City of Jacksonville Cemeteries Board met Nov. 16.

Here is the minutes provided by the board:

The regular monthly meeting of the Jacksonville City Cemeteries Board was called to order at 8:30 a.m. in the Commission Room of the Jacksonville Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: Members present were: Tom Newby, Linda Brown, Kim Pohlman, Carolyn Bonjean, Treasurer Mary Fergurson; Superintendent Jim Pierson; City Clerk Skip Bradshaw. Absent from the meeting was Chairman Doug Moore. A quorum was declared.

Motion was made by Linda, seconded by Bonjean, to elect Tom Newby as Acting Chairman of the November 16, 2018 Cemetery Board Meeting. By voice vote, motion carried.

AGENDA: Motion was made by Bonjean, seconded by Pohlman, to approve the November 16, 2018 Agenda as presented in advance. By voice vote, motion carried.

MINUTES: Motion was made by Pohlman, seconded by Brown, to approve the October 19, 2018 Minutes as presented in advance. By voice vote, motion carried.

FINANCE:

a.) Treasurer’s Investment Report – October 2018:

Ms. Fergurson has little to report this month. The next scheduled maturity is the American Express CD in the amount of $100,000 set for March 1, 2019. She is hoping to see a much better interest rate as the two year CD rates are currently yielding 2.50% to 3%, and are continuing to gradually move upwards. The Federal Reserve Bank is projecting a possible rate increase of another quarter of a percent in December as economic numbers strengthen. The stock market continues to be volatile but is no cause for concern for the long term investment. The dividend yields that are achieved on securities that we have in the account serve us well. From an operating standpoint they are relatively conservative in orientation. However, early next year she will be reviewing those holdings with Jamie Martin, broker of record, because there is one small cap fund that has not performed well.

The safety deposit box at Jacksonville Savings Bank has been empty for some time, so it has been closed and a refund check has been issued.

b.) Cash Receipts Report – October 2018:

Ms. Brown gave a brief overview of the Cash Receipts Report, noting that there is a current revenue balance of 22.85%, and a current expenditure balance of 31.15% remaining at the end of October. There is a currently cash balance of $5,000 over the balance this time last year and the fund looks good at this time. Total YTD revenue in the Miscellaneous account will increase by approximately $11,000 once the payment has been received from the State of Illinois for mowing their cemetery grounds within Diamond Grove Cemetery. Supt. Pierson reported that the check has been received and should be indicated on the November Cash Receipts Report.

c.) Cash Receipts Report and Claims Approval – October 2018:

Motion was made by Brown, seconded by Pohlman, to approve the Cash Receipts Report and to pay claims when funds are available. By voice vote, motion carried.

SUPERINTENDENT’S REPORT: Supt. Pierson reported on the following:

 Lighting has been changed out at the Diamond Grove Cemetery. Thirty-seven 4’ LED lighting units have been installed.

 The Cemetery Department recently helped Terry Chumley remove snow from the Municipal Building parking lots and the downtown area.

 Planning for spring landscaping will begin in the next couple months.

PUBLIC COMMENT: No discussion.

OLD BUSINESS: Acting Chair Newby asked Supt. Pierson if he would like to move forward with increasing the fee for corner markers, making a motion now to incorporate the increase effective January 1, 2019. Supt. Pierson suggested tabling this matter until the Board conducts the annual review of the fee structure in June and the Board agreed.

Acting Chair Newby inquired about road improvements covered under the Capital Improvement budget. CC Bradshaw advised that the matter is in the hands of the budget committee at this point. Supt. Pierson requested $50,000 for new roads within the Masseyview property and $14,000 for oil & chip at Diamond Grove Cemetery. Supt. Pierson is waiting to discuss installing new roads with the Illinois Road Contractor (IRC) engineers before finalizing the dollar amount for that project.

Acting Chair Newby inquired about installing a columbarium at the East Cemetery and another columbarium at Diamond Grove Cemetery. Supt. Pierson provided information on 24 and 96 niche columbarium’s, noting that each niche will hold two burials. Ms. Brown recommends going with the larger columbarium to avoid having to purchase another one so quickly in the future. For various reasons, Supt. Pierson is hesitant to purchase one that is too large. Ms. Brown withdrew her recommendation and will accept whatever Supt. Pierson feels is appropriate. This item will be included in the Capital Improvement Budget for 2020.

Supt. Pierson advised that the security system has been purchased and is waiting to hear from Bob Stambaugh with Synergy as to when he will be installing the system at Diamond Grove Cemetery.

NEW BUSINESS: No discussion.

ADJOURNMENT: Hearing no further business, a motion was made by Pohlman, seconded by Bonjean, to adjourn the meeting at 8:55 a.m. By voice vote, motion carried. The next regularly scheduled meeting of the Jacksonville City Cemeteries Board will be held on Friday, December 21, 2018, 8:30 a.m. in the Commission Room at the City of Jacksonville Municipal Building.
