City of Dallas City Council met Nov. 28.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting on November 28, 2018, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Gary Smith, and Mariah Wallace.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the November 14, 2018, meeting. Gittings, Newberry, Northup, and Olson AYE.

Anne Thompson asked who had filed nomination papers for the 2019 election. The city clerk reported that there were 3 that filed nomination papers for mayor and 5 that filed nomination papers for commissioner. Since there were 3 that filed for mayor, there will have to be a primary election in February.

Mrs. Thompson asked the city attorney where things stood with the properties at 57 East Fourth Street, 70 East Fifth Street, Hagy's building on Oak Street, and the old cleaners building on Oak Street. The city attorney reported that the owner of the 57 East Fourth Street property has contacted her and informed her that he has a crew lined up to tear down the building. However, due to the bad weather we have had, he would like an extension. The city attorney recommended that the city not give him an extension. The city attorney also reported that the court date for the 57 East Fourth Street and 70 East Fifth Street are both December 4, 2018. She explained the possibilities that could happen at the court dates. Mrs. Thompson asked about having the properties deeded over to the city. The city attorney recommended that the city not do this.

Police Chief Smith reported that there were some problems with the video security system. Per Mar is scheduled to be here Friday to repair the system. He also reported that the radar system in the police car has not been working properly, but that it is still under warranty. The hand held unit will be used until it is fixed.

It was reported that the city's snowplow got stuck while clearing snow after the recent storm. Mike McDowell brought a tractor into town and pulled the snowplow out. A motion was made by Olson, and 2nd by Northup to pay Mike McDowell $150 for pulling out the stuck snowplow. Gittings, Newberry, Northup, and Olson AYE.

Mayor Six reported that a petition with approximately 880 signatures has been sent to the Corps of Engineers to express objection to the Green Bay Flood District's proposal to raise its levee four feet. Mayor Six has also been informed by our state and federal representatives that they have also sent letters to the Corps of Engineers expressing their disapproval of this proposal.

The Christmas lights have been put up by Chris Akers. The tree that blew over onto Oak Street this summer caused extensive damage to the electrical wires that are used to supply the electricity to the Christmas lights. Chris Akers and Max Faul have repaired these electrical wires.

Mike Thompson has purchased the Christmas candy for Chrismas with Santa. The total bill was $353.44. A motion was made by Olson, and 2nd by Newberry to pay Mike Thompson $28.44 for the amount of the candy bill that exceeded the original $325 that the council gave him. Gittings, Newberry, Northup, and Olson AYE.

Discussed the carport that is being purchased from Quality Fisheries. A 10% down payment will be paid to Quality Fisheries when it is ordered, and the balance will be paid to the company directly after the carport is put up.

Police Chief Smith informed the council that the city is a member of the Illinois Law Enforcement Alarm System organization, and that in order to remain a member of the ILEAS, the city needs a resolution adopting the National Incident Management System. A motion was made by Newberry, and 2nd by Northup to pass Resolution #2018-1, adopting the NIMS. Gittings, Newberry, Northup, and Olson AYE.

Commissioner Northup reported that he has been contacted by the Village of Lomax in regards to possibly having the City of Dallas City start providing police protection for the Village of Lomax again. Discussed possibly entering into an agreement with the Village of Lomax to provide them with police protection. This will be discussed more at the next meeting.

Discussed giving a Christmas bonus to the city's employees. A motion was made by Northup, and 2nd by Gittings to give a $125 bonus to full-time employees, a $75 bonus to part-time employees, and to pay the employee's share of IMRF, social security, and medicare withholding. Gittings, Newberry, Northup, and Olson AYE.

It was reported that Brian McEntee is working on making an estimate for the removal of a tree at 281 West Third Street.

A motion was made by Newberry, and 2nd by Olson to adjourn the meeting. Gittings, Newberry, Northup, and Olson AYE.

The meeting was adjourned at 6:05 p.m.
