City of Pittsfield City Council met Sept. 18.

Here is the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, September 18, 2018, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Bill Scheiwe and Robert Wood.

Absent: Robert Wilson and Kevin Wombles.

Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the last regular Council meeting.

Alderman Lennon seconded the motion.

Alderman Ketchum moved to approve the Treasurer’s Monthly Report for the month of August 2018.

Alderman Ritchart moved to approve the Illini Fitness Ugly Sweater 5K on November 24, 2018 at

10:00 a.m. pending approval of a route on the north/northwest side of town by Chief Kenny Yelliott.

Alderman Ketchum moved to approve Change Order No. 1 for United Contractors Midwest in the deducted amount of $7,690.54 for the West Fayette Street extension.

Alderman Lennon moved to approve Pay Estimate No. 2 (Final) to United Contractors Midwest in the amount of $49,255.67 for the West Fayette Street extension.

Alderman Wood moved to approve Ordinance No. 1612, An Ordinance Rezoning a Parcel of Real Estate Located in the City of Pittsfield, Pike County, Illinois (531 West Adams Street), on its first reading.

Alderman Ritchart moved to suspend the rules and have the second reading of Ordinance No. 1612 (described above) on its second reading.

Alderman Knight moved to authorize moving forward with the acquisition of easements for the Honey Creek sewer extension.

Alderman Knight moved to authorize to proceed with the Clean Water State Revolving Fund (SRF) with the Illinois Environmental Protection Agency (IEPA) to assist with the west water tower restoration.

Alderman Ketchum moved to pay up to $20,000 out of Lake Improvement Fund to assist Newburg Township with the oil and chip project on 270th Avenue.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

The motion carried.

Chief of Police Kenny Yelliott reported the police department is cracking down on owners of lots needing mowed and cautions residents to refrain from blowing their grass into the City streets when mowing. Lowry Street was caked with grass clippings last week and could have been dangerous.

Alderman Ketchum reported the payment for the fall trout was denied by the Department of Natural Resources, but the City can stock the trout if we are willing to pay for them. They would be delivered between 11:00 a.m. and 4:00 p.m. the Thursday before the third weekend in October. The Council will vote on ordering the trout at the next regular Council meeting.

Mayor Hayden reported the campground income is down $11,000 from last year, possibly due to the hot, muggy weather we have had this summer. He also wondered if the Council may want to change the date for the closure of the road on the east side of the lake from October 15. Discussion was to table the issue and discuss it at the next regular Council meeting.

Alderman Ritchart set a Public Health, Fire & Police Committee meeting on Monday,

September 24, 2018 at 4:15 p.m. to discuss the School Resource Officer.

Police Chief Kenny Yelliott reported Mackenzie Carsey graduated last Friday and she worked her first shift Sunday 6:00 p.m. to Monday 6:00 a.m. Her first call was a combative patient and the second resulted in a felony cannabis arrest.

The PHS Cross Country Team held a meet at Pittsfield Lake tonight and the City workers did a good job of preparing the area for it.

The owner of the former Irving building was court ordered to tear the building down within 60 days. City Attorney Hollahan reported he has been working on this case since 2007.

Alderman Knight moved to adjourn this meeting at 6:20 p.m.
