City of Carrollton issued the following announcement on Dec. 21.
The City of Carrollton is excited to announce the selection of Robert Winningham as its new Economic Development Director. He began his new position Monday, December 17.
Winningham brings more than 25 years of economic development experience and is familiar with the Dallas-Fort Worth market, having worked previously as the Executive Director of Greenville, Allen, and Prosper’s Economic Development Corporations.
“Carrollton offers many opportunities for new development, re-development, and job expansion,” Winningham said. “I’m excited to join an experienced team of professionals already in place, including the City Council and City staff, as we partner with the business community to achieve success.”
In his four years in Prosper, Winningham developed and executed a strategic plan for quality growth and helped finalize the 250-acre Gates of Prosper master-planned, mixed-use development project at Preston Road and Highway 380, among other projects. In Allen, Winningham helped complete the Watters Creek mixed-use development, helped expand Experian, and recruited the Allen Event Center, Cabela’s, Frontier Communications, PFS Web, and a state-of-the-art Cisco Systems data center. Most recently, he’s worked as the Managing Principal for Winning Development, providing cities, economic development corporations, and private-sector developers with consultation and strategic planning for economic development. He holds a bachelor’s degree from the University of North Texas and is a graduate of the University of Oklahoma’s Economic Development Institute, Leadership Southern Indiana program, and Leadership Greenville program.
“Robert was selected from a pool of highly qualified candidates after a national search,” City Manager Erin Rinehart said. “He has a proven track record of effective leadership and strategic planning for growth and business retention, and we believe his decades of economic development experience will serve the City well.”
A business-friendly City, Carrollton is home to more than 14,000 businesses, a workforce of more than 86,000, more than 45 million square feet of industrial space, and more than 3.6 million square feet of office space. Carrollton ranks as one of the top cities in the region in creating the highest number of new jobs, total new development square footage, and number of businesses moving to the City, including the expansion of current businesses. The momentum in commercial/industrial development continues, and the City’s economic cornerstone is the well-balanced residential and business tax base.
