushnell Council met Aug. 20.

Here is the minutes provided by the Council:

Mayor Wilt called the meeting to order.

The Pledge of Allegiance to the Flag was given.

Roll Call

Ald. Donna Coates - P; Ald. Jim Miller - P; Mayor Robin Wilt - P; Public Works Director Justin Griffith - A; Ald. Chuck Howell – P; Ald. Christina Steelman - P; City Clerk Tashina Bradford - A; Police Chief Joe Fosdyck - P; Ald. Mike Howell – P; Ald. Bruce Lorton – P; Treasurer Dan Cortelyou - P; Street Superintendent David Raymond - P; Ald. David Norton –P; Ald. Brent Glisan – P; City Attorney Nicole Humbert - P; Ald. Lorton made a motion to approve the consent agenda, which include the following items;

1. Acceptance of August 6, 2018 Minutes

2. Acceptance of July 2018 Financial Report

It was seconded by Ald. Miller. A roll call vote was taken and the results of that vote are as follows:

Where upon Mayor Wilt declared the motion carried.

The next City Council meeting will be Tuesday, September 4, 2018 due to Labor Day Holiday.

Treasurers Report

1. Treasurer Cortelyou advised that the audit is running smoothly.

2. Treasurer Cortelyou advised that the Amended Budget will be on the next agenda

3. Treasurer Cortelyou advised the council that grant approval has not been given for any of the RLF money. However, in anticipation of that approval Treasurer Cortelyou would like to review and incorporate an old 7 year plan. Mayor Wilt set up a street committee consisting of Alderpersons Miller, Lorton and Mike Howell, to assist Treasurer Cortelyou and Engineer Eric Moe.

Recognition of Guest

Mayor Wilt recognized guests and asked if anyone would like to speak. Jerry Winget who lives at 499 Front Street, owns multiple lots however only one resides in OrvLon subdivision which causes a problem for him to combine them for his real estate and p-tax break. He was told by the McDonough County Assessor to address his need and present the council with a petition for consolidation. Mayor Wilt advised him to give the information to City Attorney Nicole Humbert and she will take the necessary action for the council and report back at the next City Council Agenda.

Ad Hoc (Mayor’s Report)

1. Mayor Wilt Attended a WIRC town meeting for the Housing Rehabilitation. The Housing grant has over $300,000 to offer several homes up to $40,000 each in interior or exterior work, however only 3 owner occupied individuals showed up. Mayor Wilt asked Alderpersons M. Howell and Dave Norton to keep looking in Ward 1 for someone that would benefit. Targeted area will be from Osborn to Gridley on the East side of town past the Route 41.

2. Mayor Wilt has been to 4 meetings with Dasco employees that are looking to possibly transfer and move to Bushnell. Mayor Wilt is excited to welcome new members into our community and is asking for everyone to inform her of any rentals that are available to share with those potential new community members.

3. Mayor Wilt met Governor Rauner in Macomb on Monday, August 20, 2018. The Governor expressed his desire to come to Bushnell and tour Vaughan with all its changes.

4. Mayor Wilt wished to express the concerns about grass in the streets. More and more the grass from mowing is being blown into the streets causing extra work, weed growth, and clogged sewers and stress on city equipment. She suggested the Alderpersons to advise any residence they see performing this disservice to fix their mistake.

5. Fall Festival is this week and invites everyone to partake and enjoy the festivities.

Personnel/Finance/Budget

Next meeting will be Thursday, August 30th at 5:00 p.m. to accept and approve bills, review vendor contracts – Waste Management, Aramark, etc.

Public Works – Street/Sewer/Alley

Ald. Miller advised that the utility board made the recommendation to hire David Koontz for the Street, Water & Sewer Committee. It was seconded by Ald. Lorton. A roll call vote was taken and the results of that vote are as follows:

Where upon Mayor Wilt declared the motion carried. The next Public works meeting is August 28th at 4:00 p.m.

Police/Liquor/ESDA

1. Ald. Lorton advised next Police/Liquor meeting will be September 10th at 4:00pm

2. Ald. Lorton presented his minutes from the August 13th meeting.

3. ESDA coordinator Jeff Rench reported that City Clerk Bradford ordered the Medication Drop Box drop box and it has arrived. Once the policy of handling, key placement and disposal are set in place, then the MedReturn box will be ready for the public. McDonough Power & T.E.S.T incorporated wish to have a group photo of the donation they made to help this service come to fruition. Next ESDA meeting is September 10th at 3:30 p.m.

Parks/Recreation

Ald. Glisan advised the next Parks/Recreation meeting will be September 5th at 3:00pm at City Hall.

Real Estate

Ald. Coates advised in their committee will be waiting on Attorney Nicole Humbert to approve a suggestion made by WIRC for issue of prevailing wage used on City sidewalks. Ald Coates would also like to have a meeting in September to discuss landlord requirements for rental properties, which will be set at a later date.

Economic Development

1. Ald. Steelman advised next meeting will be August 30th at 2 pm here at City Hall. The meeting will be about “Becoming A Better Community” with a webinar.

2. Ald. Steelman advised that Art of a Social Nature held a reception at the Farmers and Merchants State Bank on Thursday, August 16 at 5pm for an Art Exhibit. The reception gave the exhibit a chance to not only see the art, but the option to purchase a replica. It was well attended by Bushnell leaders and community members alike.

MAEDCO

Next meeting September 11th

Kim Pierce with MAEDCO, talked about the Job Rodeo which included the NTN Bowers, Pella, Yetter, Schuld Tank & Vaughan. There were 300 applications packets passed out for over 350 job openings in the next 18 to 20 months.

Spoon River College is holding a boot camp for industrial manufacturing employees in September on Tuesday and Thursday for a $200 fee to help incorporate that skill sets manufacturers may want.

A Meet the manufacturers also did over 70 small interviews and will have other such pop up meets for job seekers to apply to or online in the next couple of months for Bushnell, Colchester and Macomb.

Finally Spoon River College is establishing a 2 year Associates degree for Industrial Manufacturing which will give those individuals a heads up on the needs of a manufacturing company and the company a more informed employee.

Engineering Report

Mayor Wilt explained the ramp for “Tellers” has been revised. This service entrance would not need to be as substantial therefore the sidewalk work needed would be far less than proposed prior.
