City of Dallas City Council met Oct. 4.

The Dallas City City Council held its regular meeting on October 24, 2018, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, and Greg Olson. Harold Northup Jr. was absent.
Others attending the meeting were Anne Thompson, Gary Smith, and Doug Erickson.
A motion was made by Gittings, and 2nd by Newberry to accept the minutes of the October 10, 2018, meeting. Gittings, Newberry, and Olson AYE. Northup ABSENT.
Police Chief Gary Smith reported that the police department is going to start a scheduling modification where both full-time officers will take off one weekday and work one day during the weekend. He also reported that Christopher Dausch is waiting to get the necessary paperwork approved by the State of Illinois and completing the coursework that is necessary for him to start working as a police officer in Illinois. Winter uniforms have been ordered for the city's police officers.
Anne Thompson has some questions for the city attorney, and she informed the council that she is going to be running for mayor in the April 2019 election.
Water shut offs were done this week.
It was reported that 2 pumps in the old sewer plant need to be repaired or replaced. Another option is to install a booster station.
Mayor Six checked on the plugged culvert that was discussed at the last meeting. It appears that unplugging the culvert is not going to solve the problem during flooding.
Harold Northup Jr. arrived at 5:28 p.m.
Doug Erickson reported that the sewer project is going well. The recent rain the last few weeks has delayed things a little. There have been fewer point repairs needed than was originally estimated. The sewer line between two lift stations needs a point repair done and lining may need to be done also.
Discussed moving the lift station by the old sewer plant to the south side of the railroad tracks. If the city would apply for a DCEO Grant to move the lift station, it will take an estimated 3-5 years to get it moved.
Mr. Erickson has tried to contact Henderson County regarding the bridge on East Fourth Street by the city cemetery, but he has not heard back from them.
Discussed repairing the portion of Fourth Street that has been torn up by the current sewer project. It was decided to wait until next summer to make these repairs when it is warmer and the ground has had more time to settle.
Discussed options to improve the boat docks and possible grants that may be available for this kind of project.
The mayor has contacted a couple of contractors about the remodeling of the city hall/police building and installing an exhaust fan. They will work on getting an estimate made up.
Discussed getting a bid for the removal of some trees in town.
Discussed the properties in town that have court dates set.
Mayor Six reported that the carport estimates do include installation. He also has gotten an estimate of $8,125 for a 20' X 35' carport with three doors, one walk-in door, and one window. A motion was made by Northup, and 2nd by Olson to purchase the 20' X 35' carport with three doors, one walk-in door, and one window from Quality Fisheries for $8,125. Gittings, Newberry, Northup, and Olson AYE.
Discussed the city's insurance with the Illinois Municipal League Risk Management Association. If paid in full by November 21, 2018, there is a 1% discount, and the premium for the 2019 calendar year would be $29,624.28, including the 2019 Illinois Municipal League Dues of $150. A motion was made by Newberry, and 2nd by Olson to renew the city's insurance with the Illinois Municipal League Risk Management Association and pay the premium in full by November 21, 2018, in order to receive the 1% discount.
